जब भी कभी हम टीवी पर डिबेट को देखते हैं, तो डिबेट का आयोजन करते हुए ज्यादातर वामपंथी मॉडरेटर कहते हैं,  कि वह केवल आपके हितों के बारे में चिंता करते हैं. और उन्हें वर्तमान सरकार से सवाल पूछने की पूरी आजादी है.



देखने वाली बात यह है, की स्वतंत्रता पूर्वक सरकार से कठिन से कठिन सवाल पूछने के बावजूद, यह लोग अपने आप को पीड़ित के रूप में दर्शाने की कोशिश करते हैं. उनकी आशा यही होती है, कि उनको पीड़ित देख कर आप लोग उनके कार्यक्रम को और अधिक देखें.



अपने आप को सरकारी शिकार दिखाना बहुत अच्छा आईडिया है, अगर यह आप की टीआरपी बढ़ा सकता हो.



हालांकि हम में से कई लोगों का यह कहना सही है, कि पिछले साढ़े 4 सालों में मोदी सरकार ने हमारी अपेक्षा के अनुरूप काम करके नहीं दिखाया है.



लेकिन ऐसे लोगों की भी बहुत बड़ी आबादी है, जिनके अनुसार मोदी सरकार ने ऐसा कुछ भी नहीं किया है, जो जमीन पर दिखाई देता है.



रोचक बात यह है, की है सभी लोग जमीनी वास्तविकता का विश्लेषण करना वर्ष 2014 से चालू करते हैं.



शायद इन्हें विश्लेषण करने की असाधारण क्षमता वर्ष 2014 में अचानक से प्राप्त हुई होगी, लेकिन भारत का जन्म वर्ष 2014 में नहीं हुआ था.



इसलिए अगर आपको अपने भविष्य के बारे में सोचना है, तो आपको 2014 के पहले और बाद में कैसी स्थिति थी, इसकी तुलना करनी होगी.



भारत की आजादी के 70 सालों में, कांग्रेस के नेतृत्व में लगभग 55 वर्षों तक सरकार सत्ता में रही. और गांधी राजघराने के किसी ना किसी सदस्य ने लगभग 39 वर्षों तक भारत पर राज्य किया है.

इसलिए कम से कम ऐसा कहा जा सकता है, की लगभग आजाद भारत के 55% समय पर भारत में महान गांधी परिवार का साम्राज्य फैला हुआ था.



इस बात में कोई संदेह नहीं है, इन 55 वर्षों के समय अंतराल में भारत में कई बांधों आईआईटी आईआईएम और एम्स की स्थापना की गई.



लेकिन हर किसी इंसान की तरह, भारत के लोगों को भी दिन में कम से कम एक बार टॉयलेट की जरूरत पड़ती है. 55 वर्षों के समय अंतराल में भारत सरकार का नेतृत्व कर रहे बड़े-बड़े विद्वानों को इस वास्तविकता की जानकारी नहीं थी.



इस बात में कोई संदेह नहीं है, कि गांधी परिवार के पास तो टॉयलेट की लग्जरी थी, लेकिन आम भारतीय के पास टॉयलेट नहीं थी.



यह बात समझ में आती है, कि गांधी परिवार के पास करने के लिए बहुत बड़े बड़े विश्व स्तर के काम मौजूद थे.



लेकिन सवाल यह उठता है, टोटल सैनिटेशन कैंपेन की शुरुआत वर्ष 1999 में क्यों की गई. जिसका नाम बदलकर वर्ष 2012 में निर्मल भारत अभियान कर दिया गया.



कोई बात नहीं देर आए दुरुस्त आए. वर्ष 2004 और वर्ष 2014 के बीच, टोटल सैनिटेशन कैंपेन  के अंतर्गत भारत में 300000 टॉयलेट का निर्माण करवाया गया.



इससे एक बात तो साफ हो जाती है, कि गांधी परिवार के शासनकाल में स्वच्छता को बनाए रखना भारत सरकार की चिंता का विषय नहीं था. इसलिए सवाल यह भी खड़ा होता है, की आजादी मिलने के बाद क्या हमें सबसे पहले टॉयलेट का निर्माण नहीं करना चाहिए था?



भारत की पिछली सरकारों के द्वारा किए गए असाधारण कार्य काही परिणाम था, कि वर्ष 2014 में दुनिया में सबसे अधिक संख्या में लोग भारत में खुले में शौच करते थे. आपको चौंकने की जरूरत नहीं है, वर्ष 2014 में भारत में ऐसे लोगों की संख्या लगभग 55 करोड़ थी.



तब जाकर वर्ष 2014 में एक बहुत ही निकम्मी सरकार सत्ता में आई, जिसने 2 अक्टूबर 2014 से लेकर आज तक 9 करोड़ के लगभग टॉयलेट का निर्माण कर दिया है.

