सबसे पहले साफ करने वाली बात यह है, यह पाकिस्तान की वर्ष 2025 तक अपने armored fleet को आधुनिक बनाने की योजना है. जिसके अनुसार पाकिस्तान 360 बैटल टैंक विदेशों से खरीदेगा, और 220 टैंक पाकिस्तान में ही सदाबहार दोस्त चीन की मदद से बनाए जाएंगे.



360 बैटल टैंक की कैटेगरी में पाकिस्तान रूस से T90 टैंक खरीदने की जुगाड़ लगा रहा है. आप तो जानते हैं, t90 टैंक पहले से ही भारतीय armored fleet की मुख्य शक्ति है.



हालांकि यह न्यूज रिपोर्ट हमारे कान खड़े करने वाली है, लेकिन अगर आप विभिन्न अखबारों में छपी खबरों को पढ़ें, तो आप पाएंगे यह सभी खबरें केवल एक सोर्स पीटीआई से पब्लिश की गई है.



विभिन्न न्यूज़ पेपर ने पीटीआई से मिली feed के आधार पर केबल लोगों का ध्यान आकर्षित करने के लिए तड़के के साथ केवल अलग अलग हेड लाइन का विकास किया है.



यह बात भी समझ में आती है, कि पाकिस्तान की t90 समेत 600 टैंक खरीदने की योजना के बारे में पाकिस्तानी अखबारों को खबर भी भारतीय अखबारों से लगी.



जैसा कि हमने भी पहले चर्चा की है, पाकिस्तान से जो भी बाहर निकल कर खबर आती है, उस पर विश्वास करने के पहले हमें दो बार सोचना चाहिए.



अगर आप 6 अप्रैल 2018 तक पीछे जाएं, तो पाकिस्तान के रक्षा मंत्री ने रूस के अखबार स्पूतनिक को एक इंटरव्यू दिया था.



इस इंटरव्यू में उन्होंने साफ तौर पर बतलाया था, कि पाकिस्तान रूस से सिर्फ एक बार t90 टैंक खरीदना नहीं चाहता है, बल्कि लंबे समय के लिए पाकिस्तान t90 टैंक खरीदने के प्रतीक इच्छुक है.



इसलिए पाकिस्तान की यदि t90 खरीदने की कोई योजना है, तो यह पिछले 8 महीनों से पब्लिक डोमेन में थी.



इसी इंटरव्यू में पाकिस्तान के रक्षा मंत्री के अनुसार, पाकिस्तान रूस के साथ सुखोई 35 लड़ाकू विमान खरीदने को लेकर सहमति पर पहुंच सकता है, और साथ ही पाकिस्तान ने रूस से एयर डिफेंस सिस्टम खरीदने को लेकर भी रुझान दिखाया था.



अप्रैल महीने में हमने जिन वीडियोस को पब्लिश किया था, अगर आपने उनको देखा हो, तो उस समय हम भी मूर्ख बन गए, क्योंकि हमारा मानना था, कि कम से कम पाकिस्तान के रक्षा मंत्री रूस से रक्षा उपकरण खरीदने को लेकर रूस के ही अखबार से सत्य पर आधारित बातचीत कर रहे होंगे.



अच्छी बात यह है, वर्ष 2018 के समाप्त होते होते भारतीय मीडिया को पाकिस्तान की इस सीक्रेट योजना का पता लग गया.



इससे भी अधिक महत्वपूर्ण बात यह है, 10 अप्रैल 2018 को अंग्रेजी के अखबार इकनॉमिक टाइम्स में छपी खबर के अनुसार, रूस की पाकिस्तान को टैंक लड़ाकू विमान और एयर डिफेंस सिस्टम बेचने की कोई योजना नहीं है.



रूस के अधिकारी के अनुसार पाकिस्तान के लोग सिर्फ हवाई किले बना रहे हैं, जबकि पाकिस्तान को अत्याधुनिक रक्षा उपकरण बेचने को लेकर रूस और पाकिस्तान के बीच कोई बातचीत नहीं हो रही है.



पाकिस्तान इतना चतुर देश है, जबकि उसकी रूस के साथ कोई बातचीत नहीं हो रही थी, तब भी उसने रूस के ही अखबार से यह कहा, की रूस के साथ T90 sukhoi-30 और S400 खरीदने को लेकर बातचीत चल रही है. पाकिस्तान के नेताओं को झूठ बोलने की बीमारी लगी हुई है, इस बात को स्वीकार करने के लिए आपको क्या अभी और साक्ष्य चाहिए.



