कुछ ही दिनों पहले, हमने इस बात पर चर्चा की थी, कि पाकिस्तान ने सऊदी अरब को चीन पाकिस्तान इकोनामिक कॉरिडोर में तीसरे भागीदार के रूप में शामिल करने में सफलता प्राप्त की है.



यह घोषणा उस सप्ताह में की गई थी, जब पाकिस्तान के प्रधानमंत्री ने सऊदी अरब की यात्रा की थी, और पाकिस्तान के सेनाध्यक्ष ने चीन की यात्रा की थी.



यहां पर रोचक बात यह है, पाकिस्तान की इस महत्वपूर्ण सफलता के बारे में बयान केवल पाकिस्तान के मंत्रियों के द्वारा जारी  किए जा रहे हैं.



ना तो इस प्रोजेक्ट में शामिल होने को लेकर सऊदी अरब ने औपचारिक रूप से अपनी खुशी जाहिर की है, और ना ही चीन ने सऊदी अरब के इस प्रोजेक्ट में शामिल होने का औपचारिक रूप से स्वागत किया है.



कोई बात नहीं, वर्ष 2015 में चीन और पाकिस्तान ने मिलकर वर्ष 2020 तक चीन पाकिस्तान इकोनामिक कॉरिडोर को द्विपक्षीय व्यवस्था के अंतर्गत रखने का निर्णय लिया था.



लेकिन दिसंबर 2017 में, जब चीन अफगानिस्तान और पाकिस्तान के विदेश मंत्री एक जगह पर मिले, तब उन्होंने सीपेक प्रोजेक्ट को अफगानिस्तान की ओर बढ़ाने का निर्णय लिया.



लेकिन अफगानिस्तान में आतंकवाद फैलाने का पाकिस्तान का प्रायोजित प्रोजेक्ट पहले से ही चल रहा है, इसलिए सीपेक प्रोजेक्ट में अफगानिस्तान को प्रभावी ढंग से शामिल नहीं किया जा सका.



हम बात छोटी सी कहना चाह रहे हैं, अगर दो पार्टी किसी प्रोजेक्ट में शामिल है, और तीसरी पार्टी को उसी प्रोजेक्ट में शामिल किया जाना है. तो स्वाभाविक रूप से ऐसी अपेक्षा की जाती है, तीनों पार्टियां एक साथ बैठेगी,  और तीसरी पार्टी को शामिल किए जाने का एक साथ स्वागत करेंगी.



यह बात थोड़ा चौंकाने वाली लगती है, अफगानिस्तान को सीपेक प्रोजेक्ट में शामिल करने का निर्णय तीनों देशों ने मिलकर एक साथ लिया था. लेकिन सऊदी अरब के सीपेक प्रोजेक्ट में शामिल होने को लेकर घोषणा केवल पाकिस्तान के सूचना मंत्री के द्वारा की गई.



चलिए छोड़िए, हाल ही में सऊदी अरब के प्रतिनिधि मंडल ने ग्वादर की यात्रा की है, ताकि वहां पर ऑयल रिफायनरी लगाने के विकल्पों पर विचार किया जा सके. इतने बड़े प्रोजेक्ट के लिए सऊदी अरब को हम दुआएं देना चाहते हैं.



लेकिन ग्वादर बंदरगाह पर सऊदी लोगों के आने से ग्वादर बंदरगाह और चाबहार बंदरगाह के बीच किसी भी प्रकार के सहयोग की संभावनाएं जड़ से समाप्त हो गई है.



कनपटी पर सऊदी अरब के आ जाने से ईरान में खतरे की घंटी बजना लाजमी है.



लेकिन, सऊदी अरब के  इस प्रोजेक्ट में शामिल होने से, चीन के कान ज्यादा खड़े हो गए हैं. क्योंकि सऊदी अरब को इस प्रोजेक्ट में शामिल किए जाने की सूचना चीन को पाकिस्तान की सरकार से नहीं मिली, बल्कि मीडिया से मिली.



पाकिस्तान में अपने कई billion-dollar जलाने की यही तो विशेषता है. पाकिस्तान के साथ दोस्ती के लिए चीन ने बड़ा पैसा खर्च किया है.



