कल हमने पाकिस्तान के अंग्रेजी अखबार एक्सप्रेस ट्रिब्यून में एक खबर पड़ी थी, जिसमें यह कहा गया था, कि रूस बिजली और पानी से संबंधित प्रोजेक्ट पर काम करने के लिए पाकिस्तान में 2 बिलियन डॉलर का निवेश करने के लिए तैयार बैठा है.
पूरी न्यूज़ रिपोर्ट को ध्यान से पढ़ने के बाद, हमने इसे नजरअंदाज करने का निर्णय लिया. लेकिन आश्चर्य इस बात पर हुआ, पाकिस्तान के एक्सप्रेस ट्रिब्यून की रिपोर्ट के आधार पर इस न्यूज आइटम को भारतीय मीडिया में बड़े पैमाने पर छापा गया.
इसलिए छोटा सा सवाल यह खड़ा होता है, क्या पाकिस्तानी खबरों को दोबारा पब्लिश करने के पहले भारतीय मीडिया खबरों को एक बार पढती है?
शायद भारतीय जनता के सामने करेक्ट न्यूज़ परोसने से ज्यादा महत्वपूर्ण सिर्फ न्यूज़ परोसना है.
सबसे पहले तो साफ करने वाली बात यह है, की नवंबर 2018 में हुई मीटिंग के दौरान रूस की सरकारी कंपनी Inter Rao Engineering ने पाकिस्तान में 2 बिलियन डॉलर का निवेश करने की इच्छा प्रकट की थी.
यहां पर हम एक ऐसे देश की बात कर रहे हैं, जो हर एक दूसरे देश से पैसा मांगता फिर रहा है, और इसी बीच रूस ने नवंबर 2018 में 2 बिलियन डॉलर के निवेश का प्रस्ताव दिया, लेकिन पाकिस्तान की मीडिया को इसकी खबर 3 महीने बाद जनवरी 2019 में लगी.
हो सकता है यह केवल एक संयोग मात्र हो.
इस बात पर विचार कीजिए, पाकिस्तान के उर्जा मंत्री से बातचीत करते समय, रूस की कंपनी ने पाकिस्तान के वॉटर मिनिस्टर से बातचीत करने की इच्छा जाहिर की.
लेकिन जो कंपनी दो बिलियन डॉलर निवेश करने के लिए बेचैन हो रही है, उसकी पाकिस्तान के वॉटर मिनिस्टर के साथ बातचीत नहीं हो पाई. हम समझ सकते हैं, पाकिस्तान के वॉटर मिनिस्टर के पास समय की किल्लत हो सकती है.
रूस की कंपनी पाकिस्तान में जल्दी से निवेश करने के लिए इतनी अधिक उतावली हो रही है, उसके अनुसार अगर पाकिस्तान की सरकार उसे कोई बड़ा प्रोजेक्ट का कॉन्ट्रैक्ट नहीं दे सकती, तो कम से कम छोटे छोटे 5 हाइड्रो पावर प्रोजेक्ट का कॉन्ट्रैक्ट उसे दे दे.
इसके बावजूद कि रूस की कंपनी पाकिस्तान में निवेश करने के लिए इतनी अधिक इंटरेस्टेड है, फिर भी पाकिस्तान की तरफ से रूस की इस कंपनी को कोई रिस्पांस नहीं मिल पाया है.
हो सकता है, सऊदी अरब यूएई चीन चारों तरफ से पाकिस्तान में पैसों की गंगा बहती चली आ रही है, इसलिए पाकिस्तान के पास रूस के 2 बिलियन डॉलर पर विचार करने के लिए समय नहीं है.
शायद यही कारण है, कि पाकिस्तान को 22 वा बेलआउट देने का सौभाग्य IMF को प्राप्त नहीं हो पा रहा है.
अब क्योंकि रूस के इस प्रस्ताव की खबर व्यापक रूप से मीडिया में छप चुकी है, हो सकता है, पाकिस्तान के मंत्रियों को रूस के साथ बातचीत करने का समय मिल जाए.
अब आप इस बात पर ध्यान दीजिए, रूस की यह सरकारी कंपनी पाकिस्तान के मोहमंद प्रोजेक्ट में निवेश करना चाहती है, जिसके लिए bid जुलाई 2018 में खोली गई थी, और तीन कंपनियों के एक समूह को प्रोजेक्ट पहले ही दिया जा चुका है.
रोचक बात यह है, इस ग्रुप का नेतृत्व Descon नामक एक पाकिस्तानी कंपनी कर रही है. पाकिस्तान के प्रधानमंत्री के सलाहकार पहले इस कंपनी के मालिक हुआ करते थे. और इमरान खान के सलाहकार की फैमिली के सदस्य अभी भी इस कंपनी में हिस्सेदार हैं.
हालांकि इस bid में दो ग्रुप शामिल हुए थे. लेकिन दूसरे ग्रुप को टेक्निकल आधार पर डिसक्वालीफाई कर दिया गया. तो उसकी फाइनेंशियल बिड पर विचार ही नहीं किया गया.
इस प्रकार से केवल एक ग्रुप की बिड खोली गई, और उसे स्वाभाविक रूप से प्रोजेक्ट का कॉन्ट्रैक्ट भी दे दिया गया.
