पिछले सप्ताह पाकिस्तान ने अंतरराष्ट्रीय मुद्रा कोष को अपने ऊपर चढ़े चीन के कर्जे की पूरी जानकारी दे दी. उस समय हमारे अधिकतर स्मार्ट viewers के अनुसार, इस बात में बहुत बड़ा संदेह था, कि पाकिस्तान ने चीन के कर्ज़े की सच्चाई अंतर्राष्ट्रीय मुद्रा कोष को बताई है.



पाकिस्तान ने आधिकारिक रूप से जो जानकारी अंतरराष्ट्रीय मुद्रा कोष के साथ साझा की है, वह अखबारों में छप चुकी है, इसलिए हम उसके बारे में चर्चा कर सकते हैं.



सबसे पहले तो थोड़ा सा हम पीछे की ओर देखते हैं, जब वर्ष 2015 में सीपेक को दुनिया के सामने बढ़ा चढ़ाकर प्रस्तुत किया गया, तब इसमें चीन का 46 बिलियन डॉलर का कर्जा लगा हुआ था.



लेकिन सितंबर 2016 तक, पाकिस्तान के योजना मंत्री के अनुसार सीपेक के लिए चीन का कर्जा बढ़कर 51.5 बिलियन डॉलर हो गया.



इसके बाद अप्रैल 2017 में, सिंध के गवर्नर के अनुसार चीन के द्वारा उपलब्ध कराई गई financing के दम पर, सीपेक की साइज  55 बिलियन डॉलर से बढ़कर 62 बिलियन डॉलर हो गई थी.



इस प्रकार 3 सालों में, सीपेक प्रोजेक्ट के पीछे चीन के कर्ज़े का आकार 46 बिलियन डॉलर से बढ़कर 62 बिलियन डॉलर तक पहुंच गया.



क्योंकि चीन के कर्ज़े को लेकर कई प्रकार के आंकड़े दिए गए, इसलिए पाकिस्तान के एक प्राइवेट ब्रोकरेज हाउस ने अनुमान लगाया, यदि पाकिस्तान के ऊपर चीन का 50 बिलियन डॉलर का कर्जा चढ़ा हुआ है, तो पाकिस्तान को अगले 30 वर्षों के दौरान चीन को 90 बिलियन डॉलर चुकाने होंगे.





क्योंकि आपको पृष्ठभूमि के बारे में जानकारी फिर से पता लग गई, इसलिए पाकिस्तान के योजना और विकास मंत्रालय के द्वारा साझा किए गए आधिकारिक ऐस्टीमेट की चर्चा करते हैं.



इस ऐस्टीमेट में केवल उन प्रोजेक्ट को शामिल किया गया है, जिन पर अभी काम चल रहा है. जिनके कारण पाकिस्तान पर चीन का मात्र 26.5 बिलियन डॉलर का कर्जा चढ़ा हुआ है.



ध्यान देने वाली बात यह है, पाकिस्तानी रेलवे का एक बहुत बड़ा प्रोजेक्ट सीपेक  में शामिल है, लेकिन उस प्रोजेक्ट पर अभी काम चालू नहीं हो पाया है. इसलिए 8.2 बिलियन डॉलर के इस प्रोजेक्ट को अभी ऐस्टीमेट में शामिल नहीं किया गया है.



क्योंकि पाकिस्तान ने शुरुआत ही चीन के कर्जे की कम मात्रा से किया है, इसीलिए पाकिस्तान को 28.32 बिलीयन डॉलर धन सीधा चुकाना होगा. और शेष 11.4 बिलियन डॉलर चीन कि निवेशक कंपनियों को डिविडेंड के रूप में लौटाया जाएगा.



इस प्रकार से कुल मिलाकर, चीन से लिए हुए 26.5 बिलियन डॉलर के कर्ज़े के जवाब में पाकिस्तान को 39.83 बिलियन डॉलर चीन को लौटाने होंगे.



अब आप अंतर को देखिए, प्राइवेट कंपनी के द्वारा किए गए अनुमान के अनुसार पाकिस्तान को 30 वर्षों में 90 बिलियन डॉलर लौटाने थे, लेकिन अब आधिकारिक एस्टीमेट के अनुसार पाकिस्तान को 20 वर्षों में मात्र 40 बिलियन डॉलर लौटाने होंगे.



यहां पर याद रखने वाली बात यह है, कि 90 बिलियन डॉलर का अनुमान पाकिस्तान में उच्च पदों पर बैठे हुए नेताओं के द्वारा दिए गए आधिकारिक वक्तव्य के आधार पर लगाया गया था.



