अंग्रेजी के अखबार इकनॉमिक टाइम्स में छपी खबर के अनुसार, कराची में चीन के दूतावास पर हुए हमले के बाद चीन की सरकार के द्वारा चलाए जा रहे चैनल पर पाक अधिकृत कश्मीर को भारत के जम्मू कश्मीर राज्य का हिस्सा अब दिखाया जाने लगा है.

इस रिपोर्ट के अनुसार, कराची हमले के बाद चीन के एटीट्यूड में परिवर्तन आया है, और हो सकता है, भविष्य में उसका चीन पाकिस्तान इकोनामिक कॉरिडोर को लेकर रवैया भी बदल जाए.

इस आर्टिकल के अनुसार, चीन के रवैये में हुए इस परिवर्तन के बाद पाकिस्तानी सेना का नाराज होना बड़ा स्वाभाविक है.

लेकिन चीन के इसी चैनल की मई 2017 में छपी खबर के अनुसार, पूरे जम्मू कश्मीर राज्य को हल्के सफेद रंग से दिखाया गया था. जो केवल जम्मू कश्मीर राज्य के विवादित होने को दर्शाता है.

इसलिए चीन की टेलीविजन पर भारतीय मानचित्र में हुए परिवर्तन और कराची हमले में कोई संबंध नहीं है. अचानक से, चीन के टेलीविजन पर दिखाए जाने वाले भारत के मानचित्र में भी कोई परिवर्तन नहीं आया है.

चीन के रवैये में परिवर्तन आया है, यह तो हम केवल तभी मानते, जब वह अक्साई चिन को भारत का हिस्सा दिखाना चालू कर देता.

यह बात समझ में आती है, कि हमारी मीडिया चीन को वहां पर भी श्रेय देना चाहती है, जहां पर वह श्रेय का हकदार नहीं है. लेकिन पाकिस्तान के प्रति चीन के रवैये मैं परिवर्तन आया है, और इसके लिए चीन की प्रशंसा करने के पहले, क्या भारत की मीडिया ने facts को cross check नहीं करना चाहिए था.

फेक न्यूज़ फैलाने के लिए सोशल मीडिया को जिम्मेदार ठहराया जाता है, सोशल मीडिया पर दोषारोपण करते समय क्या भारत की मीडिया को अपने गिरेबान में नहीं झांकना चाहिए?

हमारी मीडिया हमेशा सोशल मीडिया को फेक न्यूज़ के लिए जिम्मेदार ठहराती है, फेक न्यूज़ फ़ैलाने के लिए मेंस्ट्रीम मीडिया से जवाब कौन मांगेगा?

आजकल हम बार बार सुनते हैं, कि भारत में इनटोलरेंस बहुत तेजी से बढ़ रही है. यह बात बिल्कुल सही है. लेकिन इनटोलरेंस सबसे ज्यादा तो भारतीय मीडिया में बढ़ रही है. पूरी दुनिया से सवाल पूछना यह अपना जन्मसिद्ध अधिकार समझते हैं. लेकिन जब इन से सवाल पूछा जाता है, तो यह  गुस्से में लाल होकर टीवी डिबेट्स में विचारों से मॉब लिंचिंग करने की कोशिश करते हैं.

चलिए भारत की प्यारी मीडिया को थोड़ा सा छोड़ देते हैं, अब हम सुपर स्मार्ट चीन के बारे में जल्दी से चर्चा करेंगे.

3.6 बिलियन डॉलर की कीमत पर, केन्या में चाइना रोड एंड ब्रिज कॉरपोरेशन ने  Mombasa–Nairobi Standard Gauge Railway का निर्माण किया था. जिसे जून 2017 में जनता को समर्पित कर दिया गया.

इंफ्रास्ट्रक्चर के सफेद हाथियों का निर्माण करने में चीन ने महारत हासिल कर ली है. यह रेलवे लाइन अभी 1 साल से दौड़ रही है, और इसने 100 मिलियन डॉलर का ऑपरेशनल घाटा भी कमा लिया है.

लेकिन इस रेलवे लाइन का संचालन करने के लिए चीन के  ऑपरेटर को हर महीने पेमेंट किया जाता है. और केन्या शर्तों के मुताबिक चीन का कर्जा भी लौटा रहा है.

केन्या इस प्रोजेक्ट में पैसा कमाए या ना कमाए, चीन के पैसों की उगाही अपने आप होती रहेगी.

भारत में हम आईआरसीटीसी के टिकटिंग सिस्टम का इस्तेमाल करते हैं. लेकिन इस रेलवे लाइन को चलाने के लिए टिकटिंग सिस्टम महान चीन के द्वारा बनाया गया है.

अब आप एक ऐसे प्रोजेक्ट से पैसा बनाने का तरीका सीखिए, जो प्रोजेक्ट खुद पैसा नहीं बना रहा हो.

अगर आप यात्रा करने के पहले अपना टिकट कैंसिल कराएं, तो यात्रा ना करने के लिए आपको पैसा रिफंड किया जाता है.

