जैसा कि आपने अखबारों में पड़ा होगा, 7 अगस्त को रूस और पाकिस्तान के बीच समझौता हुआ, जिसके अनुसार रूस के सैन्य संस्थानों में पाकिस्तानी सैनिकों और अधिकारियों को प्रशिक्षण दिया जाएगा.
साथ ही 1 अगस्त को रूस और पाकिस्तान ने नौसेना के क्षेत्र में सहयोग को स्थापित करने के लिए भी समझौता किया है.
इसके पहले, जब भारत ने पांचवी पीढ़ी के लड़ाकू विमान के प्रोजेक्ट की बहुत ऊंची कीमत होने के कारण, उसमें शामिल होने से मना कर दिया, तो रूस के रक्षा विशेषज्ञों का कहना है, की रूस ने पाकिस्तान को सुखोई-35 लड़ाकू विमान का पुरस्कार देकर, भारत को इस प्रोजेक्ट से पीछे हटने के लिए दंडित करना चाहिए.
खस्ताहाल पाकिस्तान के पास 3 महीने का कच्चा तेल खरीदने के लिए तो पैसा है नहीं, अगर रूस उसे रक्षा उपकरण बेचकर माल कमाना चाहता है, तो हम उसे शुभकामनाएं देना चाहेंगे.
अब जबकि रूस और पाकिस्तान एक दूसरे के करीब आते जा रहे हैं, तो जैसा कि कई रक्षा विशेषज्ञों का कहना है. की भारत को वैश्विक राजनीति में हो रहे इस परिवर्तन के बारे में चिंता करनी चाहिए?

आत्मविश्वास से भरे हुए भारत को रूस के किसी अन्य देश जैसे पाकिस्तान के साथ रक्षा संबंधों के बारे में चिंता नहीं करनी चाहिए.
अपनी रक्षा और विदेश नीति का निर्धारण करने के लिए अगर भारत स्वतंत्र है, तो रूस भी पूरी तरह स्वतंत्र है.
रक्षा उपकरण खरीदते समय सिर्फ यह देखना चाहिए, कि हमें सबसे किफायती सौदा कौन दे रहा है. ऐसा निर्णय लेते समय हमें यह नहीं सोचना चाहिए, की यदि हम ने अमेरिका से हथियार खरीदे, तो रूस पाकिस्तान को हथियार बेचने लगेगा.
जब भी -कभी हम पाकिस्तान और रूस के संबंधों के बारे में चर्चा करते हैं, तो हमारे कई दर्शकों का ऐसा कहना है, कि भारत को रूस के प्रति हमेशा वफादार रहना चाहिए, क्योंकि रूस ने 1971 के युद्ध में भारत का सहयोग किया था.
इससे तो ऐसा लगता है, रूस के साथ दोस्ती को बनाए रखना भारत की अकेली एकतरफा जिम्मेदारी है.
रूस ने 1971 के युद्ध में जो किया, उसके लिए उसे धन्यवाद दिया जाना चाहिए. लेकिन दुर्भाग्यवश इतिहास वर्ष 1971 से शुरू नहीं होता है.
हमें यह बात नहीं भूलनी चाहिए, 1962 के भारत-चीन युद्ध में रूस ने तटस्थ रहने का निर्णय किया था.
3 सालों के बाद, भारत और पाकिस्तान के बीच शांति की स्थापना के लिए रूस ने दलाली का काम किया था. रूस के दबाव के कारण ताशकंद समझौता हुआ. और दोनों देशों के बीच युद्ध विराम लग गया. जबकि यदि भारत ने यह युद्ध कुछ दिनों और लड़ा होता, तो निश्चित रूप से भारत की जीत हो जाती.
आप जानते होंगे, रूस के द्वारा प्रायोजित युद्ध विराम की शर्तों के अनुसार, भारत को पाकिस्तान के सियालकोट लाहौर और कश्मीर की 759 स्क्वायर माइल्स उपजाऊ जमीन पर से पीछे हटना पड़ा, इसके बदले पाकिस्तान को भारत के रेगिस्थान और पहाड़ों की मात्र 210 स्क्वायर माइल्स जमीन के ऊपर से पीछे हटना पड़ा.
इस इतिहास की चर्चा करके हम सिर्फ यह बताना चाहते है, कि भारत और रूस के आपसी संबंध कई उतार-चढ़ाव से होकर गुजरे हैं.
रूस ने 1971 में जो किया, अगर आप उस की बड़ाई करना चाहते है. तो रूस ने जो 1962 और विशेष रूप से 1965 में किया, उसके लिए उसकी बुराई भी की जानी चाहिए.
समस्या यह है, बड़ी ही चालाकी से मीडिया में ऐसा प्रचार किया जाता है, की 1971 में रूस की भूमिका के लिए भारत को हमेशा रूस की दोस्ती के कर्ज में दवा रहना चाहिए.
लेकिन यदि आप ध्यान से देखें, तो आप आएंगे, कि हमारे रक्षा विशेषज्ञ जब भी भारत और रूस के संबंधों की बात करते हैं, तो वह 1962 और 65 के युद्ध में रूस की भूमिका को बिल्कुल नजरअंदाज कर देते हैं.
वास्तविकता यह है, भारत ने रूस की दोस्ती की कीमत बहुत अच्छे से अदा की है.
