जैसा कि आप जानते हैं, Defense एक्वीजीशन काउंसिल ने 46,000 करोड़ की कीमत पर कई सारे रक्षा उपकरण खरीदने का निर्णय लिया है.



21 हजार करोड़ की कीमत पर, भारतीय नौसेना अपने लिए भारत में ही बने 111 नेवल यूटिलिटी हेलीकॉप्टर खरीदेगी.



3400 करोड़ की कीमत पर, भारत में ही डिजाइन और डेवलप किए गए 150 एडवांस्ड  आर्टिलरी  गन  सिस्टम्स खरीदे जाएंगे.



साथ ही 8000 करोड़ की कीमत पर, यूरोपियन कंपनी से नौसेना के लिए 14 vertically launched Short range surface to air missile systems खरीदे जाएंगे. इनमें से 10 सिस्टम्स का निर्माण भारत में ही किया जाएगा.





इनमें से रोचक बात यह है, कि भारत ने सरकार से सरकार के बीच समझौते की प्रक्रिया के अंतर्गत अमेरिका से 24 naval multi role American MH 60 Romeo attack helicopters खरीदने का निर्णय लिया है. इन हेलीकॉप्टर की कीमत तेरा हजार करोड़ होगी.



अब इन हेलीकॉप्टर की कॉन्फ़िगरेशन और कीमत के ऊपर मोलभाव किया जाएगा. जैसा कि अमेरिका के साथ हमारा अनुभव बताता है, बिना किसी देरी के आसानी के साथ यह मोलभाव  की प्रक्रिया समाप्त कर ली जाएगी.





MH 60 Romeo attack helicopter को दुनिया का सबसे आधुनिक नौसैनिक लड़ाकू हेलीकॉप्टर माना जाता है. यह हेलीकॉप्टर frigates, destroyers, cruisers और aircraft carriers के साथ मिलकर आसानी से काम कर सकता है.



यह Naval multi role helicopters नौसेना युद्धपोतों के आगे चलते हैं, समुद्र की गहराई में अपने सोनार को डालकर यह दुश्मन की पनडुब्बियों की पहचान कर लेते हैं. और हवा से टॉरपीडो फायर करके समुद्र के अंदर ही पनडुब्बी को नष्ट कर डुबो देते हैं. इस प्रकार से पीछे आ रहे नौसैनिक जहाजों के लिए रास्ता साफ हो जाता है.



संक्षिप्त में कहें, तो  फ्रंट लाइन पर MH60 रोमियो Helicopter भारतीय नौसेना की आंख और कान का काम करेंगे.



जिस प्रकार apache अटैक हेलीकॉप्टर भारतीय वायु सेना और थल सेना के लिए अत्यधिक महत्वपूर्ण है, ठीक उसी प्रकार Romeo Sea hawk भारतीय नौसेना के लिए महत्वपूर्ण है.



ध्यान देने वाली बात यह है, भारतीय नौसेना को 123 ऐसे Anti सबमरीन हेलीकॉप्टर की जरूरत पड़ेगी. इसलिए अमेरिका से 24  MH60 Romeo हेलीकॉप्टर खरीदने का निर्णय केवल वर्तमान में तेजी से भारतीय नौसेना की छमता में आई हुई कमी को पूरा करने के लिए लिया गया है.



भविष्य में, शेष 99 Anti सबमरीन हेलीकॉप्टर का उत्पादन भारत में ही  strategic partnership model के अंतर्गत किया जाएगा. इस प्रक्रिया में स्वाभाविक रूप से लंबा समय लगेगा.



जैसा कि आपको याद होगा, ठीक 1 महीने पहले भारत सरकार ने अमेरिका से 700 करोड़ की कीमत पर National Advanced Surface to Air Missile System phase 2 खरीदने का निर्णय लिया था.



और अब अमेरिका के साथ पहले 2+2 Dialogue के ठीक पहले, भारत ने 13000 करोड़ की कीमत पर अमेरिका से 24 MH60 Romeo helicopters खरीदने का निर्णय ले लिया है.