आज के बाद  यह आप पर निर्भर करता है, कि आप पाकिस्तानी नेताओं और मंत्रियों के द्वारा दिए गए सार्वजनिक वक्तव्य पर विश्वास करते हैं या नहीं.



अगर आप पाकिस्तान के द्वारा IMF को  दी गई आधिकारिक जानकारी में भरोसा करना चाहते हैं, तो एक बात तो सिद्ध हो जाती है, पाकिस्तान के मंत्री झूठ बोलने में एक्सपर्ट हैं.



हालांकि भारत की जनता पाकिस्तान के नेताओं में विश्वास नहीं करती है, लेकिन हमारे भारतीय फेक एक्सपर्ट भारत की सेना की तुलना में पाकिस्तान के नेताओं के ऊपर अधिक विश्वास करते हैं.



आप तो जानते हैं, यह पूरा एस्टीमेट सिर्फ आईएमएफ से बेलआउट प्राप्त करने की इच्छा से तैयार किया गया है.



कोई बात नहीं, चलिए 40 बिलियन डॉलर के एस्टीमेट पर ही भरोसा कर लेते हैं. अगर पाकिस्तान को चीन का यह कर्जा भी लौट आना है, तो पाकिस्तान को भविष्य में अपने निर्यात में बढ़ोतरी करनी होगी, और सीपेक के प्रोजेक्ट का लाभकारी होना बहुत जरूरी है.



अगले साल पाकिस्तान को 3 बरसों के लिए IMF का बेलआउट मिलने वाला है, और पाकिस्तान के इसी आधिकारिक अनुमान के मुताबिक, 3 वर्षों की समय अवधि के दौरान पाकिस्तान ने चीन को 4.2 बिलियन डॉलर लौटाने होंगे.



इसलिए छोटा सा सवाल खड़ा होता है, की अगर पाकिस्तान का निर्यात बहुत तेजी से नहीं बढ़ा, तो पाकिस्तान चीन का कर्जा कैसे चुका पाएगा.



मीडिया में जो भी छपा है, उसके अनुसार पाकिस्तान आईएमएफ से 8 बिलियन डॉलर के बेलआउट का रास्ता देख रहा है. इसलिए मोटे तौर पर कहा जा सकता है, कि अचानक से अगर पाकिस्तान की आर्थिक हालत में बहुत अच्छा सुधार नहीं हुआ, तो आईएमएफ के पाकिस्तान को बेलआउट का आधा हिस्सा पाकिस्तान में चीन को बेलआउट दिलाने में काम आएगा.



आपको तो पता है, पिछले 2 महीनों में पाकिस्तान ने सऊदी अरब से 6 बिलियन डॉलर और यूएई से 3 बिलियन डॉलर बड़े गर्व के साथ हासिल किए हैं. पाकिस्तान को भविष्य में यह 9 बिलियन डॉलर चुकाने भी पड़ेंगे.



हम बात बहुत छोटी-सी कहना चाह रहे हैं, पाकिस्तान ने यह दिखाने की बड़ी कोशिश की है, की आईएमएफ का पैसा चीन का कर्जा लौटाने के लिए उपयोग नहीं किया जाएगा, लेकिन जैसा कि आपको समझ आ रहा होगा, ऐसा होने की संभावना भविष्य में दिखाई दे रही है.



अब तो यह आईएमएफ पर निर्भर करता है, कि क्या वह पाकिस्तान के द्वारा दिए गए ऐस्टीमेट को सार्वभौमिक सत्य के रूप में स्वीकार कर, 8 बिलियन डॉलर के चेक पर साइन कर देता है, अथवा पाकिस्तान के ऊपर चढ़े चीन के कर्ज़े की सच्चाई और पूर्णता की जानकारी प्राप्त करने के लिए पाकिस्तान से सवाल पूछता है.



जैसा कि हमने पिछले वीडियोस में चर्चा की है, इस बात का डर है, कि पाकिस्तान और आईएमएफ के बीच में फुल ड्रामा चल रहा है.



आप तो जानते हैं, पाकिस्तान को आईएमएफ का बेलआउट चाहिए, और अमेरिका को पाकिस्तान से अफगानिस्तान बेलआउट चाहिए.





चीन के कर्ज़े की बड़ी सुहावनी पिक्चर दिखा कर हो सकता है, पाकिस्तान को आईएमएफ का बेलआउट मिल जाए. लेकिन इस बात की संभावना अधिक है,की  अमेरिका एक बार फिर मूर्ख बन जाएगा, और उसी अफगानिस्तान बेलआउट नहीं मिलेगा.



