You might recall about Salma Dam, which was funded and constructed by Government of India







In June 2016, this Dam was inaugurated by Indian Prime Minister and Afghan President.







Since this dam is built on western Hari River, it reduces water flow towards Iran, Which was opposed to India constructing this dam.







Until now, you might have heard Retired Pakistani Generals talking, that They don't care if India is building infrastructure project here and there in Afghanistan.







Now, India has agreed to build Shahtoot Dam. What is important is, this new dam is being constructed in Afghanistan's eastern Kabul River basin.







This river originates in the Hindu Kush Mountains of Afghanistan, passes through Kabul and merges in Indus River in Pakistan.







What is rather important is that, Very little water flows in this river for most of the year. But it swells more in Summers because of melting snows.







For the western part of Pakistan, it provides the water, when they need it the most.







There are already several dams on this river. Needless to say, this new dam will reduce water flow towards Pakistan.







In Simple words, what Salma Dam was for Iran, the same Sahtoot dam is for Pakistan.







Built at the cost of 211 Crore Indian Rupees, this dam will provide potable water to 20 Lakh Afghans, and irrigation water to 10 Thousand hectare agricultural land.







No doubt, this is very high impact project, which provides us maximum value out of each rupee spent there.







After conducting feasibility study, Iran was committed to build this dam in the year 2012, yet Due to very obvious Pakistan sponsored reasons, construction could not start in last 6 years







Now, India has taken this good work in hands. Hopefully, just like We built Salma dam within 3 years, Sahtoot dam will also be constructed in time bound manner disregarding all threats.







Salma Dam faced resistance from Iran funded Taliban, Sahtoot dam will obviously face increased danger from Pakistan backed Taliban. But in both cases, the real danger has been created for the interests of Afghan people.







You know, Whenever India builds a dam on the Indus river to rightfully harness our due share, Pakistan has a habit of crying and wrongly citing Indus Water treaty.







Rather amusingly, There is no such treaty in between Pakistan and Afghanistan.







Even World bank tried and failed to find a common ground on sharing water in between these two neighboring countries.







You know, Kabul river is one of the most important river flowing from Afghanistan to Pakistan providing irrigation to 72000 acres of lands







Therefore any storage dam on this river is going to adversely impact Pakistan for sure.







In a lighter note, Indian decision to build Sahtoot dam can be considered as gift to newly elected Prime Minister of Pakistan.







Many experts in India say that Weaker Pakistan is not in Indian favor. As if its Indian responsibility to make Pakistan strong.







Pakistan will oppose this dam for sure, but We have Indian experts who would say that India has taken very negative step, when we should have ideally taken a positive one.







In fact, Many experts in India are more hopeful from Imran Khan than  experts in Pakistan.







The basic question is, if weaker Pakistan is harmful to India, will stronger Pakistan be beneficial to India?







The obvious  answer is No here.







In fact, we would like to say, Pakistan should take this new dam in positive perspective.







Afghanistan and Pakistan share seven rivers. They should talk to each other and reach agreement on managing water flow.







The point is, If Pakistan needs water, so Does Afghanistan.







With This new dam, Afghanistan can enter into negotiation with position of strength.







But you know very well, Pakistan doesn't have positive attitude. It would rather try to create problem for India in this project.







Therefore, While being ready for all eventualities, we must ensure the continuity of construction work on Sahtoot Dam in Afghanistan.







One thing is for sure, After this project, Frustrated and retired Pakistani Generals would not dare to say, that they have no problem if India builds any thing in Afghanistan.
