जैसा कि कहा जाता है, एक जंगल में दो शेर नहीं रह सकते हैं, लेकिन इस समय श्रीलंका में दो प्रधानमंत्री राज्य कर रहे हैं.



जैसा कि आपने अखबारों में पड़ा होगा, श्रीलंका के राष्ट्रपति श्री सेना ने प्रधानमंत्री विक्रमसिंघे को बर्खास्त करके, भूतपूर्व राष्ट्रपति महिंदा राजपक्षा को श्रीलंका के प्रधानमंत्री पद की शपथ दिला दी है.



बर्खास्त हुए प्रधानमंत्री के अनुसार, वह अभी भी कानूनी रूप से श्रीलंका के प्रधानमंत्री हैं. क्योंकि श्रीलंका के संविधान में वर्ष 2015 में परिवर्तन किया गया था, जिसके अनुसार राष्ट्रपति के पास प्रधानमंत्री को  पद से हटाने का अधिकार नहीं है.



यहां पर यह समझना जरूरी होगा, कि श्री लंका के संविधान के अनुसार शासन की पूरी शक्ति प्रधानमंत्री के हाथ में होती है, राष्ट्रपति तो हेड ऑफ स्टेट और हेड ऑफ कैबिनेट होता है, साथ ही वह सेना का सर्वोच्च कमांडर भी  होता है.



इसलिए श्रीलंका में प्रधानमंत्री के पद का महत्व ज्यादा है.



इसलिए अभी हमें कुछ दिन और इंतजार करना होगा, ताकि हमें यह पता चल सके, की श्रीलंका का आगे कौन प्रधानमंत्री बना रहेगा.



हालांकि श्रीलंका के राष्ट्रपति ने अचानक से कदम उठाया है, लेकिन इसकी भूमिका काफी लंबे समय से तैयार हो रही थी.



श्रीलंका की उथल-पुथल के पीछे कई सारे आंतरिक राजनितिक कारण है. लेकिन आज हम एक ऐसे पहलु की चर्चा करना चाहेंगे, जिसे भारतीय मीडिया ने एक तरह से इग्नोर किया है.



सबसे पहले क्या आपको याद है, राष्ट्रपति महिंदा राजपक्षे के शासनकाल में श्रीलंका ने कोलंबो इंटरनेशनल कंटेनर टर्मिनल को 35 वर्षों के लिए चीन को लीज पर दे दिया था.



श्रीलंकन पोर्ट अथॉरिटी की योजना के अनुसार, चीन के द्वारा संचालित इस बंदरगाह के दोनों ओर पश्चिमी और पूर्वी कंटेनर टर्मिनल का निर्माण किया जाना था.



रोचक बात यह है, कोलंबो इंटरनेशनल कंटेनर टर्मिनल पर  जितने भी बड़े-बड़े जहाज आते हैं, उनसे माल उतारकर छोटे-छोटे जहाजों पर लाद दिया जाता है. ताकि यह छोटे-छोटे जहाज  भारत तक माल ले जा सके.



साधारण शब्दों में, कोलंबो port पर होने वाला ज्यादातर ट्रांशिपमेंट भारत से जुड़ा हुआ होता है.



इसलिए बड़े ही स्वाभाविक रूप से भारत ने पूर्वी कंटेनर टर्मिनल का विकास करने में रुचि दिखाई थी.



ध्यान देने वाली बात यह है, पूर्वी कंटेनर टर्मिनल के पास समुद्र की गहराई चीन के कोलंबो इंटरनेशनल कंटेनर टर्मिनल से भी अधिक है. इसलिए यहां पर बड़े बड़े जहाज आ सकते हैं, जो अभी चीन के बंदरगाह तक नहीं जा पाते हैं.



कहने की जरूरत नहीं है, अगर इन तीनों टर्मिनल को समुद्र की गहराई के घटते हुए क्रम में लगाया जाए, तो पश्चिमी कंटेनर टर्मिनल तीसरे नंबर पर आएगा. इसलिए पश्चिमी कंटेनर टर्मिनल का व्यापारिक महत्व सबसे कम है. दूसरे शब्दों में, पूर्वी कंटेनर टर्मिनल का व्यापारिक महत्व सबसे ज्यादा है.



ईस्टर्न कंटेनर टर्मिनल को बनाए जाने के प्रोजेक्ट में  एक बिलियन डॉलर का निवेश होना था. पिछले वर्ष 26 अप्रैल को भारत और श्रीलंका सहमति पर  पहुंचे थे, जिसके अंतर्गत कोलंबो पोर्ट पर एक टर्मिनल का विकास दोनों देशों को मिलकर करना था.





