Confirmed, India will buy S400 WITHOUT American Sanctions!!

Friends, you know, Acquisition of No other defense equipment has generated more interest among Indians than Acquisition of S400 from Russia.



However, As you understand, Countering America's Adversaries Through Sanctions Act has not only stopped payment for old Russia deals, but also the delay in India signing new S400 Missile deal with Russia can also be attributed to this act.



While Indian Public position was that we would buy this strategic defense system with or without American Sanctions.



However, if you look closely, If American sanctions were imposed on India due to defense deals with Russia, there would have negative effect on Indian Economy.  This harmful impact on India should be considered as cost.



Since this cost has incurred on us due to Russian Defense deals, this effectively means, Total cost of Buying Russian defense equipment would have gone way up.





Therefore If you are both emotional and patriotic, you would have preferred India buying S400 even with American Sanction



But if you are Smart and Patriotic, you would obviously want India to buy Russian defense equipment without any American Sanctions.





There is no point in first paying money to Russia for defense equipment and then bearing side effects of American sanctions on Indian economy.



In this background, India has engaged with America to circumvent this American act, which punishes American friend and foe equally.



You know, US congress is made of House of representative  and Senate.



You may recall, In May 2018, US House of representative has passed a 2019 Defense bill with four India specific clauses, which allow President of United States to grant conditional waiver to India in case India shows reduction in the reliance on Russian defense equipment.















However, US Senate passed another 2019 Defense Bill, which didn't carry any clause  to grant US president authority to provide conditional waiver from US sanctions to select allies including India.















House of representative was obviously in no mood to approve the draft, which had been approved by Senate.















Rather it moved its original version to conference committee, which will have members from both House of representative and Senate.



In last couple of weeks, intense negotiation has gone on to the extent that American defense Secretary Jim Mattis has  come out open to call for waiver.



You can raise questions on the intellect of President Trump, but you cannot on Mad dog, General James Mattis. This man holds immense reputation across America for his very distinguished 44 years of service as US Marine.



Therefore, when he came in the battlefield, the result was very obvious.



Now, the negotiated draft does carry the provision of waivers from Sanctions for American Partner countries.



Now, this draft will again go through House of Representative and Senate. Most likely, both houses will pass it.



Leave aside Waiver provisions, this is defense bill 2019, which determines the annual budget and expenditures for US department of Defense..



In simple words, its done deal now. India can go ahead with S400 deal with Russia without having any additional cost of American sanctions.



However, this waiver provision requires India to show reduced reliance on Russian defense equipment and increase defense engagement with America.



Some of you may have problem with this. However the path we have chosen already entails building defense equipment manufacturing base here in India.



Therefore, even without this provision, Indian reliance on Russian defense equipment is bound to go down.



This Successful negotiated draft confirms the belief, why we should fight, when we can fix problem with Talk.



In fact, that's the beauty of engaging with Democratic Country like America.



Now Consider China as number one power of the world, would India have gotten this kind of waiver from China?



The answer is clear No.



You all know, Even when China is not number one super power, its not allowing India to join Nuclear Suppliers Group.



Now, we come to central point, Behind the trade war in between America and China. Its fundamentally fight in between Ruling Power America and Rising Power China for the top slot.



If America loses this fight and China becomes Ruling Power. Make no mistake, India will have to pay heaviest price for this transition.



You can deal with Democratic America, but not with communist China.



Therefore, In this on going Trade War, India should take side carefully.



If India doesn't take side in this trade war, It will effectively join Chinese side.



In simple words, Till the time, India cannot become Ruling Power, we should  try to ensure that America remains Ruling power.



There are experts, who say repeatedly that Trump is fool, and India should fight trade war with America. However they fail to provide any new solution for Rising India trade deficit with China.


Friends, Abusing Trump can help China, but not India.


As per these experts, India should keep on trying same things like talk to China, file case in World Trade organization etc , These ways have not succeed in last 20 years. you know these ways wont succeed in future.



In this background, it would be interesting to see how Prime Minister Modi handles China in BRICS summit.



China would obviously want Indian support against recent American trade tariffs.



It would be interesting to see, if India asks China to first open its closed market, before China asking, Why America is closing  its open Market.