सवाल यह उठता है, क्या पाकिस्तान झूठ बोलने के लिए झूठ बोलता है?



इसका जवाब तो सिर्फ ना है, क्योंकि यह पाकिस्तान की भारत के खिलाफ मनोवैज्ञानिक लड़ाई का एक हिस्सा है, देखा जाए तो पाकिस्तान के यह पेंतरे रूस को भी लाभ पहुंचाते हैं, इसलिए जब पाकिस्तान आधिकारिक रूप से जूठे वक्तव्य जारी करता है, तो रूस की तरफ से आधिकारिक तौर पर उनका खंडन नहीं किया जाता है.



रूस पाकिस्तान को हथियार बेचने लगेगा, भारत को हमेशा से इस बात का डर बेचा जाता है. आपने तो सुना होगा कई रक्षा विशेषज्ञों के अनुसार, क्योंकि अब भारत ने रूस से बड़े पैमाने पर नए रक्षा उपकरण खरीदना बंद कर दिया है, इसलिए जवाबी कार्यवाही करते हुए रूस ने पाकिस्तान को रक्षा उपकरण बेचना चालू कर दिया है.



इसलिए अगर आज रूस पाकिस्तान को हथियार बेचता है, तो इसका जिम्मेदार भी भारत ही है. हमें यह नहीं पता, कि भारतीय रक्षा विशेषज्ञ किस देश की रक्षा के लिए विश्लेषण करने के लिए तनख्वाह पाते हैं. लेकिन मूलभूत रूप से वह यह कहना चाहते हैं, कि भारत को रूस से पुराने हथियार महंगी कीमत पर बिना आफ्टर सेल्स सपोर्ट के खरीदते रहना चाहिए, नहीं तो रूस हथियार पाकिस्तान को बेचने लगेगा.



इस प्रकार की विचारधारा भारतीय रक्षा विशेषज्ञों की रक्षात्मक मानसिकता का परिचायक है. हमारी बात बहुत सीधी है, रूस ने जिसे हथियार बेचना है उसे हथियार बेचे, और पाकिस्तान को जिस से हथियार खरीद ना हो वह उससे हथियार खरीदे. भारतीय रक्षा बलों को अपनी आवश्यकताओं को ध्यान में रखते हुए दुनिया में सबसे अच्छा हथियार सबसे कम कीमत पर खरीदना चाहिए.



रक्षा उपकरण खरीदने का मामला कोई प्यार मोहब्बत रिश्तेदारी और जज्बातों के आधार पर नहीं लिया जाता, यह तो लॉजिकल डिसीजन होता है, जिसे राष्ट्रीय सुरक्षा हित को ध्यान में रखकर लिया जाना चाहिए.



अगर आप ध्यान से देखें, T 90 टैंक, जिसे भारत बहुत पहले से यूज कर रहा है, अगर पाकिस्तान उसे ही खरीद लेगा, तो पाकिस्तान उल्लू ही साबित होगा.



भारत के रक्षा विशेषज्ञों के अनुसार, पाकिस्तानी वायु सेना के द्वारा उपयोग में लाया जाने वाला F16 लड़ाकू विमान अगर भारत खरीदे, तो भारत मूर्ख है. लेकिन यदि भारतीय थल सेना के द्वारा वर्ष 2001 से प्रयोग किया जाने वाला T90 टैंक पाकिस्तान खरीदे, तो पाकिस्तान बड़ा स्मार्ट है.



कोई बात नहीं, पहले छपी खबरों के बारे में विचार किए बिना, पाकिस्तान के किसी गोपनीय सूत्रों के हवाले से भारतीय अखबार खबरें सार्वजनिक कर देते हैं.



अगर भारतीय मीडिया पाकिस्तान के गोपनीय सूत्र की बातों पर दिसंबर 2018 में विश्वास करना चाहती है, तो क्या भारतीय मीडिया को अप्रैल 2018 में रूस के गोपनीय अधिकारी के द्वारा दिए गए वक्तव्य की ओर ध्यान नहीं देना चाहिए?



जब हम पाकिस्तान के सेनाध्यक्ष और प्रधानमंत्री के द्वारा आधिकारिक रूप से की गई बात पर भरोसा नहीं कर सकते हैं, तो क्या हम पाकिस्तान के गोपनीय सूत्रों पर आंख मूंदकर भरोसा कर सकते  हैं?