हालांकि यह बात सही है, कि इस दस्तावेज में पूर्वी कंटेनर टर्मिनल का नाम नहीं लिखा था. लेकिन यह बात बड़ी ही स्वाभाविक थी, कि भारत पूर्वी कंटेनर टर्मिनल का ही विकास करेगा.





यहां तक कि भारत के उस समय के विदेश सचिव ने साफ तौर पर कहा था, कि भारत ईस्टर्न कंटेनर टर्मिनल के विकास मैं रुचि रखता है.



अब आप देखिए, अपने हंबनटोटा बंदरगाह का नियंत्रण 99 वर्षों के लिए चीन के हाथों में सौंपने के बाद, अचानक से श्रीलंका के वर्तमान राष्ट्रपति की आत्मा जाग उठी थी, और उन्होंने साफ़ कह दिया था, कि श्रीलंका अपनी जमीन किसी दूसरे देश को या दूसरे देश की कंपनी को नहीं देगा.



साधारण बात है, अपनी जमीन चीन को देने में इन्हें कोई दिक्कत नहीं है.



इसी बीच समय गुजरता चला गया, लेकिन इस प्रस्तावित टर्मिनल पर कोई काम नहीं हो पाया.



चौंकाने वाली बात यह है, बिम्सटेक शिखर सम्मेलन के दौरान श्रीलंका के राष्ट्रपति ने भारत के प्रधानमंत्री को यह बताया था, की  श्रीलंका भारत को ईस्टर्न कंटेनर टर्मिनल में निवेश नहीं करने देगा.



लेकिन श्रीलंका के प्रधानमंत्री भलीभांति समझते हैं, चीन के बंदरगाह के पास में भारत का बंदरगाह होने का क्या लाभ और सामरिक महत्व हो सकता है.



इसलिए श्रीलंका के प्रधानमंत्री ने राष्ट्रपति को साफ तौर पर बताया था, की  श्रीलंका ने ईस्टर्न कंटेनर टर्मिनल को लेकर भारत को दिए हुए मौखिक आश्वासन से पीछे नहीं हटना चाहिए.



20 अक्टूबर को श्रीलंका के प्रधानमंत्री भारत की यात्रा पर आए थे, लेकिन उसके पहले 16 नवंबर को भारत के पूर्वी कंटेनर टर्मिनल में शामिल होने को लेकर श्रीलंका के राष्ट्रपति और प्रधानमंत्री के बीच गरमा गरम बहस हुई थी.



हालांकि इस विवाद में श्रीलंका के राष्ट्रपति की जीत हुई, और कल ही इस बात की घोषणा की गई, कि अब श्रीलंका पश्चिमी कंटेनर टर्मिनल के विकास के लिए भारत का स्वागत करेगा.



देखा जाए तो, कोलंबो बंदरगाह में भारत के निवेश को लेकर श्रीलंका के द्वारा ना कहने का यह एक तरीका है.



भारत कोई मूर्ख देश नहीं है, जो पश्चिमी कंटेनर टर्मिनल के उथले समुद्र में बंदरगाह बनाने पर पैसा बर्बाद करे, जहां पर केवल छोटे-छोटे जहाज आ सकते हो.



 अपनी सुविधा के अनुसार श्रीलंका अपने वादे से मुकर गया, और बहाना यह बनाया जा रहा है, की पूर्वी कंटेनर टर्मिनल का नाम भारत और श्रीलंका के किसी भी समझौते में नहीं लिखा गया था.





लेकिन अब आप देखिए, भारत के प्रति सकारात्मक रुख रखने वाले प्रधानमंत्री की जगह, श्रीलंका में भारत के प्रति नकारात्मक रुख रखने वाले व्यक्ति को प्रधानमंत्री बना दिया गया है.





हालांकि हमारे पास इसका कोई सबूत नहीं है, लेकिन आप यहां पर समझ सकते हैं, की श्रीलंका की इन कठपुतलियों की डोर किसके हाथ में है.



वास्तव में जैसे ही मालदीव में श्रीलंका की करारी हार हुई थी, हमने अपने एक वीडियो में चर्चा की थी, चीन श्रीलंका में वर्ष 2020 के राष्ट्रपति चुनाव मैं भारत से बदला लेने की पूरी कोशिश करेगा.



