जैसा कि परमाणु हथियारों का पहले प्रयोग ना करने की भारतीय रणनीति है, इसलिए बैलिस्टिक मिसाइल से रक्षा करने के लिए प्रभावी Defense System का होना, भारत के लिए लग्जरी नहीं जरूरत है.
आप ही बताइए, पाकिस्तान दिल्ली को जलाकर राख कर दे, उसके बाद पाकिस्तान को बर्बाद करने का क्या मतलब है?
इसलिए यह निर्णय बहुत ही स्वाभाविक लगता है, लेकिन हमें यह गलती नहीं करना चाहिए, यह सही दिशा में उठाया गया पहला कदम मात्र है.
उदाहरण के लिए, वर्ष 2015 में भारत ने रूस से S400 मिसाइल डिफेंस सिस्टम खरीदने की जरूरत को स्वीकार किया था. लेकिन इसके बाद मोल भाव करने में 3 सालों का लंबा समय लगा. आशा की जा सकती है, इस साल के अंत तक भारत और रूस के बीच में इस संदर्भ में डील फाइनल हो जाएगी.
इसी बीच हमें अमेरिका की लोकतांत्रिक व्यवस्था को धन्यवाद देने की जरूरत है, क्योंकि जल्द ही रूस से रक्षा उपकरण खरीदने के लिए अमेरिका भारत को आर्थिक प्रतिबंध से ढिलाई देने वाला है.
जैसा कि आप समझते हैं, अमेरिकी आर्थिक प्रतिबंधों से ढिलाई प्राप्त होने के बाद यह निश्चित हो गया है, कि रूस को एस 400 की कीमत अदा करने के बाद, अमेरिकी आर्थिक प्रतिबंध का नुकसान भारत को नहीं सहना होगा. जिससे एस 400 कि भारत को कुल कीमत बढ़ने का डर था.
भारत और रूस के बीच लंबे समय तक चली इस बातचीत का एक कारण यह भी था, क्योंकि जैसा रक्षा उपकरण बनाया जाता हैं, हम वैसा खरीदने को तैयार नहीं होते हैं.
भारतीय जरूरतों को ध्यान में रखते हुए हम एक विशेष सुरक्षा उपकरण और साजो सामान की मांग करते हैं, और उसके लिए हम स्वभाविक रूप से मोलभाव करते हैं, जिससे लंबा समय लगता है.
कहने की जरूरत नहीं है, भारत के हिसाब से विशेष रक्षा उपकरण तैयार करने के कारण भारत के लिए कुल कीमत बढ़ जाती है.
National Advanced Surface to Air Missile System का मतलब है, कि भारत अमेरिका का सामान्य anti ballistic Terminal High Altitude Area Defense system नहीं खरीदने वाला है. भारत तो ऐसा system मांग रहा है, जिसमें Sentinel 3D radar लगा होना चाहिए.
जिसके परिणाम स्वरुप, यह रक्षा व्यवस्था ना केवल बैलिस्टिक मिसाइल को नष्ट कर पाएगी, बल्कि क्रूज मिसाइल एयरक्राफ्ट और ड्रोन को भी मार गिराने में सक्षम होगी.
ऐसी व्यापक और सुदृण रक्षा व्यवस्था के प्राप्त हो जाने के बाद, यह निश्चित हो जाएगा, कि भविष्य में लंबे समय के लिए भारत के पास समग्र रक्षा प्रणाली मौजूद रहेगी.
हालांकि तेजी से और बिना किसी भ्रष्टाचार के रक्षा उपकरण खरीदने की यह व्यवस्था सरकार और सरकार के बीच होती है, लेकिन फिर भी इसमें कुछ वर्षों का समय लगता है.
अमेरिका के साथ हमारा अनुभव बताता है, की तुलनात्मक ढंग से देखा जाए तो अमेरिकन के साथ मोल भाव करने में कम समय लगता है.
समस्या तब बढ़ जाती है, जब मोदी सरकार पर हमला करने के लिए, रफाल एयरक्राफ्ट के सौदे पर बचकाना सवाल खड़ा करके, राहुल गांधी जैसे अपरिपक्व नेता भारत पर हमला करने लगते हैं.
इससे बुरा और क्या हो सकता है, बहुत से भारतीय लोग मोदी जी से इतनी नफरत करते हैं, कि वह कांग्रेस प्रेसिडेंट के द्वारा फैलाए गए झूठ में भी आंख मूंदकर भरोसा करने लगते हैं.