अब भारत आ रहे अमेरिका के रक्षा और विदेश सचिव 13700 करोड़ रुपयों के नए defense आर्डर लेकर खुशी के साथ  अमेरिका लौटेंगे.



भारत रूस से एस-400 मिसाइल डिफेंस सिस्टम खरीद पाए, इसके लिए अमेरिका ने अपने कानून में बदलाव किया है. और अब भारत अमेरिका से यह दो महत्वपूर्ण Defense प्लेटफार्म खरीद रहा है.



दोस्ती वैसे भी दो तरफा होती है. अगर आप कुछ लेने की अपेक्षा रखते हैं, तो आपको कुछ ना कुछ देने के लिए भी तैयार होना पड़ेगा.





भारत अमेरिका से Anti सबमरीन हेलीकॉप्टर हिंद महासागर में शक्तिशाली चीन की चुनौती से निपटने के लिए ले रहा है.



चीन को अब यह कहने की आदत सी लग गई है, कि सिर्फ अपने शिपमेंट की रक्षा के लिए मजबूर चीन को अंतरराष्ट्रीय समुद्र में अपनी पनडुब्बियां और युद्धपोत भेजने पड़ते हैं.



और इसी समय जब चीन की पनडुब्बियां हिंद महासागर में घूम रही होती हैं, तो बड़े घमंड के साथ चीन के विशेषज्ञ कहते हैं, कि भारत को हिंद महासागर का मतलब हिंदुस्तान का महासागर नहीं समझना चाहिए.



इसलिए सामरिक रूप से यह अत्यधिक महत्वपूर्ण है, कि भारत एंटी सबमरीन कैपेबिलिटी का विकास करें. ताकि चीन को यह संदेश साफ तौर पर मिल जाए, कि अगर चीन की पनडुब्बियां हिंद महासागर में आएंगी, तो उनकी पहचान आसानी से कर ली जाएगी.



अब आप इस ओर देखिए, अमेरिकी टैक्सपेयर का एक भी डॉलर बर्बाद किए बगैर, अमेरिका हिंद महासागर में चीन को नियंत्रण में रख रहा है. बल्कि इस प्रक्रिया में ना सिर्फ अमेरिका पैसा कमा रहा है, बल्कि अमेरिकी लोगों को रोजगार भी मिलेगा.



अमेरिका से कच्चा तेल और गैस खरीदने के अलावा, भारत के अमेरिका से  बड़ी मात्रा में रक्षा उपकरण खरीदने से अमेरिका को भारत के साथ व्यापार करने से होने वाला व्यापार घाटा भी कम होगा. राष्ट्रपति ट्रंप अपनी घरेलू जनता के सामने इसे एक सफलता के रूप में दिखा सकते हैं. किसी भी भारतीय को इसमें कोई समस्या नहीं होनी चाहिए.





जैसा कि अमेरिका नाटो संगठन का 90% खर्चा वहन करता है. जबकि भारत अमेरिका का major defense partner बन चुका है, भारत नाटो के अन्य धनाढ्य देशों की तरह नहीं है. जो अपना NATO defense Bill भी नहीं भरते हैं.



जब तक भारत और अमेरिका सामरिक हित साझा करते हैं, भारतीय सशस्त्र सेनाओं को मजबूत बनाने के लिए भारत बड़ी मात्रा में अपना धन खर्च करता रहेगा. भारत कभी भी भारतीय हितों की रक्षा के लिए अमेरिकी टैक्सपेयर्स पर बोझ नहीं बनेगा.



यह देखना बड़ा अच्छा लगता है, कि अभी चीन के रक्षा मंत्री की भारत की यात्रा समाप्त करते ही, भारत ने रक्षा उपकरण खरीदने के इस महत्वपूर्ण निर्णय के द्वारा उन्हें विदाई का गरमा गरम उपहार दे दिया है.



शक्तिशाली भारतीय नौसेना निश्चित करेगी, कि चीन हिंद महासागर में अपनी पनडुब्बियों को लाने के लिए यह बहाना नहीं दे पाएगा, की उसे अपने शिपमेंट की पाइरेसी से रक्षा करनी होती है. अगर चीन के मालवाहक जहाजों को किसी प्रकार का खतरा होता है, भारतीय नौसेना उनकी मदद और रक्षा के लिए हमेशा तैयार रहेगी.



