आप सभी जानते हैं, अंतर्राष्ट्रीय मुद्रा कोष का एक उच्चस्तरीय प्रतिनिधिमंडल इस समय पाकिस्तान में है, ताकि 22 वे आईएमएफ प्रोग्राम को लेकर बातचीत की जा सके.



मजे की बात यह है, हालाकी पाकिस्तान ने बेलआउट की प्रार्थना की है, लेकिन पाकिस्तान की मीडिया ऐसा प्रचार कर रही है, की मोलभाव करने के लिए आईएमएफ का प्रतिनिधिमंडल पाकिस्तान में आया हुआ है. इसे पढ़ कर तो ऐसा लगता है, जैसे पाकिस्तान आईएमएफ को बेल आउट कराने वाला हो.



कोई बात नहीं आज वह दिन आ गया है, जब अंतर्राष्ट्रीय मुद्रा कोष का प्रतिनिधि मंडल पाकिस्तान के योजना मंत्रालय से चीन पाकिस्तान इकोनामिक कॉरिडोर से संबंधित जानकारी मांगेगा.



आईएमएफ से बातचीत करते समय पाकिस्तान कितना गंभीर है. यह जानने के लिए इस बात पर विचार कीजिए.



पिछले महीने पाकिस्तान के इसी योजना मंत्रालय ने आईएमएफ को आधिकारिक तौर पर बताया था, कि पाकिस्तान में चल रहे 22 पावर प्रोजेक्ट की कुल कीमत 28.6 बिलियन डॉलर है.



हम सभी जानते हैं, चीन पाकिस्तान का लंगोटिया यार है. अभी हाल ही में, पाकिस्तान में चीन के राजदूत पाकिस्तान की जनता को भरोसा दिलाने की कोशिश कर रहे थे, कि सीपैक उनके लिए बड़ा लाभकारी है.



इसी प्रेस वार्ता के दौरान उनके मुंह से यह निकल गया, कि पाकिस्तान में 22 पावर प्रोजेक्ट के ऊपर 19 बिलियन डॉलर का खर्चा होने वाला है.



इस प्रकार पाकिस्तान और चीन के द्वारा बताए गए आंकड़ों में 9 बिलियन डॉलर  का बहुत बड़ा फर्क है.



अब यह सुझाव दिया जा रहा है, की प्रोजेक्ट की कीमत के निर्धारण  में अकाउंटिंग गलती की गई है. अगर पाकिस्तान और चीन के अकाउंटेंट 9 बिलियन डॉलर की गलती आसानी से कर सकते हैं. तो हम उन्हें शुभकामनाएं देना चाहेंगे.



लेकिन जब चीन और पाकिस्तान की दोस्ती पहाड़ों से भी ऊंची है, और समुद्रों से भी गहरी है. तो 22 पावर प्रोजेक्ट की कीमत दुनिया को बताने के पहले क्या इन दोनों जिगरी दोस्तों को आपस में बात नहीं करनी चाहिए थी?



अगर हम चीन के द्वारा बताए गए छोटे आंकड़े पर विश्वास करें, तो ऐसा लगता है कि पाकिस्तान जानबूझकर अपनी खस्ता हालत आईएमएफ को दिखाना चाहता है. ताकि दया करके आईएमएफ आसान शर्तों के साथ उसे बेलआउट उपलब्ध करा दे.





हमारा आम अनुभव कहता है, कि जब कोई भिखारी भीख मांगता है, तो वह यही कहता है, कि उसे 10 दिनों से खाना ही नहीं मिला है.



अब आईएमएफ के प्रतिनिधिमंडल का ऐसी अपेक्षा करना नादानी होगी, कि आज उसे चीन पाकिस्तान इकोनामिक कॉरिडोर की सच्चाई पता लग जाएगी.



देखा जाए तो पाकिस्तान के साथ विस्तार से चर्चा करके, आईएमएफ का प्रतिनिधिमंडल अपना समय बर्बाद कर रहा है. और इस चर्चा के बाद जो रिपोर्ट लिखी जाएगी, उसके लिए भी केवल कागज ही बर्बाद होंगे. क्योंकि इस रिपोर्ट को कम से कम पाकिस्तान तो नहीं पड़ेगा.



कल जब अंतरराष्ट्रीय मुद्रा कोष का यही प्रतिनिधिमंडल पाकिस्तान के अधिकारियों से बातचीत कर रहा था. तो उन्हें बड़ी निराशा हाथ लगी, कि सितंबर 2016 में पिछला आईएमएफ प्रोग्राम खत्म होने के बाद पाकिस्तान को पावर सेक्टर में होने वाला घाटा घटने की जगह और अधिक बढ़ गया है.



