दोस्तों जैसा कि आप जानते होंगे, भूटान के नवनिर्वाचित प्रधानमंत्री की भारत यात्रा के दौरान, भारत ने भूटान की 12वीं पंचवर्षीय योजना के लिए 4500 करोड़ की आर्थिक सहायता मुहैया कराने का निर्णय लिया है.



हमारी प्यारी मीडिया के अनुसार, भारत सरकार का यह बहुत ही महत्वपूर्ण कदम है, जिसके अनुसार भारत एक ऐसे देश की मदद कर रहा है, जो भारत और चीन के बीच एक सामरिक महत्व की जगह पर स्थित है.



भूटान के प्रति मित्रता के लिए भारत सरकार ने जिस प्रकार इस वर्ष प्रतिबद्धता दिखलाई है, हम उसकी प्रशंसा करते हैं.



लेकिन हमें भारत सरकार के निर्णय को ऐतिहासिक पृष्ठभूमि में देखना चाहिए. तो आपको समझ में आएगा, कि यह भारत सरकार का इतना ज्यादा प्रभावशाली कदम नहीं है, जितना इसे बताया जा रहा है.



भूटान में भारतीय राजदूतावास  के द्वारा प्रकाशित किए गए डेटा के अनुसार, 1961 और 71 के बीच भूटान के पहले और दूसरे पंचवर्षीय कार्यक्रम के लिए भारत ने 100% आर्थिक सहायता उपलब्ध कराई थी.



तब से लेकर आज तक भूटान की पंचवर्षीय योजनाओं में भारत का सहयोग लगातार गिर रहा है. 1971 में 100% के भारतीय सहयोग की तुलना में वर्ष 2018 के आते-आते भूटान की पंचवर्षीय योजना में भारतीय सहयोग 21% तक सिमट कर रह गया.



यहां तक की, भूटान के पिछले 11 में पंचवर्षीय कार्यक्रम में भी भारत ने 4500 करोड़ की धनराशि उपलब्ध कराई थी.



इस प्रकार पिछले 11 वे और अगले 12 में पंचवर्षीय कार्यक्रम में भारतीय सहयोग के आकार में कोई भी परिवर्तन नहीं हुआ है.



देखा जाए तो,  12 वे पंचवर्षीय कार्यक्रम का आकार 11 वे पंचवर्षीय योजना से बड़ा है. इसलिए 12 में पंचवर्षीय कार्यक्रम में भारतीय सहयोग की मात्रा वर्तमान की 21% के स्तर से और अधिक नीचे गिरने वाली है.



हम बात बहुत simple  कहना चाह रहे हैं, अगले पंचवर्षीय कार्यक्रम में सहयोग करने के लिए हमें घमंड नहीं करना चाहिए. क्योंकि वास्तव में हर गुजरते हुए पंचवर्षीय कार्यक्रम के साथ हमारा सहयोग वास्तव में नीचे गिर रहा है.



अगर हम भूटान के साथ अपनी मित्रता को महत्व देते हैं, तो क्या हमें अपने द्वारा किए जाने वाले सहयोग में आने वाली कमी को स्वीकार करना चाहिए. ध्यान रहे, भूटान में जितनी खाली जगह भारत छोड़ेगा, उसे चीन भरने के लिए तैयार बैठा है.



कम से कम हर गुजरते हुए पंचवर्षीय कार्यक्रम के लिए हमें अपने सहयोग के स्तर को बनाए रखना चाहिए.



यहां हमें यह बात नहीं भूलना चाहिए, यद्यपि भारत के द्वारा भूटान को दी जाने वाली आर्थिक सहायता गिर रही है, लेकिन वर्ष 2000 से 2017 के बीच भारत ने भूटान को सबसे अधिक आर्थिक सहायता मुहैया करवाई है.



भूटान के पंच वर्षीय कार्यक्रम को भारतीय सहयोग से आगे बढ़ते हुए, हम सभी को यह बात स्वीकार करनी होगी, की भूटान को भारतीय जीएसटी प्रणाली से नुकसान हो रहा है.



