जैसा कि भूटान भारत के साथ 605 किलोमीटर लंबा बॉर्डर साझा करता है, हम सभी भारत और भूटान के द्विपक्षीय संबंधों के सामरिक महत्व से भली भांति परिचित है. 
पूरे डोकलाम विवाद के दौरान, भूटान सार्वजनिक रूप से शांत रहा, भारत और चीन ने बंद दरवाजों के पीछे बातचीत करने के विवाद को सुलझाया. 
अब जबकि भारत चीन के साथ अच्छे संबंधों की स्थापना की कोशिश कर रहा है, हमें इस बात में कोई दिक्कत नहीं होनी चाहिए, अगर भूटान भी चीन के साथ अच्छे संबंध स्थापित करने की कोशिश करें. 

जिस प्रकार चीन के साथ अच्छे संबंधों की मदद से भारत पाकिस्तान के साथ अपने संबंधों को साध सकता है, उसी प्रकार, चीन के साथ अच्छे संबंधों की स्थापना करके, भूटान भारत के खिलाफ मोल भाव करने की और अधिक शक्ति प्राप्त करना चाहता है. 

इस बार की वार्षिक रिपोर्ट के अनुसार, अपने राष्ट्रीय हितों की रक्षा के लिए भूटान चीन की तरफ देखने लगा है. 

हमें यह बात समझनी होगी, अपनी संप्रभुता की रक्षा करना चारों ओर जमीन से घिरे छोटे से भूटान की विदेश नीति का सबसे महत्वपूर्ण उद्देश्य है. भूटान ऐसा सुनिश्चित करने के लिए, चीन को एक मददगार की तरह दिखता है. 

आप जानती होंगे, चीन और भूटान के बीच में औपचारिक रूप से राजनयिक संबंध नहीं है, इसलिए भूटान में अपने दूतावास को स्थापित करना चीन के लिए लंबे समय से एक सपना रहा है. 

भूटान चीन के रूप में दुनिया की दूसरी सबसे बड़ी अर्थव्यवस्था और उभरती हुई विश्व शक्ति के अच्छे संबंधों की स्थापना करना चाहता है. 

रोचक बात यह है, अगले महीने भूटान की national assembly का कार्यकाल पूरा होने के पहले इस वार्षिक रिपोर्ट को जारी किया गया है. और इस वर्ष अक्टूबर महीने में भूटान में आम चुनाव का आयोजन किया जाना है. 

और इसी समय पर भारत में चीन के राजदूत भूटान की यात्रा पर गए हुए हैं. 
यह एक बड़ा ही रोचक सवाल है, national assembly के चुनाव के ठीक पहले, चीन के दूतावास भूटान में क्या प्राप्त करना चाहते हैं? 

भूटान और चीन के बीच सीमा विवाद को सुलझाने के लिए 24 चरणों की बातचीत हुई थी, लेकिन डोकलाम विवाद के शुरू हो जाने के कारण यह बातचीत चीन के द्वारा बीच में ही रोक दी गई. 
अब चीन के राजदूत भूटान के साथ सीमा विवाद जल्दी से जल्दी सुलझाना चाहते हैं. 
समस्या यह है, भूटान और चीन के इस  सीमा विवाद को सुलझाने की कीमत भारत को चुकानी पड़ेगी. 
क्योंकि इस सीमा विवाद के समाधान के द्वारा चीन डोकलाम जैसे उन इलाकों  पर अपना अधिकार स्थापित करना चाहता है, जो भारत के साथ सीमा साझा करते हैं. ताकि चीन को भारत के ऊपर और अधिक सामरिक नियंत्रण प्राप्त हो सके. 

भूटान के साथ अपने संबंधों को और अधिक मजबूत करने के लिए, स्वाभाविक रूप से, भूटान में अपना दूतावास स्थापित करके चीन भारत को बाईपास करना चाहता है. 

इसलिए इस बात की संभावना बढ़ती जा रही, और चीन और भूटान के बीच में सीमा विवाद को सुलझाने के ऊपर बातचीत जल्दी से जल्दी  फिर से चालू हो जाएगी. 