लेकिन केन्या में, यात्री यात्रा तो करता है, लेकिन टिकट का कैंसिलेशन जादुई तरीके से हो जाता है, और पैसा रिफंड भी कर दिया जाता है.

स्वाभाविक है कि रिफंड का पैसा यात्री के अकाउंट में नहीं पहुंचता है. बल्कि वह जादुई तरीके से किसी अन्य अकाउंट में भेज दिया जाता है.

टिकट रिफंड के इस घोटाले से हर दिन 10,000 डॉलर चुराए जा रहे थे, जो कि इस रेलवे लाइन के द्वारा 1 दिन में कमाए गई कुल राशि का एक तिहाई है.

मूलभूत सवाल यह खड़ा होता है, कि चीन का यह अत्याधुनिक सॉफ्टवेयर कैसे रिफंड को प्रोसेस कर सकता है, जबकि यात्री ने तो अपना टिकट ही कैंसिल नहीं किया था.

जैसे ही इस गड़बड़ झाले में जांच-पड़ताल चालू हुई, तो चीन के तीन वरिष्ठ अधिकारी और उनके समकक्ष 4 केन्या के अधिकारियों को जांच कर रहे अधिकारियों को $5000 की रिश्वत देने की कोशिश करते हुए रंगे हाथों पकड़ा गया. यह सभी अधिकारी चाइना रोड एंड ब्रिज कॉरपोरेशन में काम कर रहे थे.

गिरफ्तारी के बाद इन सभी अभियुक्तों को न्यायाधीश के सामने प्रस्तुत किया गया, और जमानत की अर्जी की सुनवाई 30 नवंबर को होने से पहले इन सभी को गिरफ्तार करने का आदेश दे दिया गया.

स्वाभाविक रूप से चीन के अधिकारी इस घोटाले से इंकार कर रहे हैं. और जब तक यह साबित नहीं होता है कि वह दोषी हैं, उन्हें बेगुनाह भी माना जाना चाहिए.

लेकिन हमें जल्दी से कुछ सवाल तो जरूर पूछना चाहिए.

क्या चीन का इतना स्मार्ट सॉफ्टवेयर केन्या में बदला जा सकता है, ताकि वह टिकट रिफंड को अपने आप प्रोसेस करने लगे.

क्या यह चीन के वरिष्ठ अधिकारी अपने व्यक्तिगत स्तर पर इस घोटाले को अंजाम दे रहे थे, ताकि केन्या का पैसा चुराया जा सके.

बात बहुत सीधी है, जांच-पड़ताल का दायरा सिर्फ यहां तक सीमित नहीं रहना चाहिए, कि चीन के इन वरिष्ठ अधिकारियों ने जांच कर रहे अधिकारियों को रिश्वत देने की कोशिश क्यों की.

हो सकता है, कि उनके बॉस तो चीन में बैठे हो.

यह बात भी संभव हो सकती है, की केन्या को बिना पता लगे, चीन अपना कर्जा तेजी से वसूल करने की जुगाड़ लगा रहा हो.


हमारी बात बहुत छोटी सी है, अब चूंकि जांच-पड़ताल चालू हो गई है, इसीलिए हर दृष्टिकोण से इस घोटाले को देखा जाना चाहिए.

शुरुआती स्तर पर, ना तो चीन के वरिष्ठ अधिकारियों को और ना ही चीन के राष्ट्रपति को क्लीन चिट दिया जाना चाहिए.

देखा जाए तो, इस टिकट रिफंड स्कैंडल से दुनिया के देशों की आंखें खुलना चाहिए, कि उन्हें चीन पर और चीन के सॉफ्टवेयर पर कितना भरोसा करना चाहिए.

शायद यही कारण है, जब कोई गरीब देश चीन से पैसा मांगता है, तो चीन उसे मुंह मांगा पैसा आसानी से दे देता है. क्योंकि चीन को अंदर ही अंदर पता है, कि वह किसी ना किसी तरीके से पैसा तो निकाल ही लेगा.

देखा जाए तो, घोटाले कर के कर्ज़ को बड़ी जल्दी से वसूला जा सकता है, और गरीब देश हमेशा कर्जदार बना रहेगा. क्यों ना प्रोजेक्ट से लाभ हो उस की संभावना को ही घोटाले से खत्म कर दिया जाए.

यदि इस टिकट के घोटाले से चीन के किसी बड़े अधिकारी का कोई संबंध नहीं है. तो भी, एक बात साफ है, यह छोटे स्तर के अधिकारी घोटाले का पूरा पैसा अंत में चीन ही ले जाते.

इस प्रकार से केन्या का पैसा चीन पहुंचता, और गरीब केन्या को इसकी हवा तक नहीं लगती.


इसलिए यह अपेक्षा करना अपने आप में मूर्खता होगी, कि चीन के बेल्ट एवं रोड इनीशिएटिव का कोई प्रोजेक्ट लाभ कमा पाएगा. क्योंकि उस प्रोजेक्ट को चलाने वाले सॉफ्टवेयर तो जादुई तरीके से नीचे से पैसा बहा रहे हैं.