लेकिन फिर भी साफ करने वाली बात यह है, भारतीय सैन्य बलों के आधुनिकीकरण की योजना का हम पूरा समर्थन करते हैं, भविष्य में लड़ाई लड़ने के लिए अत्याधुनिक टैंक का विकास करने की योजना पर गंभीरता पूर्वक काम की जाने की आवश्यकता है, इस प्रोग्राम में ढीले हो रहा है, यह एक चिंता का विषय है.



लेकिन हमारी बात यह है, पाकिस्तान के गोपनीय सूत्र सच बोल रहे हैं या झूठ, इसको लेकर हमें परेशान होने की जरूरत नहीं है.



इसके अलावा आप जानते हैं, दक्षिण एशिया की शतरंज की बिसात पर पाकिस्तान की औकात सिर्फ चीन के प्यादे जितनी है, अगर हम चीन का इंतजाम कर लेते हैं, तो पाकिस्तान का इंतजाम अपने आप हो जाएगा.



भारत के बजाय, 2025 तक 600 tank खरीदने की पाकिस्तानी योजना के बारे में अंतर्राष्ट्रीय मुद्रा कोष को ज्यादा परेशान होना चाहिए.



अभी क्रिसमस के दिन पाकिस्तानी अखबारों में खबर छपी थी, जिसके अनुसार आईएमएफ के सांता क्लॉस ने पाकिस्तान के सामने एक कठिन शर्त रख दी है, जिसके अनुसार, अगले 3 वर्षों के आईएमएफ प्रोग्राम के दौरान पाकिस्तान को अपने बजट घाटे को जीडीपी के 4 से 5 फ़ीसदी के बीच नियंत्रण में रखना होगा. बजट में घाटा तभी होता है, जब सरकार का खर्चा उसके द्वारा इकट्ठे किए गए टैक्स से अधिक होता है.



भारतीय मीडिया भारतीय जनता को यह बताने में व्यस्त थी, कि पाकिस्तान भारत के साथ शांति चाहता है, इसीलिए IMF के द्वारा रखी हुई इस महत्वपूर्ण शर्त को उन्होंने नजरअंदाज कर दिया.



लेकिन अब पाकिस्तान के सामने दो विकल्प हैं, या तो वह विकास के ऊपर होने वाला खर्चा कम करे, अथवा उसे अपना रक्षा बजट कम करना होगा.



आपको तो पता है, इस बात की संभावना अधिक है, कि पाकिस्तान IMF के द्वारा रखी गई शर्त का पालन करने के लिए अपने विकास कार्यों पर होने वाले खर्चे को कम करेगा, लेकिन अपने रक्षा बजट को हमेशा की तरह बढ़ाता चला जाएगा.



हम सभी पाकिस्तान के सामान्य व्यवहार का अंदाज़ा लगा  सकते हैं, लेकिन IMF के बड़े-बड़े अर्थशास्त्री पाकिस्तान की प्राथमिकताओं को कभी नहीं समझ पाएंगे.



अगर पाकिस्तान के बढ़ते हुए रक्षा बजट के कारण विकास को होने वाले नुकसान को आईएमएफ स्वीकार करता है, तो अच्छा होगा, 22 बे बेलआउट के लिए बातचीत करने के साथ-साथ, आईएमएफ 23 बे बेलआउटके लिए भी बातचीत अभी से चालू कर दे.



दुर्भाग्यवश, आप छोटी-छोटी बातें  आम आदमी को समझा सकते हैं, लेकिन आप कॉमन सेंस आईएमएफ के अर्थशास्त्री को नहीं सिखा सकते.



कोई बात नहीं, आइए देखते हैं, नए साल में पाकिस्तान और आईएमएफ के बीच बातचीत कैसे आगे बढ़ती है, क्या पाकिस्तान IMF को एक बार फिर उल्लू बनाने में कामयाब होगा?

You might have read in news papers, that Pakistan is procuring 600 Battle tanks to strengthen its capability along the border with India.



First of all, lets be clear, this is Pakistani plan to modernize its armored fleet by 2025. As per this plan, Pakistan is going to procure 360 Battle tanks globally and to produce 220 tanks in Pakistan with the help from China.



Under the category of 360 Battle tanks, Pakistan is eyeing to buy Russian T90 battle tank, which is already mainstay of the armored regiment of the Indian Army.



While this news item is very alarming, if you read multiple news papers, you will realize that all of them have just published feed from PTI.



What these news papers have done was only to put eye grabbing headline on the content fed from single source.



Understandably, Pakistani newspapers also got the news of Pakistan purchasing T90 tanks from Indian newspapers.



As we have discussed in the past, before relying anything coming out of Pakistan,we should think twice.