लेकिन यदि चीन ने भारतीय नौसैनिक हितों को नुकसान पहुंचाने के लिए किसी भी प्रकार का आक्रामक रुख अख्तियार किया, तो MH60 Romeo Attack helicopters हिंद महासागर को चीन की लो क्वालिटी पनडुब्बियों का कब्रिस्तान बना देगा.

You know, Defense Acquisition council has approved procurement of defense equipment at the cost of 46,000 crores.



At the cost of 21,000 crores, India will buy 111 Made in India Naval utility helicopters.



India will buy 150 Locally designed and developed 150 advanced towed artillery gun systems at the cost of 3400 Crores.



At the cost of around 8000 crore, India will also purchase 14 vertically launched Short range surface to air missile systems from European firm. 10 out of 14 of these air defense systems will be produced in India.



Interestingly, India has also approved government to government procurement of 24 naval multi role American MH 60 Romeo attack helicopters at the cost of 13000 crores.



Now, Formally negotiations on configuration and pricing will start. As experience suggest, it will be quick and smooth sailing with American government.



MH 60 Romeo is arguably the most capable naval helicopter available today designed to operate from frigates, destroyers, cruisers and aircraft carriers.



These Naval multi role helicopters fly ahead of warships, place their sonar into the deep water, search for enemy submarines and release torpedoes to destroy and sink them to clear the path for the naval fleet.



In short, MH60 Romeo will become front line eyes and ears for Indian Navy.



Just like Apache is important for Indian Army and Air force, Romeo Sea hawk will be  equally important for Indian navy.



Significantly, Indian navy needs around 123 such naval multi-role helicopters. Therefore this decision to buy 24 MH60 Romeo is just a step to fill the critical gap in our defense preparedness.



In future, rest 99 Naval multi role helicopters will be made in India under strategic partnership model. But it will obviously take longer time.



if you remember, One month ago, India has approved purchase of American National Advanced Surface to Air Missile System phase 2 at the cost of 700 crore rupees.



Now Just before First ever India america 2+2 dialogue, India has formally approved purchase of American 24 MH60 Romeo helicopters at the cost of 13000 crores.



Now you see, American foreign and defense secretaries will return from India with new defense contracts worth 13700 crores.





America has changed its law for India to procure Russian S400 missile defense system, Now India is buying these two defense platforms from America.



Friendship is a two a way street. if you want to take something, you should be ready to give something else.



Moreover consider this, India is buying these submarine hunter helicopters just to meet the powerful Chinese challenge in Indian ocean.



China has developed this habit of saying, that it needs to send its submarine and warships in international waters to protect its shipments.



At the same time, while their submarines play around in Indian ocean, they arrogantly ask India, not to consider that Indian Ocean means India's ocean.



That's where, its strategically important for India to develop robust anti submarine capabilities to send clear cut message, that No Chinese submarine will be able to roam around in Indian ocean undetected.



Now look at this, without spending a single American tax payer's Dollar, America is limiting Chinese role in Indian ocean.



Rather, America is earning money and jobs in the process.



Besides procurement of American oil and gas, These defense purchase from America will reduce their trade deficit with India, and President Trump can showcase it as a success to his domestic audience. No Indian should have problem with this.



Given America bears 90 percent cost of NATO defense bill,



Being major defense partner of America, India is not like other rich NATO members, who don't pay their defense bills.

As long as India and America share common interests, India is more than ready to pay the defense bills due to us by Making Indian Armed forces strong.



It is Good to see, just after concluding talks with Chinese defense minister, this Indian decision will serve as a warm going away Gift to China.



Strong Indian Navy ensures, China cannot give excuse, that Chinese Navy is forced to conduct submarine operations in Indian ocean to protect its shipment from piracy. If Chinese shipment face any threat, Indian Navy is there to help and protect them.



And if China dares to take aggressive posture against Indian maritime interests, MH 60 Romeo attack helicopter will make Indian ocean graveyard for low quality Chinese submarines.