और भारत में सैनिटेशन कवरेज 38% से बढ़कर 96% हो गई है.



अब हम भारत के इतिहास की सबसे निकम्मी सरकार के 5 सालों की तुलना, भारत के इतिहास की सबसे प्रभावशाली सरकार के 5 वर्षों से करेंगे.



यूपीए सरकार ने 10 वर्षों में तीन लाख टॉयलेट का निर्माण करवाया. इसलिए हम यह मान सकते हैं, कि 1 साल में लगभग 30,000 टॉयलेट का निर्माण करवाया गया होगा. तो इस गति से 9 करोड़ टॉयलेट का निर्माण करने में भारत सरकार को लगभग 3000 वर्षों का समय लग जाता.



प्रभावशाली यूपीए सरकार ने जिस काम को करने में 3000 वर्षों का समय लिया होता, उसी काम को निकम्मी मोदी सरकार ने मात्र 5 सालों में करके दिखाया है.



कोई बात नहीं, फिर भी मोदी सरकार के इस कार्यक्रम को पूरी तरह से असफल माना जाना चाहिए, क्योंकि इसके पीछे यह नहीं कहा गया, की टॉयलेट के ऊपर सबसे पहला अधिकार भारत की माइनॉरिटी के पास है. जैसा कि प्रधानमंत्री मनमोहन सिंह जी ने कहा था, कि भारत के संसाधनों पर पहला अधिकार भारत की माइनॉरिटी का ही है.





इस तरह से देखा जाए, तो 1 साल में 30000 टॉयलेट का निर्माण करके, यूपीए सरकार ने बहुत सही किया था. क्योंकि वह जानते थे, आगे आने वाले समय में  भारत की आबादी अपने आप कम होगी. इसलिए वर्तमान में बहुत बड़ी संख्या में घरों में टॉयलेट का निर्माण करने में कोई अकल मंदी ही नहीं है.



गुजरते हुए समय के साथ, भारत में परिवारों की संख्या भारत में उपस्थित टॉयलेट के बराबर हो जाएगी. और इस प्रकार से राष्ट्रीय संसाधनों को बर्बाद किए बगैर, अपने आप भारत में 100% सैनिटेशन कवरेज भी हो जाएगी.



अगर आप याद करें, तो कांग्रेस के प्रधानमंत्री नरसिम्हा राव ने बहुत सही कहा था, कि हमें कुछ समस्याएं सुलझाने के लिए गुजरते हुए समय के ऊपर भी छोड़नी चाहिए.





शायद यही कारण है, कि टीवी पर बैठे हुए गरीबों की बात करने वाले बड़े-बड़े रक्षक वर्ष 2014 के पहले स्वच्छता के महत्व के बारे में चर्चा करने का समय नहीं निकाल पाए.



अब आप इस बात पर विचार कीजिए, यूनिसेफ के अनुसार, भारत के स्वच्छता प्रोग्राम पर निवेश के ऊपर 400% का रिटर्न ऑन इन्वेस्टमेंट होता है.



इसका मतलब यह होता है, कि अगर कोई परिवार एक रुपए टॉयलेट बनाने के ऊपर खर्च करता है, तो वह 5 रुपए बचाने में कामयाब हो जाता है. क्योंकि दवाई पर खर्चा कम होगा, और बीमार ना होने के कारण आदमी काम भी ज्यादा कर पाएगा. कहने की जरूरत नहीं है, इससे कई कीमती जानें भी बचाई जा सकेंगी.



अब आप यह बताइए, यदि कोई गरीब परिवार थोड़ा सा पैसा बचा पाएगा, तो क्या उसकी गरीबी से बाहर निकलने की कोशिश को और अधिक बल नहीं मिलेगा.



चलिए छोड़िए, इतनी कैलकुलेशन करने का टाइम किसके पास है. इसकी जगह अगर मोदी सरकार ने लोगों को ₹1 दे दिया होता, तो उन्हें अगले चुनाव में ज्यादा वोट मिल जाते.



अब आप हमें भक्त, बीजेपी का दलाल अथवा बीजेपी आईटी सेल में काम करने वाला बता सकते हैं.



लेकिन इस बात पर विचार कीजिए, वर्ल्ड टॉयलेट डे के 1 दिन पहले वर्ल्ड हेल्थ ऑर्गेनाइजेशन के अनुसार, स्वच्छता की सुविधाएं कैसे सभी को उपलब्ध कराई जा सकती हैं, इसके बारे में दुनिया का कोई भी देश भारत के उदाहरण से प्रेरणा प्राप्त कर सकता है.