जीएसटी के पहले, भूटान के ट्रेडर्स को भारतीय एक्साइज ड्यूटी से rebate मिलती थी. लेकिन अब जीएसटी के आ जाने के कारण, एक्साइज ड्यूटी का अस्तित्व ही समाप्त हो चुका है. इसलिए भूटान के व्यापारियों को पूरा जीएसटी अदा करना होता है.



यहां पर हमें यह बात समझनी होगी, वर्ष 2017 के डाटा के अनुसार भूटान के कुल आयात में 95% हिस्सा भारत का है, और भूटान के कुल निर्यात में भारत का हिस्सा 89 फ़ीसदी है.



आप तो जानते हैं, जीएसटी सिस्टम का विकास भारतीय एक्सपोर्ट को बढ़ाने और भारतीय इंपोर्ट को घटाने की इच्छा से किया गया है.



इस प्रकार भूटान में भारतीय माल सस्ता होने लगा है, जिससे भूटान भारत से अधिक माल import करेगा.



लेकिन जीएसटी के कारण भारत में भूटान का माल पहले की तुलना में महंगा होने लगा है, इसलिए हो सकता है, कि भूटान का भारत को निर्यात कम हो जाए.



यहां तक कि एशियन डेवलपमेंट बैंक के अनुसार भारतीय जीएसटी सिस्टम का भूटान पर बुरा प्रभाव पड़ना निश्चित है.



सीधे शब्दों में, जीएसटी के कारण भारत का निर्यात भूटान को बढ़ेगा, लेकिन भूटान का भारत को निर्यात घटेगा.



दोस्तों बात यहां पर बहुत सीधी है, अगर हम किसी का अच्छा दोस्त बनना चाहते हैं, तो हमें उसकी समस्याओं को भी समझना चाहिए.



अगर जीएसटी का भूटान पर बुरा प्रभाव पड़ रहा है, तो हमें उसकी मदद करने के बारे में सोचना चाहिए.



अच्छा होगा, अगर भूटान इनडायरेक्ट टैक्स कलेक्ट करने के लिए जीएसटी की दिशा में आगे बढ़े, ताकि भूटान भी भारत के बेहतर जीएसटी सिस्टम का लाभ उठा पाए. भारत भूटान की मदद कर सकता है, लेकिन अच्छा होगा भूटान  भी अपने आप में अच्छा reform करें, ताकि दोनों देश कदम से कदम मिलाकर आगे चल सके.



लेकिन चिंता करने की अब कोई बात नहीं है, क्योंकि अगले वर्ष बहुत अनुभव के साथ सत्यवादी राहुल गांधी जी भारत के प्रधानमंत्री बनने वाले है, जिनका तो जन्म ही भारत का प्रधानमंत्री बनने के लिए हुआ था. इतने अनुभवी नेतृत्व के साथ भारत और भूटान के संबंध और मजबूत होना निश्चित है.



भारतीय लोगों की तरह भूटान के लोगों को भी आशावादी होना चाहिए, क्योंकि राहुल गांधी जी ने वर्तमान जीएसटी सिस्टम को खत्म करने का निश्चय लिया है, कोई बात नहीं, जब हम सभी भारत के लोग बड़ी खुशी के साथ जीएसटी के पहले 31% टैक्स दिया करते थे, तो भूटान के लोगों को जीएसटी के रूप में कम टैक्स देने के महत्व को समझने की जरूरत ही क्या है.



इसी बीच, भारत के 3 राज्यों के किसानों ने जल्दी से कर्जमाफी करवाकर अमीर बनने का सपना पूरा कर लिया है. और अब उनके वही पुराने अच्छे दिन लौट आए हैं, दिसंबर की सर्दी में  यूरिया खरीदने के लिए उन्हें लाइन में लगने का आनंद मिल रहा है, और साथ में उन्हें पुलिस की लाठियों का भी मजा मिल रहा है.