68 फ़ीसदी से अधिक भारत के हथियार रूस से खरीदे गए हैं. साल-दर-साल दुनिया में सबसे अधिक हथियार खरीदने वाले देश भारत का सबसे बड़ा सप्लायर रूस रहा है.
फिर भी जहां भी देना बनता है, हमें रूस को धन्यवाद देना चाहिए. लेकिन हमें रूस की दोस्ती के पहाड़ के तले अपने आप को इतना नहीं दबाना चाहिए, कि हम अपने राष्ट्रीय हितों की रक्षा करने के लिए खड़े ना हो सके.
इसलिए एक बात सिद्ध हो जाती है, अगर रूस और पाकिस्तान एक दूसरे के करीब आ रहे हैं, तो इसका दोष हमें अपने ऊपर नहीं लेना चाहिए. जैसे ही हम इस सत्य को स्वीकार कर लेते हैं, हम रूस के साथ बहुत अच्छी शक्ति के साथ मोलभाव कर पाएंगे.
भारत जिसके पास 400 बिलियन डॉलर से भी अधिक का विदेशी मुद्रा भंडार सुरक्षित है, उसकी तुलना में यदि रूस पाकिस्तान जिसके पास सिर्फ 9 बिलियन डॉलर का विदेशी मुद्रा भंडार मौजूद है. को महत्व देता है. तो रूस को दोष अपने ऊपर लेना चाहिए.
हम अपनी विदेश और रक्षा नीति का निर्धारण, रूस की पाकिस्तान नीति को देखकर नहीं कर सकते हैं.
अपने राष्ट्रीय हितों को ध्यान में रखते हुए, हमें सबसे अच्छे रक्षा सौदे के लिए मोलभाव करना चाहिए. हमें यह नहीं देखना चाहिए, की अच्छा सौदा कौन ऑफर कर रहा है.
अगर रूस पाकिस्तान के करीब जा रहा है, तो हम उसे शुभकामनाएं देना चाहेंगे.

You might have read in news papers that On 7 August, Russia and Pakistan have reached an agreement, which will allow Pakistani soldiers to be trained in Russian military institutes.
On first of August, Russia and Pakistan have entered into Naval cooperation agreement as well.
Prior to that when India conveyed to Russia about our inability to participate in very costly fifth generation fighter air craft project, Russian experts are saying that Russia should Award Pakistan with Sukhoi 35 to punish India for this act.
Pakistan doesn't have money to buy crude oil for third moth, we can only wish good luck to Russia if they are thinking to earn money by selling defense equipment to them.
While both Russia and Pakistan appears to be warming to each other. The question is, As many defense experts are suggesting, Should India be worried about this shift.
For very long period of time, We have granted undue bargaining power to Russia by self assuming, that India has to buy defense equipment from Russia, else it will sell them to Pakistan.
As a matter of fact, its just like entering into negotiations with Russia from the position of weakness.
Confident India need not worry about Russian defense relationship with any other country including Pakistan.
If India is independent to pursue its defense & Foreign policy so is Russia.
Defense deals should be made on the basis of what is on the offer rather than by external factors like if India buys from America, Russia will sell to Pakistan.
Whenever we cover Russia and Pakistan relationship. Many of our viewers say, India must always remain loyal to Russia as a pay back to how Russia helped India in 1971 War.
As if its Indian unilateral duty to maintain friendly relationship with Russia.
We should thank Russia for its friendly stand in 1971 war, unfortunately History does not starts with the year 1971.
we must not forget, during India China War in the year 1962, Russia remained neutral.
3 years later, Russia worked as peace broker in between India and Pakistan. Thanks to Russian Pressure, At Taskent India agreed for ceasefire when we could have decisively won the war, if we had just continued war for few more days.
You know, This Russia sponsored ceasefire forced India to give up control on 759 Square miles fertile land of Sialkot, Lahore and Kashmir, in return of Pakistan giving up control of only 210 Square miles of deserts and mountains.
By going in to the history, the point we are trying to make is, India Russia relationship has gone through many ups and down.
If you appreciate what Russia has done in the year 1971, you must condemn what Russia did in the year 1962 and specially in 1965.
The problem is, In the media, this impression has been artfully created that India must always remain indebted to Russia for its role in 1971 war.
In fact, if you closely observe these paid experts, when they talk about India Russia historical relationship, they will skip talking about Russian role in the two wars of 1962 and 1965.
As a matter of fact, India has paid back more than what we should have to Russia.
More than 68% of our defense equipment have Russian origin. Year after year, Russia remained Largest defense equipment seller to Largest buyer In the world.
Having said that, We should thank Russia wherever it deserves. However we must not bury ourselves under the mountain of gratitude towards Russia, that we cannot stand for our own national interests.
Therefore One thing settles here is that We should not blame ourselves if Russia and Pakistan come closer to each other.
The moment we stop it, we can negotiate better deal with Russia in all cases.
In fact, Russia should blame it self, if its giving priority to a country with a foreign reserves of 9 Billion Dollars, in front of a country, which has foreign reserves of more than 400 Billion dollars.
We cannot afford to determine our policy by reacting to Russian policy towards Pakistan.
We should keep Indian interest first and negotiate for best deal, regardless who offers it.
If Russia is going closer to Pakistan, we should only wish it good luck.
People say, Afghanistan is graveyard of empires. We would rather say, Pakistan is real graveyard of modern empires like America and China
When Pakistan has already made America and China its first and second murga. Its nice, that in Russia, Pakistan has got third murga.