संभव है, कि इस उदाहरण से आप निष्कर्ष पर पहुंच जाएं, की वर्ल्ड हेल्थ ऑर्गेनाइजेशन भी बीजेपी आईटी सेल के नीचे काम करने लगा है.



हमारी प्यारी मीडिया की तरह आप भी स्वच्छ भारत मिशन का मजाक उड़ा सकते हैं. लेकिन यह टॉयलेट बनाने का कार्यक्रम बिल्कुल भी नहीं है. यह तो पैसा बनाने का कार्यक्रम है. रोग कम होंगे कम लोगों को असमय मरना पड़ेगा. और अंत में भारत की गरीबी हटेगी. जिसे हटाने का वादा 1971 के चुनाव में इंदिरा गांधी ने किया था.

Interestingly, while freely asking toughest questions against government, they cast themselves as victim, and hope viewers will watch them more to prevent their victimization.



calling yourself a victim is a good idea if it ends up improving your TRP.



While many of us are right in saying, that Modi government has not done enough in last 4 and half years.



At the same time, there are plenty of those, who say that Modi government didn't do anything which is visible on the ground.



Interestingly, these people start analyzing the ground reality from year 2014.



Their analytical skills to criticize the government might have woken up in the year 2014, but India was not born in the year 2014.



That's why if you want to decide about future, you need to compare before and after the year 2014.



In last 70 Years of Independent India, Congress has led the government for 55 years, and Member of Gandhi family was Prime Minister of this country for total 39 Years.



In simple words, for at least 55% of time India was ruled by some member of Gandhi Family.



No doubt, Dams, IITs, IIMs and AIMS were built during those 55 years of congress rule.



Just like any human being, Indians need toilet at least once in a day. this truth has never been revealed to the experts leading the government at the center then.



No doubt, the Gandhi family must have the luxury of toilet, when majority of India didn't have it.



Its understandable, they always had much bigger things to work on then.



But the question is, why Indian governments had to wait until year 1999  to launch Total Sanitation campaign, which was renamed as Nirmal Bharat Abhiyan in the year 2012



Anyways better late then never, but in between 2004 and 2014, 3 Lakh toilets were built in India under the sanitation program.



one thing is clear, under the direct rule of Gandhi family, sanitation had never been a  priority for the government. The question is, after India got the freedom, should we not have built toilets first?



Thanks to remarkable work done by previous governments, India had the privilege of being the country with the highest number of people practicing open defecation.



No need to be surprised, In year 2014, 55 Crore Indians used to defecate openly.



Then in the year 2014, most useless government came to power, which has built 9 Crore toilets since 2nd October 2014.



and sanitation coverage has gone up from 38% to 96% as of today.



Now, we would like to compare 5 years of most useless government in Indian history, with the most efficient government in Indian history.



UPA government has built 3 Lakh toilets in 10 years. We can safely assume they built 1.5 Lakh toilets in 5 years. With this speed, it would have taken 3000 years for India to build 9 crore toilets.



What UPA government would have done in 3000 years, NDA government has completed in less than 5 years.



Regardless NDA government can be considered as failure, because Prime Minister Modi didn't say, that Minority has first right over toilets, as Prime Minister Manmohan singh had said, that Minority has first right over national resources.



In a way, UPA government was correct for building only 30000 toilets in a year, because they knew that population will obviously Shrink in future.  Therefore no need to increase the number of toilets for all the households.



As time passes by, Number of Household will reduce to match the number of available toilets. Thus without wasting national resources, India would have naturally achieved 100% total sanitation coverage.



In fact, congress prime minister Narshima Rao once said, that we should let time to solve some problems on its own.



Perhaps that's why these big protector of poor people sitting in TV studios didn't try to find time to figure out the importance of sanitation before year 2014.



Now consider this as per estimate done by Unicef, Indian sanitation project has return on investment of whopping 400%



It simply means, if a family invests 1 rupee on sanitation, it will be able to save 5 rupees by spending less on medicines and by reducing loss of productivity due to falling sick. Needless to say, many precious lives will also be saved.



Now, you tell, if due to toilet a poor family is saving more, will it not help it in coming out of poverty.



Anyways, who cares about these calculations. If Modi government had given 1 rupee directly to them, he would have got more votes in next general election.



Now, you can call us Bhakt or  BJP dalal or member of BJP IT cell.



But consider this, On the eve of Wold Toilet day, as per World Health Organization, Clean India Mission is good example of how countries can make safe sanitation service accessible to all.



Perhaps, with this statement, some of you can easily prove, that even World Health Organization has started working under BJP IT cell.



Just like our media, you can also ridicule Clean India mission. But its not at all about building toilet. its about making money , reducing disease and deaths and eliminating poverty as end result.