अंतरराष्ट्रीय मुद्रा कोष पाकिस्तान के ऊपर सवाल खड़े कर सकता है. लेकिन एक बहुत बड़ा प्रश्नवाचक चिन्ह आईएमएफ पर भी लगाना चाहिए. ऐसे कैसे आईएमएफ बेलआउट देता है, कि पिछला बेल आउट खत्म होने के 2 सालों के भीतर पाकिस्तान को एक और नया बेलआउट लेना पड़ रहा है.



अगर कोई डॉक्टर आपकी बीमारी को ठीक नहीं कर पा रहा है, तो क्या उस डॉक्टर की योग्यता और अनुभव पर सवालिया निशान नहीं लगाया जाना चाहिए?



आईएमएफ की टीम के अनुसार अगर पाकिस्तान को आर्थिक संकट से बाहर निकलना है, तो उसे जनता से अधिक टैक्स कलेक्ट करना होगा.



हम सभी जानते हैं, जिस दिन से इमरान खान प्रधानमंत्री की गद्दी पर बैठे हैं, वह लगातार अधिक टैक्स  कलेक्शन  का ही राग अलाप रहे हैं.



देखा जाए तो, आर्थिक संकट से बाहर निकलने के लिए किसी भी देश को केवल अपने कॉमन सेंस का इस्तेमाल करना होता है.





यहां पर महत्वपूर्ण बात यह है, कि आईएमएफ की यह सवाल पूछने की हिम्मत नहीं है. कि इस वर्ष की शुरुआत से ही पूरी दुनिया को पता था, कि पाकिस्तान को खस्ता आर्थिक हाल से गुजरना होगा. लेकिन फिर भी इसी साल अप्रैल महीने में पाकिस्तान ने वर्ष 2018 19 के लिए अपना रक्षा बजट 20% बढ़ा दिया है.



यह बात बिल्कुल संभव है, कि आईएमएफ  इस वर्ष  पाकिस्तान को बेल आउट देगा. और आईएमएफ के मुंह पर लखानी की भीगी हुई चप्पल का इस्तेमाल करते हुए, पाकिस्तान अगले वर्ष अपना रक्षा बजट फिर से बढ़ा देगा. इस प्रकार से आज आईएमएफ जो पैसा देगा, उसका इस्तेमाल अफगानिस्तान और भारत में आतंकवाद को प्रायोजित करने के लिए किया जाएगा.



अमेरिका जब यह कह सकता है, कि वह आईएमएफ के पैसे का इस्तेमाल चीन को बेलआउट करवाने में यूज नहीं होने देगा.



तो हम यह क्यों नहीं कह रहे हैं, कि हम आईएमएफ के पैसे का इस्तेमाल पाकिस्तान की सेना को बेलआउट करवाने में यूज नहीं होने देंगे.



दुर्भाग्यवश, भारत की सरकार ने इस मामले में मौन धारण कर लिया है.



क्योंकि आईएमएफ पाकिस्तान से कड़े सवाल नहीं पूछ रहा है, तो क्या यह नहीं कहा जाना चाहिए, की इनडायरेक्ट तरीके से आईएमएफ ही पाकिस्तान से होने वाले आतंकवाद को प्रायोजित कर रहा है.



हम बात सिर्फ यह कहना चाह रहे हैं, की आईएमएफ के पास कोई जादुई छड़ी नहीं है, कि वह पाकिस्तान की सभी आर्थिक समस्याओं का हल 1 दिन में कर देगी.



वास्तव में ना तो पाकिस्तान आईएमएफ के पैसे में इंटरेस्टेड है, और ना ही उसे अपनी आर्थिक हालत को सुधारने में कोई रुचि है. वह तो केवल आईएमएफ के प्रोग्राम के अंतर्गत आना चाहता है. ताकि दुनिया भर के निवेशक पाकिस्तान में फिर से पैसा निवेश करने लगे. और दुनिया के अन्य संस्थान पाकिस्तान को फिर से लोन देना चालू कर दें.



आप ही बताइए, अगर पाकिस्तान को अपनी आर्थिक हालत ठीक करनी थी, तो उसे चीन और सऊदी अरब से और अधिक कर्ज क्यों लेना चाहिए था.



अगर कोई आदमी जबरदस्त सर्दी और बुखार से पीड़ित है, तो क्या वह ठंडी बीयर का आनंद ले सकता है?



इसी बीच पाकिस्तान ने यूरोपियन देशों से आग्रह किया है, कि वह आईएमएफ का नया बेलआउट दिलाने में पाकिस्तान की मदद करें.



मूर्खतापूर्ण ढंग से अमेरिका और यूरोप के देशों ने 1947 में पैदा हुए लड़के को बिगाड़ने में बहुत बड़ा योगदान दिया है. वह चाहे तो जीवन भर यह कर सकते हैं.