आपको याद होगा, अभी कुछ दिनों पहले ही चीन पाकिस्तान की दोस्ती को पहाड़ों से ऊंची और समुद्रों से गहरी बताया जाता था.



अब तो ऐसा लगता है, दुनिया के सबसे ऊंचे पहाड़ पर खड़े होकर पाकिस्तान ने पीछे से चीन को ऐसी लात मारी है, की चीन दुनिया के सबसे गहरे समुद्र में जा गिरा है.



लेकिन पाकिस्तानी मीडिया का मानना है, कि इमरान खान की सरकार चीन के हितों के खिलाफ काम करके चीन पाकिस्तान दोस्ती को नुकसान पहुंचाने की कोशिश कर रही है.



हाल ही में, पाकिस्तान की सरकार ने  रेलवे प्रोजेक्ट में चीन से लिए जाने वाले लोन की मात्रा 8.2 बिलियन डॉलर से गिरा कर 6.2 बिलियन डॉलर कर दी है .



यहां पर भी, चीन को हवा तक नहीं लगी. अपना मुंह छुपाते हुए, चीन ने सार्वजनिक तौर पर कहा, कि वह चीन पाकिस्तान इकोनामिक कॉरिडोर में पाकिस्तान के द्वारा सुझाए गए परिवर्तनों पर विचार करने को तैयार है.



लेकिन पाकिस्तान की मीडिया के अनुसार, पाकिस्तान की सेना अभी भी चीन के साथ अच्छे संबंधों की चाह रखती है.



अब आप बताइए, क्या पाकिस्तान की सेना की अनुमति के बगैर इमरान खान सऊदी अरब को  चीन पाकिस्तान इकोनामिक कॉरिडोर में तीसरे सहयोगी के रूप में शामिल होने का न्योता दे सकते थे?



सऊदी अरब को न्योता देने की बात छोड़िए, बिना सेनाध्यक्ष की हरी झंडी के इमरान खान सऊदी अरब तक नहीं जा सकते थे.



पाकिस्तान की मीडिया पाकिस्तानियों चीनियों और भारत में बैठे हुए पाकिस्तानियों को उल्लू बना सकती है. लेकिन आप जैसे भारतीयों को नहीं.



इससे भी रोचक बात यह है, पिछली बार पाकिस्तान के सूचना मंत्री ने सऊदी अरब के सीपेक प्रोजेक्ट में तीसरे भागीदार के रूप में शामिल होने को लेकर घोषणा की थी.



लेकिन अब पाकिस्तान के योजना और विकास मंत्री के अनुसार, सऊदी अरब को सीपेक प्रोजेक्ट में तीसरे भागीदार के रूप में शामिल करने की पाकिस्तान की कोई योजना ही नहीं है.



अरे भाई, मीडिया में वक्तव्य देने के पहले, पाकिस्तान के मंत्री आपस में बात क्यों नहीं करते हैं, ताकि निश्चित हो सके, की सऊदी अरब सीपेक प्रोजेक्ट में शामिल हो रहा है या नहीं.



पाकिस्तान के मंत्री सिर्फ भ्रम फैला रहे हैं. और वह यह बड़ी खुशी के साथ कर सकते हैं, क्योंकि दाव पर तो चीन का पैसा लगा है.



लेकिन इसी बीच, चीन को अपनी हर मौसम की दोस्ती का असली मजा चख आने के लिए हम पाकिस्तान को धन्यवाद देना चाहेंगे.



कोई बात नहीं, पाकिस्तान को देने के लिए चीन ने जल्दी से कुछ और बिलियन डॉलर गिनना चालू कर बिना चाहिए, नहीं तो पाकिस्तान सीपेक प्रोजेक्ट में चीन की फंडिंग को लेकर सारी डिटेल अंतरराष्ट्रीय मुद्रा कोष को सौंप देगा.



दोस्तों आगे कुछ भी हो, या खेल बड़ा मजेदार बनता चला जा रहा है.



लेकिन एक बात साफ है, चीन को दुश्मनों की कोई जरूरत नहीं है, क्योंकि उसके पास पाकिस्तान जैसा प्यारा दोस्त है.