If you go back to 6th April 2018, Pakistan Defense Minister has given an interview to Russian news paper Sputnik.



In this interview, he clearly specified that Pakistan is interested to acquire Russian T 90 tanks as a long term commitment instead of a single purchase.



Therefore if there was any such Pakistani plan to purchase Russian T 90 tank, it has been out in the public domain for last 8 months.



In the same Interview, Pakistani defense minister has mentioned Pakistan and Russia may reach an agreement on Purchasing Russian Sukhoi 35 fighter jet, besides this Pakistan has shown interest in buying air defense system from Russia.



If you have watched our videos in the month of April, we have covered these aspects. At that time, we were also foolishly  thinking that At least Pakistani Defense Minister must be speaking truth with Russian news agency about procuring Russian defense equipment.



Thankfully Indian Media found time to widely report about so secret Pakistani plan in the end of year 2018.



More interestingly, on 10 April 2018,  An article was published in Economic Times, as per which Russia does not plan to sell tanks, Fighter jets and air defense systems to Pakistan.



As per this Russian official, Its Pakistani wishful thinking, when there has been no discussion about Russian intention to sell such defense equipment to Pakistan.



Pakistan is so smart country that without having any discussion with Russia,  it can say publicly that it has been in discussion with Russia to buy T 90, Sukhoi 35 and S400. Do you need any more evidence to realize that Pakistan is a pathological liar.



The question comes, Is Pakistan lying for the sake of it?

The answer is clear No, Its part of Pakistani psychological warfare.  You see, such Pakistani tactics suit Russia as well. Perhaps that's why Pakistan keeps on officially making such false statement without official denial from Russian authorities.



Russia selling defense equipment to Pakistan is being sold as worst nightmare to India. As per many defense experts, Since India stopped buying defense equipment from Russia, In response Russia now selling defense equipment to Pakistan.



Therefore If Russia is selling defense equipment to Pakistan, for that too India should be blamed. We don't know on whose payroll these experts are saying so but they basically want to say that India should continue to buy expansive equipment without proper after sales support from Russia otherwise Russia will sell those equipment to Pakistan.



This thinking is the result of defensive mentality of Indian experts. Our point is simple, Russia can sell to whosoever it wants, and Pakistan can buy from whosoever it wants to buy from. Indian armed forces should buy best defense equipment meeting their needs at the least price.



We are not in emotional decision of relationship building, its logical purchase decision related to national security.



If you see carefully, Pakistan has to be foolish nation to buy T90 tanks from Russia, which has already been used by India.



As per Indian defense experts, India will be foolish to buy F16 because its being used by Pakistani air force, but Pakistan army is very smart if it buys T90 tanks, which has been used by Indian army since 2001.





Anyways Without doing any research in the past background, our news papers publish report on the basis of some Pakistani unidentified sources.





If Indian media wants to believe in Pakistani unidentified source in December 2018. Should Indian media not even pay attention to what Russian unidentified official source has said in April 2018.



If we cannot trust what Pakistan Army chief and Pakistani Prime Minister says, can we trust what some unidentified Pakistani sources are saying.



having said that, we totally support modernization plan for Indian army. Indian Futuristic Infantry Combat Vehicle programme is getting delayed , that's area of concern.



But our point is simple, we should not unnecessarily loose sleep because some source in Pakistan is lying.



Moreover, as you all know, Pakistan is just a Chinese Pawn on the south Asean chessboard against India. If we take care of China, Pakistan will take care of itself.



Rather than India, International monitory fund must be worried about Pakistani plan to buy 600 tanks by year 2025.



As per news report published in Pakistani news papers on Christmas,

Santa clause of IMF has put condition to Pakistan that it must ensure that its budget deficit must remain in the range of 4 to 5 percent of GDP during three years period of IMF Program.  Budget deficit occurs when the government spends more than it collect taxes.



Indian media is busy in telling Indian public that Pakistan wants peace with India, perhaps that's why they miss this IMF condition for Pakistan bailout.



Therefore Pakistan has to make hard choice in between cutting down its defense budget or development expenditure.



you know, In most likelihood, Pakistan would reduce its development expenditure to meet budget deficit target set by IMF, and increase its defense budget as it has been always doing.



We all can expect Pakistani behavior, but Its for Big Economic experts at IMF to learn what are the priorities of Pakistan.



If IMF Lets Pakistani development suffer due to rising defense budget, IMF should rather start talks for 23rd Pakistan Bailout simultaneously with 22nd Bailout program.



Unfortunately, you can teach common man new concepts, but you cannot teach commons sense to experts sitting in IMF.