लेकिन चीन की संतुष्टि के अनुसार तब तक इस विवाद को सुलझाया नहीं जा सकता, जब तक भारत कोई समाधान के द्वारा नुकसान ना पहुंचे. 

यद्यपि अपने हितों को देखते हुए निर्णय लेने का भूटान पर पूरा अधिकार है, लेकिन भूटान को यह याद रखना होगा, की भारत के हितों  की कुर्बानी देकर, उसका भविष्य उज्जवल नहीं हो सकता है. 

आशा की जा सकती है, भूटान को यह बात समझ में आएगी, भारत भी सबसे अच्छे तरीके से भूटान के साथ संबंध स्थापित करने की कोशिश करता रहेगा. 

नेपाल का हमारा अनुभव बताता है, भूटान और चीन के संबंधों को ध्यान में रखते, हमें भूटान को विशेष तरज़ियत नहीं देनी चाहिए. क्योंकि यदि भूटान को यह समझा आ गया, की चीन के साथ संबंधों के कारण वह भारत से  और अधिक शक्ति के साथ मोल  भाव करता कर सकता है, तो इस खेल में भारत की हार होना निश्चित है. 

क्योंकि जहां तक पैसा फेंकने का सवाल है, इस खेल में हम चीन को नहीं हरा सकते हैं. अभी तो भारत में चीन के राजदूत की भूटान यात्रा के परिणामों को ध्यान से देखना होगा. 

इस यात्रा से ज्यादा, भूटान की National Assembly के चुनाव के ठीक पहले हम इस यात्रा के समय में ज्यादा रुचि रखते हैं.

We all are aware of strategic importance of Indian relationship with Bhutan, which shares 605 Kilometer long border with India.



Across the Doklam conflict, Bhutan remained almost publicly silent, and it was mainly China and India, which worked behind closed doors to resolve it.



Afterwards, When India and China have been trying to improve bilateral relationship, ideally we should not have problem if Bhutan can also try to have better relationship with China.



In a way, if better relationship with China can help India in managing relationship with Pakistan. In the same way, Improved relationship with China may grant Bhutan more bargaining power against India.



As per this years Annual Report, Bhutan looks up to China to ensure that its national interests are secured.



We got to understand here, Protecting sovereignty is single biggest focus for the foreign policy of this small land locked country. And Bhutan considers China an instrument to ensure this.

You know, Bhutan doesn't have official diplomatic relationship with China, Yet establishing Chinese capital in Bhutan is long cherished dream for Chinese government.



Now Bhutan wants to grow relationship with China, the second largest economy in the world  and emerging global power.



Interestingly, this annual report is released before the National Assembly is going to be dissolved next month, and elections are expected to be held in October this year.



At this point of time, Surprisingly Chinese Ambassador to India is right now on Bhutan visit.



It would be interesting question, just before national assembly election, what he is trying to achieve by this visit.



In order to resolve Boundary issues, 24 rounds of Talk have happened, before it was stopped by china due to Doklam conflict.



Now, Chinese ambassador want to resolve boundary dispute with Bhutan as soon as possible.



The problem is, In order to resolve this boundary dispute in between China and Bhutan, India has to pay the price.



Because Chinese resolution of this boundary dispute involves china gaining control of those areas for example Doklam, which face India, thus granting China strategic edge over India.


For the growth of China Bhutan relationship, China obviously wants to bypass India by opening its embassy in Thimpu.



Its most likely that boundary talks will begin sooner than later.



However, it cannot be resolved without Chinese satisfaction, thereby making India net loser in the final resolution.



Though Bhutan has every right to take decision, yet it should remember, that future of Bhutan cannot be brighter if it puts Indian interests at stake.



Hopefully, Bhutan will understand this and we need to remain cordially engaged with Bhutan in best possible terms.



Nepalese experience suggests, We must not let Bhutan get better deal out of us due to its Chinese relationship. After all If Bhutan realizes, that by taking advantage of Chinese relationship, it can have more bargaining power against India, it will be game for India to lose sooner than later.



Because, When it comes to throwing money, India simply cannot compete with China.



As of now, it would be interesting to see the outcome of ongoing Chinese ambassadors Bhutan's visit.



Rather than the visit, we are more interested in the timing of this visit just before next assembly election.