जैसा अफगानिस्तान का युद्ध अमेरिका के लिए है, वैसा ही सीपेक प्रोजेक्ट चीन के लिए बनता चला जा रहा है. ना तो आप यहां जीत सकते हैं, और ना ही हार सकते हैं. आप केवल जी चाहे जितना पैसा जरूर जला सकते हैं.

Few days back, we have discussed that Pakistan has got success in including Saudi Arabia as third partner of China Pakistan Economic Corridor project.



This announcement was made with in a week, when Pakistan's Prime Minister Imran Khan visited Saudi Arabia, and Pakistan's all powerful Army chief visited China.



What is interesting here is, all talking is being done by Ministers in Pakistan.



Neither Saudi Arabian side has publicly shown enthusiasm of joining this corridor project, Nor China has publicly welcome Saudi Arabia joining this project.



Anyways, more importantly in the year 2015, China Pakistan economic corridor project was announced as a bilateral project till 2020.



However in December 2017, only when three foreign ministers of China Pakistan and Afghanistan met, it was decided to extend this project to Afghanistan.



However due to Pakistan sponsored turmoil in Afghanistan, Cpec could not be extended to Afghanistan.



The point we are trying to make here is, when two parties are already involved in a project, and third party has to be included, All three parties are obviously expected to first sit together, and make the announcement together.



Its surprising, that The announcement to extend CPEC to Afghanistan by was made by three countries together.  but announcement to include Saudi Arabia in CPEC was made by Pakistani Information minister alone.



Anyways, Saudi Arabian delegation has formally visited Gwadar to explore the option of setting up a oil refinery there. We wish them good luck.



However, With Saudi foot prints falling at Gwadar port, the possibility of any collaboration in between Gwadar port and Chabahar port has effectively evaporated.



Rather Iran will feel threatened from Saudi Presence in Gwadar Port.



More importantly, China will feel even more threatened by Saudi Arabian inclusion in this project because China got information not from Pakistan government but from Media.



That's the beauty of burning Billions of dollars in Pakistan. That's how, China has earned this friendship.



You remember, not long ago, China Pakistan Friendship was higher than the mountains and Deeper than the oceans.



It appears, Pakistan has kicked China in the back at the highest mountain, so that China has fallen in the deepest ocean in the world.



Now, Pakistani Media tend to believe that Imran Khan government is harming China Pakistan friendship by attacking on Chinese interests.



Recently, Pakistan government reduced  loan from China under CPEC for rail projects from 8.2 Billion Dollar to 6.2 Billion Dollars..



Here again, china got the information from Media. Saving its face, China could only say, that its open to changes in China Pakistan Economic Corridor projects.



However as per same Pakistani Media, Pakistan Army still wants good relationship with China.



Now, you tell, can this be possible that without the permission from Pakistan Army Chief, Pakistan invited Saudi Arabia as third strategic partner of Cpec.



Leave aside inviting Saudi Arabia, without permission from Army chief, Imran Khan could not have gone to Saudi Arabia at the first place.



Pakistani Media can fool Pakistani, Chinese  and Pakistani sitting in India, but not us Indians.



More interestingly, Last Time Pakistan Information minister made the announcement of Saudi Arabia joining CPEC as third partner.



Now as per Planning and development minister , Pakistan has no intention to add Saudi Arabia as third member in Cpec.



Oh boy,  Before talking to media, why Pakistani ministers don't talk to each other to decide first whether Saudi Arabia is joining CPEC or not.





They all are just creating illusion. They can happily afford to do all this, because its Chinese money, which is at stake here.



Meanwhile, We would like to thank Pakistan for giving China the real taste of all weather friendship with Pakistan.





Anyways, Now China should start counting few more billion dollars to throw at Pakistan to prevent it disclosing the CPEC funding information to International Monitory fund.



Friends, Its getting more interesting game now. 



One thing is clear, China doesn't need any enemy as long as it has dear friend like Pakistan.



What Afgan war has become to America, CPEC appears to have become for China. Neither you can win, no you can lose, you have to simply keep on burning your money.