चलिए आप के विश्लेषण के अनुसार, भारत के पहले प्रधानमंत्री और अपने परदादा नेहरू जी से सीखते हुए, क्या राहुल गांधी जी भूटान को १३ वे पंचवर्षीय कार्यक्रम के लिए 100% आर्थिक सहायता उपलब्ध करवाएंगे?

You might know, during Indian visit of newly elected Bhutanese Prime Minister, Indian side has promised, that we would contribute 4500 crore Rupees to Bhutan's 12th Five Year Economic plan.



In our dear media, an impression has been created, that Its very significant Indian contribution to an important neighbor, which occupies a strategically important location in between India and China.



Though we totally appreciate the commitment shown by current Indian government to continue Indian support towards friendly country Bhutan.



However, we must put things in to historical perspective, then we would realize that its not as significant Indian contribution as it has been made out to be.



As per data published by Embassy of India in Bhutan, In the first and second five year plan of Bhutan for the period of 1961 to 1971, Indian contribution was 100% of total allocation.



However, since then Indian contribution towards total allocation of Bhutan's five years plan is declining. From 100% contribution in the year 1971, by the end of 2018, India has provided contribution 21% of total allocation.



if you see, for 11th Five year plan, India contributed 4500 Crore rupees.

Therefore Indian contribution for 11th and 12th five year plan of Bhutan remains unchanged.



In fact, size of 12th five year plan is bigger than 11th Five year plan, therefore Indian contribution to Bhutan's five year plan will decrease from current level of 21%.



The point we are trying to make is simple,  we need not feel proud of helping Bhutan for next five year plan, when with passing of each five year plan, Indian contribution is declining.



If we truly value friendship with Bhutan, should we allow this continuous decline. The point is, if we leave space open, China is more than ready to occupy it.



At least we should maintain the level of our contribution for Bhutan's each five year plan.



Here we must not forget, Though Indian financial assistance to Bhutan has been declining over last 50 years, Yet In between year 2000 and 2017, Bhutan remained India's biggest foreign aid recipient.



Moving ahead from Indian constant financial aid in last and next five year plan, We must realize that Bhutan has been badly hit by Indian GST regime.



Before GST, Bhutan used to receive excise duty rebate, but now there is no Excise duty, therefore Bhutanese traders will have to pay entire GST.



Here, we need to realize that as per data of year 2017, 95% of Bhutan's imports come from India and 89% of Bhutan's export goes to India.



In the year 2016-17, India exported goods worth 509 Million Dollar to Bhutan, and imported goods worth 308 Million Dollars.



Since GST is designed to Increase Indian export and reduce Import.



Indian export will become cheaper in Bhutan and It will end up importing more from India.



on the other head, Bhutanese export to India will have to pay GST, therefore Bhutanese goods may be costlier than goods produced  in India.



Please note, Asian Development bank has concluded that Indian GST will have adverse impact on Bhutanese economy.



Due to GST, Bhutanese imports from India will rise, but Bhutanese export to India will decline.



The point we are trying to make is simple, if we want to be good friend, we must understand the problem faced by our friend.

If GST is adversely impacting Bhutan, we should consider helping it.



Rather Bhutan can also somehow adopt GST as system of indirect tax collection, so that it can take advantage of Indian GST regime.  India can help, but Bhutan should also reform itself to take advantage of better tax collection system in India.



Anyways, you should be thankful, next year when India will get new government under the visionary and truthful leadership of Rahul Gandhi, who was in fact born to become Indian Prime Minister. Indian relationship with Bhutan will grow further.



Just like Indians, Bhutan has reason to cheer, because Rahul Gandhi has already promised to remove current GST.  When Indian Public, which used to happily pay 31% tax before GST dont understand the benefit of lower tax under GST,  its waste to expect that Bhutan will understand the value of it and join it.



Meanwhile farmers of three Indian states, who have just got their dream of loan waiver fulfilled, are once again enjoying the nice experience of getting beaten by police, while standing in queue to buy urea in the winter of December.