लेकिन दुनिया भर के सर्वश्रेष्ठ अर्थशास्त्री आईएमएफ में बैठे हुए हैं. पाकिस्तान को दिया जाने वाला अगला बेलआउट यह सिद्ध नहीं करेगा, कि पाकिस्तान बहुत स्मार्ट है. बल्कि इसके बाद एक बात निश्चित हो जाएगी, कि आईएमएफ एक ऐसा संगठन है, जो एक ही गलती बार-बार दोहराने के बावजूद भी कुछ भी सीखने को तैयार नहीं है.

You all know, A high level delegation of International Monitory fund right now is in Pakistan to hold talks to determine 22nd IMF program for Pakistan.



What is interesting is, though Pakistan is requesting next bailout from IMF, yet Pakistani media is reporting that IMF delegation is in Pakistan to negotiate for bailout package. As if Pakistan is providing bailout to IMF.



Anyways, Today the day has come when IMF delegation is scheduled to discuss China Pakistan Economic Corridor with Pakistan's Ministry of Planning.



While talking to IMF, To sense how serious Pakistan is.  lets consider this.



Last month same Pakistan's ministry of Planning has officially told IMF, that the cost of 22 ongoing and completed power projects cost is 28.6 Billion Dollar.



We all know, China is iron brother of Pakistan. Recently Chinese ambassador in Pakistan was trying hard to tell Pakistani public, how Cpec is beneficial to Pakistan.



In the same press briefing, he said the cost of these 22 projects is 19 Billion Dollars.



Hence there is huge difference of 9 Billion Dollar.



While it can be suggested, that its some sort of accounting error. But if Chinese and Pakistani accountants have luxury to commit mistake worth 9 Billion Dollars. we really wish them good luck.



More over, when China and Pakistan have friendship higher than the mountains and deeper than the oceans. should they not talk to each other before sharing different cost of same 22 projects in Public?



if we believe in Chinese lower figure, It appears Pakistan knowingly wants to showcase its artificial worst situation to IMF, in order to get IMF bailout with lenient conditions.



Common experience says, While asking for money, beggar says that he had not eaten for last 10 days.





Now it would be very naive for IMF delegation expecting, that today they will be shown truthful picture of China Pakistan Economic Corridor project.



By having detailed level of discussion with Pakistan, IMF is only wasting its time and papers to write lengthy report, which no one is going to read.



In fact, during yesterday talks, IMF was dissatisfied that after end of last bailout program in September 2016, Pakistan losses in Power sector have increased rather than getting reduced.



While IMF can conveniently raise question on Pakistan, Bigger question mark must be placed on IMF, on what kind of bailout they provide, that just after 2 years of last bailout Pakistan again needs bailout.



If a doctor is not able to cure a disease, should the question not be asked about the expertise of doctor.



IMF team has told that Pakistan cannot curb financial crisis without increasing tax collection.



We all know, Since the very first day, Imran khan has been asking to increase tax collection.



These are common sense solution to financial crisis being faced by any country.



What is rather significant is, IMF doesn't have guts to ask this question, despite whole world knowing, that Pakistan was about to face serious financial crisis this year, why Pakistan's defense budget has been raised by 20% in April this year for the year 2018-19 .



its quite possible, IMF will provide the bailout. Releasing a tight slap on the face of IMF, Pakistan will again raise defense budget next year . So in a way, the money of IMF bailout will be used by Pakistan to sponcer terrorism in Afghanistan and India.



America says it will not allow IMF money to be used for bailing out China.



Should we not say, that India will not allow IMF money to be used for bailing out Pakistan Army? Unfortunately, Indian government has become mute spectator here.



Since IMF doesn't ask tough question from Pakistan, foolish IMF should be blamed for indirectly funding Pakistan based terrorism.



The point we are trying to make is, IMF is not having any magic pill that can fix all Pakistan's problem in one day.



In fact, Pakistan is least interested in IMF money and Curing its financial crisis. All it wants is enrollment in next IMF program, so that global investors  again start investing money in Pakistan, and Global lending agencies again start lending money to Pakistan.



You tell, if Fixing financial crisis was the main objective of Pakistan. Should it have taken more loan from Saudi Arabia and China?



If you are suffering from severe cold and fever, will you drink Chilled Beer?



Meanwhile, Pakistan has requested European countries to help it in getting next IMF bailout program approved.



Foolish American and European are responsible for spoiling a kid born in 1947. They can keep doing it forever.



But IMF is supposed to be led by world's best economists. Next bailout will not prove that Pakistan is smart, but it will confirm that IMF is an organization, which does not want to learn from its own repetitive mistakes.