अब तो ऐसा लगता है, कि चीन 2 वर्षों तक इंतजार नहीं कर पाया, और उसने बहुत आक्रामक खेल खेलने का निर्णय लिया.



चाहे मालदीव हो या चाहे श्रीलंका हो, जब चीन खेल खेलता है, तो सबसे पहले संविधान का शिकार किया जाता है.



हिंद महासागर की वैश्विक राजनीति का केंद्र बहुत तेजी के साथ मालदीव से हटकर श्रीलंका में ट्रांसफर हो गया है.



 साफ बात है, हिंद महासागर में चीन को अपना घटता हुआ प्रभाव बर्दाश्त नहीं है.



इससे भी अधिक महत्वपूर्ण बात यह है, की चीन को यह बात स्वीकार नहीं होगी, कि भारत चीन के कोलंबो इंटरनेशनल कंटेनर टर्मिनल की तुलना में बेहतर टर्मिनल का संचालन करेगा.



साधारण शब्दों में, जैसे ही भारत ने पूर्वी कंटेनर टर्मिनल को चालू किया होता, चीन के कोलंबो इंटरनेशनल कंटेनर टर्मिनल का भारत से संबंधित पूरा transshipment व्यापार ईस्टर्न कंटेनर टर्मिनल की ओर चला जाता.



जिससे चीन के बंदरगाह को तो नुकसान पहुंचता, लेकिन श्रीलंका को कोई नुकसान नहीं होता, क्योंकि अब श्रीलंका को कमाई भारत के द्वारा संचालित ईस्टर्न कंटेनर टर्मिनल से होने लगती.



नेपाल की तरह, भारत का ईस्टर्न कंटेनर टर्मिनल में प्रवेश रोकने के लिए, श्रीलंका के राष्ट्रपति ने राष्ट्रवाद का सहारा लिया है.



अभी तो श्री लंकन पोर्ट अथॉरिटी ईस्टर्न कंटेनर टर्मिनल का विकास करेंगी. आपको आश्चर्य करने की जरूरत नहीं है, अगर कुछ बरसों के बाद ईस्टर्न कंटेनर टर्मिनल भी लीज पर चीन को सौंप दिया जाए.



अब आप अंदाजा लगा सकते हैं, कि संविधान का उल्लंघन करते हुए, श्रीलंका के वर्तमान राष्ट्रपति ने भारत का पक्ष लेने वाले प्रधानमंत्री की जगह भारत का विरोध करने वाले व्यक्ति को प्रधानमंत्री क्यों बनाया.



दुर्भाग्यवश भारत की मीडिया, श्रीलंका की उथल-पुथल का कारण श्रीलंका में ही ढूंढ रही है. जाने अनजाने में वह शायद अपने चीनी अधिकारियों को बचाने की कोशिश कर रहे हैं.



जैसा कि हमने कई बार चर्चा की है, भारत की समस्याओं का एक मात्र सोर्स चीन है. आज श्रीलंका में जो हो रहा है, और कल जो मालदीव में हो रहा था. वह सभी चीन नामक बीमारी के लक्षण हैं.



यह हम पर निर्भर करता है, हम बीमारी के लक्षणों का इलाज करने के लिए दवाई लेते हैं, या बीमारी का इलाज करने के लिए.



मालदीव की तरह हम बीमारी के लक्षणों का इलाज कर सकते हैं, लेकिन जैसे ही मालदीव लोकतंत्र की राह पर लौटा, श्री लंका लोकतंत्र विरोधी राह  पर तेजी से आगे बढ़ने लगा.

As the saying goes, two lions cannot remain in one forest. But right now Sri Lanka has got two Prime Ministers.





You might have read in news papers, that Sri Lankan president Sri Sena has not only sacked current Prime Minister Wickremesinghe, but also appointed former president Mahinda Rajapaksa as prime minister of Sri Lanka.





At the same time, sacked prime minister has claimed, that as per constitution, he is still prime minister, because As per amendment of Sri Lankan constitution in the year 2015, President doesn't have power to sack the prime minister.



Its important to understand here, Sri Lankan constitution gives power of the government to Prime minister, and president remain  the head of state, head of cabinet and commander and chief.



Therefore importance of being prime minister is more.



However, we will have to wait for few more days, before getting the clarity on, who will remain as prime minister of Sri Lanka.



While it was sudden move by Sri Lankan President to sack his prime minister, but the momentum has been building up for quite some time.



there are multiple internal political reasons behind current political turmoil in Sri Lanka. Today, we will discuss one aspect, which has been largely ignored by Indian media.