इसके अलावा, राहुल गांधी का वर्तमान व्यवहार उनके भविष्य को नुकसान पहुंचाने वाला है. हालांकि वह दिन भारत के लिए बहुत बुरा होगा, लेकिन अगर भगवान ने चाहा, और राहुल गांधी भारत के प्रधानमंत्री बन गए, तो कोई भी रक्षा उपकरण खरीदने पर, उन्हें विपक्षी पार्टियों से आधारहीन आरोपों के लिए तैयार रहना होगा. राहुल गांधी का वर्तमान उनके भविष्य को नष्ट करने वाला है.
साथ ही, यह बहुत ही स्वाभाविक है, गांधी परिवार को हर रक्षा सौदे में भ्रष्टाचार दिखाई देता है. जब तक उन्होंने भारत पर शासन किया, तब तक उन्होंने यही सब तो किया है. जिस बच्चे ने अपने बचपन में बोफोर्स के कमीशन का मजा लिया है, उसको जवानी में तो हर जगह भ्रष्टाचार दिखाई देगा.
चलिए भारतीय रक्षा मंत्रालय के द्वारा लिए गए निर्णय पर लौटते हैं, आगामी 2+2 डायलॉग के पहले भारतीय सरकार का यह निर्णय बातचीत के लिए अच्छा माहौल तैयार करता है.
साल-दर-साल भारत को व्यापार करने में अमेरिका के साथ सबसे अधिक लाभ होता है, और चीन के साथ सबसे अधिक घाटा होता है.
पिछले साल अकेले, अमेरिका के साथ व्यापार करने से भारत को 21 बिलियन डॉलर का लाभ हुआ था, और चीन के साथ व्यापार करने पर भारत को 63 बिलियन डॉलर का घाटा हुआ था.
हमें आपको यह बताने की जरूरत नहीं है, लोकतांत्रिक अमेरिका लोकतांत्रिक भारत का स्वाभाविक मित्र है.

मोलभाव की अच्छी क्षमता दिखाते हुए, भारत सरकार ने अमेरिका से National Advanced Surface to Air Missile System खरीदने का निर्णय तो ले लिया है, लेकिन आगामी 2+2 dialoge में की गई प्रगति को देख कर, नौसेना के लिए अमेरिका से दुनिया के सबसे आधुनिक 20 M H 60 Romeo sea Hawk helicopter खरीदने का निर्णय सितंबर महीने में लिया जाएगा.
हिंद महासागर में चीन के बढ़ते हुए प्रभाव को रोकने के लिए भारतीय नौसेना को MH 60 Romeo Sea hawk helicopters की अत्यधिक जरूरत है. यह भारतीय नौसेना का प्राथमिक anti submarine और anti-surface हथियार बनेगा.

Now, as per news report published by Times of India, Defense Acquisition Council has just approved the acceptance of necessity to purchase of National Advanced Surface to Air Missile System phase 2 at the cost of 1 Billion Dollar from America.
Given our no first use strategy of nuclear weapons, having effective anti ballistic missile system is not a luxury but a necessity.
After all, There is no point of annihilating Pakistan after Pakistan has already turned Delhi into ashes.
Therefore this decision appears rather obvious. But make no mistake here, this is just first step.
For example, In the year 2015, India approved Acceptance of Necessity for S400 Missile defense system.
It took three years for multiple rounds of complex negotiations to complete. Hopefully, by this year end, the final agreement would be signed in between India and Russia.
Meanwhile, We should extend our thanks to American democracy for upcoming waiver from American sanctions for Russian defense deals.
As you understand, this waiver ensures, that the cost of S400 system doesn't increase for us due to economically harmful effects of American sanctions.
Another reason for the long negotiations is, that we don't want to purchase off the shelf available configuration.
Keeping in view Indian requirements, we negotiate for customized configuration, and it obviously takes longer time.
Needless to say, cost also goes up, when you ask for India specific customization.
National Advanced Surface to Air Missile System effectively means, that India is not purchasing generic American anti ballistic Terminal High Altitude Area Defense, Thaad system, but it has Sentinel 3D radar as well.
Which allows this system to destroy cruise missiles, aircraft and drones, in addition to intercepting hostile ballistic missile.
With this comprehensive and robust configuration, National Advanced Surface to Air Missile System can provide holistic air defense system for future.
Though its faster and cleaner government to government procurement procedure, yet it will take few years to conclude.
However, our recent experience suggests, its easy and it takes relatively lesser time to negotiate with Americans.

historically, year after year India has largest trade surplus with America and largest trade deficit with China.
Last year alone, we have 21 Billion Dollar trade surplus with America and 63 Billion dollar trade deficit with china.
you dont need us to tell you, that Democratic America is natural friend to Democratic India.
Democratically elected President Trump is anytime better than Emperor Xi.
That's why if we buy more defense equipment from America, it will reduce American trade deficit with India, but grow bilateral trade as well.
The point is simple, time is over for free trade, its time for free and fair trade. I will buy more from you only, if you let me sell more to you.
Showing good negotiation skill, India has approved purchase of National Advanced Surface to Air Missile System, but decision to buy world's most advanced maritime 20 M H 60 Romeo sea Hawk helicopter will be taken, only after seeing the progress in first 2+2 dialogue.

Just like Apache is important for Indian Army and Air force, Romeo Sea hawk will be equally important for Indian navy.
The moment, Indian Navy has Romeo Sea hawks, Chinese submarines will not even dare to think about indulging in to hostile activity in Indian ocean.
The deal itself could be worth 2 Billion Dollars including weapons systems, spares and training packages.
If you ask us, it always makes sense to buy defense equipment from America, for example - they can sell more defense equipment to us, and we can sell more IT services to them.
Rather than buying weapons from those countries like Russia, who always sell us, but don't buy from us.
As far as we think, these deals make both strategic and economic sense.