टिकट रिफंड का यह घोटाला उन सभी देशों की नींद खोलने वाला होना चाहिए, जो आजकल चीन के बेल्ट एवं रोड इनीशिएटिव के बड़े सुहावने सपने देख रहे हैं. बेल्ट एवं रोड इनीशिएटिव और कुछ नहीं चीन का बेल्ट है, जिससे गरीब देशों को पीटा जाने वाला है.


 आइए देखते हैं, केन्या के इस रेलवे प्रोजेक्ट में टिकट रिफंड घोटाले की जांच पड़ताल कैसे आगे बढ़ती है

First of all, we will start with Indian media, which keeps on crying about spread of fake news on social media.



As per news report published in Economic times, Chinese state run television has started showing Pakistan occupied Kashmir as part of original map of Jammu and Kashmir after attack on Chinese consulate in Karachi.



While this report tend to show significant change in Chinese attitude, and this may even lead to change in Chinese position towards China Pakistan Economic corridor project.



In fact, this article tends to suggest, this step will make Pakistan Army very angry.





But, in the news item published back in May 2017, this Chinese television has shown same map, in which state of Jammu and Kashmir is shown in light white color reflecting its disputed character.



Hence, There is no connection in between Karachi attack and Change in Indian map in Chinese television. In fact, there is no sudden change in Indian Map in Chinese television broadcast.



We would have considered change in Chinese attitude, only if it had shown Aksai Chin as part of India.



Its understandable, Indian media wants to give credit to China, when its not even due. But should they not cross check the fact before suggesting and appreciating significant change in Chinese policy towards Pakistan and India.



When Social media is blamed for fake news, should main stream media not look inward before pointing fingers at social media.



Mainstream media always blames social media for fake news, who will blame Mainstream media for spreading fake news?



Now a days, we hear a lot about rising intolerance in India. That's correct.. its rising intolerance but only in Indian Media. They consider it as their birth right to ask question from whole world, but if someone ask question from them, they get angry and start mob lynching in TV debates.



Anyways, lets leave our dear Indian media aside, lets talk about super smart China.



At the cost of 3.6 Billion Dollars, In Kenya China Road and Bridge corporation has built Mombasa–Nairobi Standard Gauge Railway, which was inaugurated in June 2017.



China has this habit of building infrastructural white elephants. In the first year of its completion, this railway line has accumulated loss of 100 Million Dollars.



However,  Chinese operator is paid monthly for operating the service, and Kenya is also repaying the Chinese loan.



Therefore, irrespective of Kenya making money from this rail project or not, China will keep on earning money.



In India, we user IRCTC ticket system. But for this railway in Kenya, the ticketing software sourced and tested in China.



Now look at the beauty of making money even from a project, which is not officially making money.



if you cancel your ticket in advance and don't travel, you get refund from Indian railway.



But in Kenya, even if passenger was travelling in train, his ticket was getting cancelled and refund was issued.



The refunded money was obviously not reaching the passenger, but was getting channeled somewhere else.



Due to this ticket refund scam, daily 10,000 dollars were stolen. which is one third of daily earning of this railway passenger service.



The basic question is, how can smart Chinese software automatically trigger refund, even when Passenger has not cancelled the ticket.



When the investigation started, three senior Chinese official and their four Kenyan counterparts working for the China Road and Bridge corporation were arrested for offering bribe of 5000 Dollars to investigating officers.



Arrested Chinese official were presented before the judge, and were immediately sent to custody until their bail hearing on 30 November.



Obviously, Chinese official are denying the charge. and they are innocent until proven guilty.



But we should ask couple of quick questions here?



Can robust well tested Chinese software be manipulated locally in Kenya to automatically trigger the refunds?



Are these senior officials working independently at their individual level to steal money from Kenya?



the point is simple, Investigation covering the ticket scam should not stop with the bribery attempt made by Chinese officials.



Their real bosses might be sitting in China .



it may also be possible that China is trying to get its loan repaid faster by stealing money in this way without Kenya knowing about it.



Our point is simple, if Investigation has started, it should look into all dimensions.



At this preliminary stage, it would be premature to give clean chit either to China Road and Bridge Corporation  or to Chinese president Xi Jinping.



in fact this ticket refund scandal shows how much other countries can trust China and its software.



Perhaps that's why. whatever amount a poor country asks, China throws the same amount at it. Because China knows that it can get its money back by hook or by crook.



In a way, such scandals will ensure that China  gets its money back, and poor country remaining indebted forever, because Project is not allowed to make money.



even if there is no higher connection to this ticket scandal, common sense says, these official would have eventually taken the stolen money with them back to China.



In the end, refunded money will go from Kenya to China, with out poor Kenya knowing anything about it.



Therefore its foolish to expect that Projects of Belt and Road Initiative will be profitable, when Chinese software is auto magically sucking money from backdoor.



This alleged ticketing scam should open eyes of all those countries, that are falling for the grand vision of Chinese belt and road initiative, which is nothing but a Chinese belt to beat poor countries.



Lets see how the investigation evolves in this alleged ticketing scam in Kenyan railway project.