अमेरिका चाहे तो आज अथवा 10 सालों के बाद पाकिस्तान के द्वारा तय की गई शर्तों पर अफगानिस्तान छोड़कर भाग सकता है.



इसी बीच अफगानिस्तान युद्ध को धन्यवाद देना चाहिए, पिछले 17 वर्षों में पाकिस्तान को IMF का जल्द ही चौथा बेलआउट मिलने वाला है.

Last week, When Pakistan has officially shared Chinese debt details to IMF, almost all of our smart viewers have doubted that Pakistan has shared complete details with International monitory funds.



Now, the details shared with IMF have been published in the news papers, we should discuss the official estimate of Pakistan.



First of all, lets quickly revisit the history,  When CPEC program was unveiled in the year 2015, it involved Chinese debt of 46 Billion Dollars.



By the September 2016,  As per Pakistani Minister of Planning, Chinese loans for CPEC increased to 51.5 billion Dollar.

In April 2017, As per governor of Sindh, with additional financing from China, the size of CPEC has gone up from 55 to 62 Billion dollars.



Thus in three years, the Chinese debt size has magically increased from 46 Billion Dollars to 62 Billion Dollars.



Given there were multiple figures, a private brokerage house in Pakistan has estimated, that if Pakistan has taken 50 Billion Dollar loan from China, it would have to pay back 90 Billion Dollars over the period of 30 years.



Now that you are aware of background, we will talk about official estimate of Pakistan's Ministry of Planning and development.



Considering only projects under implementation, Pakistan has Chinese debt of only 26.5 Billion Dollars.



Significantly, Another mega project of Pakistan Railway under CPEC has not been included in this estimate only because implementation on it has not started. The estimated Chinese debt of 8.2 Billion Dollar will be required for this railway project.



Now that Pakistan has decided to begin with lower debt amount, Over next 20 years, Chinese debt repayment will be 28.32 Billion Dollars and 11.4 Billion Dollars will be paid in the shape of dividend to Chinese investors.



Therefore in total, in return of Chinese debt of 26.5 Billion Dollars, Pakistan would end up repaying total 39.83 billion Dollars.



Now you see the difference, In comparison to previous estimate of 90 Billion Dollars over period of 30 years, Now Pakistan will have to return only 40 Billion Dollars over period of 20 years.



Please remember, the estimate of 90 billion dollars was done only on the basis of official statements of Pakistani ministers.



Now on wards, its up to you if you want to believe in the public statements of Pakistani leader.



If you like to trust the official estimates submitted to International monitory funds, Its proved that Pakistani leaders are expert liars.



Though Indian public trust them little, Indian fake experts have this habit of trusting on Pakistani leaders more than they trust Indian armed forces.



You all know, this estimate has been done only with the specific purpose of seeking IMF bailout.





Anyways, relying on the estimate of 40 Billion Dollar repayment, If Pakistan wants to service Chinese loans, it will have to increase its export in future, and CPEC projects have to be profitable.



As per this estimate, If Pakistan gets IMF bailout for next three years in the year 2019, Pakistan will have to pay 4.2 Billion Dollars to China during the same period.



Simple question is, If Pakistani export doesn't grow significantly during this period, from where it will bring the money to repay China.



Whatever we know from media, Pakistan is negotiating for 8 Billion Dollar bailout from IMF. Therefore it can be safely assumed, if Pakistan doesn't achieve remarkable economic turnaround quickly,   around half of IMF bailout will be indirectly used to bailout China in Pakistan.



Please note, in last two months, Proud Pakistan got 6 Billion Dollars from Saudi Arabia and 3 Billion Dollars from UAE.  It will have to repay that 9 Billion Dollar as well.



The point we are trying to make is simple, though Pakistan has tried hard to showcase that IMF bailout to Pakistan will not end up becoming IMF bailout to China.  But you can clearly see the possibility of it happening it sooner than later.



Now, its up to IMF if they accept Pakistani estimate as universal truth and write  the check of 8 Billion Dollar in favor of Pakistan ,or if it asks critical questions to Pakistan about the truthfulness and completeness of Chinese package details.



As we have feared in the last couple of videos, it appears a drama is going on in between IMF and Pakistan.



You know, Pakistan is now looking for IMF bailout and America is looking for Afghanistan bailout.



By sharing rosy picture of Chinese package details to IMF, Pakistan will end up getting IMF bailout, but its more likely that America will again be fooled with no Afghanistan bailout.

today or after 10 years, It will have to run away from Afghanistan at the conditions set by Pakistan.



Meanwhile thanks to Afghanistan War, Pakistan will be soon getting its 4th IMF bailout in last 17 years.