First of all, you might recall, that in the regime of Mahinda Rajapaksha,  Colombo International Container Terminal has been leased out to china for 35 years.



As per  project plan of Sri Lankan Ports authority, there are two planned west and east container terminal on two sides of this Chinese port in colombo.



Interestingly, majority of big ships first arrive at Colombo International Container Terminal and then containers are downloaded from big ships and loaded on small ships. so that these containers can reach India.



In simple words, majority of transshipment on Colombo port is related to India.



Therefore India was obviously interested in investing money in eastern container terminal.



Interestingly, Eastern Terminal is deeper than China operated international container terminal. Therefore it can handle the larger vessels, which cannot be handled by Chinese port.



Needless to say, Western container Terminal will come third, if these three terminal are ranked by their depth. Thus Western container terminal has least commercial potential.



In simple words, East container Terminal has maximum potential in these three terminals.



Eastern container Terminal project has been estimated to cost 1 Billion Dollars. Last year on April 26, India and Sri lanka signed a memorandum of understanding saying, that both countries would join hands to develop container terminal at the Colombo port.



While this document didn't mention Eastern Container Terminal, but it was very obvious, that India would be interested only in Eastern container terminal.



In fact, then Indian foreign secretary has clearly said, that India might choose to invest in East container terminal.



However, after handing over Hambantota port on 99 years leas to China, Current Sri Lankan president was against giving eastern container terminal to  another country or any foreign company.



Basically, they don't have problem to give their land on lease to China.



Anyways, time passed and no progress happened on this project.



Surprisingly, during Bimstec summit in August, Sri Lankan president told Indian prime minister that Sri lanka would not allow Indian investment in Eastern Container Terminal.



But Sri Lankan prime minister understands the strategic importance of Indian involvement on a port near by Chinese port in Colombo.



And he clearly told President ,that Sri Lanka should not go back from verbal commitment given to India on Eastern Container Terminal.



Before India visit of Sri Lankan prime Minister on 20 th October, On 16 October verbal argument happened in between Sri Lankan Prime minister and President on allowing Indian investment in Eastern container Terminal.



While Sri Lankan President won the argument and the decision was made and announced yesterday that India should instead be invited for investment in Western container terminal.

Its basically Sri Lankan way of saying No to India for any investment in colombo port.

The point is, India is not foolish enough that it will spend money in shallow port, where only small ships can dock..



Sri lanka has conveniently backed out, and the excuse is Eastern Container Terminal was not mentioned in any of the documents signed in between India and Sri Lanka.



but now you see, Pro India Sri Lankan Prime Minister has been replaced with Anti India Mahinda Rajapaksha.



Though we have no evidence here, yet you can easily figure out, who is pulling strings here.



In fact, After China conclusively lost in Maldives, we have discussed in our video that China would like to take revenge from India in Sri lankan presidential election, scheduled to be held in the year 2020.



China seems to have decided not to wait for two years, but to play rather aggressive game.



Be it Maldives or be it Sri Lanka, when China plays its role, constitution becomes first casualty.



The center of Indian ocean geo politics has simply and very quickly shifted from Maldives to Sri Lanka.



China simply cannot afford to lose the strategic advantage in Indian ocean.



More significantly, China can never accept India operating Better Eastern container Terminal near by its Colombo International terminal.



In simpler words, the moment India had started operating eastern container terminal, all Indian transshipment would have shifted from Chinese Colombo international terminal to Eastern Container Terminal.



Thus resulting into huge loss to China operated port. Sri lanka would have still earned  money, but from Indian Eastern container terminal.



Just like Nepal, Sri Lankan president has also cited same reason Nationalism to deny eastern container terminal to India.



Now Sri Lankan Port Authority will develop Eastern Container Terminal. But please don't get surprised if this terminal is also leased out to china few years down the line.



Now, you can figure out, why Sri Lankan president violated constitution, to sack pro India  prime minister only to replace by proven anti India Person.



Unfortunately, Indian media is wasting time to find reasons of Sri Lankan turmoil with in Sri Lanka. perhaps, they are trying to save their Chinese bosses.



As we have always discussed, real Source of Indian problems is China. Whatever happening today in Sri Lanka and what has happened in Maldives few months back are just symptom of Chinese disease.



Its up to us, whether we want to treat symptoms, or disease behind the symptoms.



We can keep treating symptom in Maldives, but you see, as soon as Maldives is returning to path of democracy, more lethal symptom erupted in Sri Lanka.