अब आप यह देखिए, पाकिस्तान के प्रधानमंत्री के सलाहकार सीपेक को लेकर चीन के द्वारा किए जा रहे निवेश की कुछ महीनों पहले आलोचना किया करते थे. लेकिन उनके परिवार की हिस्सेदारी वाली कंपनी ने चीन की कंपनी के साथ बड़ी ही सुविधाजनक तरीके से ग्रुप बना लिया. और आसानी से प्रोजेक्ट का कॉन्ट्रैक्ट भी जीत लिया.
यहां पर पाकिस्तान के साथ सदाबहार दोस्ती करने के बदले में चीन को क्या मिल रहा है, इस बात पर विचार कीजिए. पाकिस्तान में एक प्रोजेक्ट को जीतने के लिए चीन की कंपनी को पाकिस्तानी कंपनी के साथ मिलकर एक समूह बनाने पर मजबूर कर दिया गया. अब यह आप पर निर्भर करता है, आप चीन के राजा सी जिनपिंग को अकल मंद समझे या बेवकूफ.
भ्रष्टाचार संबंधी विवाद के कारण, इस प्रोजेक्ट का इनॉग्रेशन पिछले 15 दिनों में 2 बार टाला जा चुका है. और इस प्रकार से अभी तक इस बांध के प्रोजेक्ट को इनॉगरेशन का इंतजार करना पड़ रहा है.
आशा की जानी चाहिए, मामला ठंडा होते ही बांध के इस प्रोजेक्ट का इनॉग्रेशन देर सवेर हो जाएगा. लेकिन अच्छी बात यह है, कि रूस की कंपनी ऐसे प्रोजेक्ट में निवेश करने के लिए तैयार है, जिसका कॉन्ट्रैक्ट पहले से ही किसी कंपनी को दे दिया गया है. अब ऐसा तो केवल पाकिस्तान में ही हो सकता है.
क्योंकि रूस की कंपनी को 2 बिलियन डॉलर पाकिस्तान में निवेश करने की बड़ी जल्दबाजी है, हो सकता है, जब रूस के राष्ट्रपति पाकिस्तान के नाम 20 बिलियन डॉलर के चेक पर साइन करने के लिए तैयार बैठे हो, तभी पाकिस्तान के मंत्रियों को बातचीत करने का समय मिले.
इसी बीच पाकिस्तान के लोग बड़े गर्व के साथ फूले नहीं समा रहे हैं, देखिए पाकिस्तान कितना अच्छा है, कि चारों दिशाओं से पैसा बहता चला आ रहा है, और उसे समेटने के लिए उनके पास हाथ कम पड़ रहे हैं.
और भारतीय लोग इस सदमे में हैं, रूस और पाकिस्तान के बीच मित्रता और अधिक बढ़ती चली जा रही हैं.
और इसी बीच, रावलपिंडी में किसी कोने में बैठा हुआ कोई व्यक्ति मुस्कुराता हुआ अपने इस शानदार प्रोपेगेंडा का मजा भी ले रहा होगा.
लेकिन फिर भी हमें यह अपेक्षा है, कि जल्द ही पाकिस्तान में 2 बिलियन डॉलर के निवेश को लेकर रूस आधिकारिक रूप से घोषणा करेगा.

Yesterday, we read a news published in Pakistani News Paper Express Tribune about Russia being ready to invest 2 Billion Dollars in water and energy projects in Pakistan.
After reading this news carefully, we thought of it as worth ignoring. however, we were surprised to notice that same report has been widely published in Indian media as well.
The question remains, does Indian media reads the news before re-publishing it and serving it to Indian public?
Perhaps, publishing news is more important than publishing correct news.
First of all, lets be clear, State Run Russian firm Inter Rao Engineering had presented this 2 Billion Dollar investment offer in meeting held in November 2018.
Here is country which is seeking money from every other friendly country, but Russia offered 2 Billion Dollars in November 2018, and Pakistani media got information about it three months after in January 2019.
Anyways, that could be co-incidence.
Please consider this now, during meeting with minister for Power, Russian firm desired to meet water minister but meeting didn't take place.
Here is company ready to invest 2 Billion dollar, but meeting with water minister could not take place. we understand, it could be due to schedule constraints of Pakistani Water minister.
Russian company is so eager to invest in Pakistan that it has clearly said that if Pakistan cannot award big projects to it, Pakistan government could club five small hydro power projects and award it.
Rather interestingly, though Russian firm has shown keen interest to invest in Pakistan, yet it has not received a response from Pakistan.
Its possible that Pakistan is getting so much money flowing in from Saudi Arabia, UAE and China that it doesn't care to respond about Russian 2 Billion Dollar offer.
Perhaps that's why Pakistan is not giving opportunity to IMF to give it 22nd bailout.
Its quite possible, now that news about Russian offer is widely published in media, Pakistani ministers will find some time to talk to Russian firm about this 2 Billion Dollar investment.
Now, please consider this, Russian firm is also interested in Mohmand dam power project, for which bidding was held on July 2018, and contract has already been awarded to a group of three companies.
Interestingly, this group is led by Descon, which was previously owned by Advisor to Prime minister of Pakistan Imran Khan. In this company family members of Imran Khan's adviser are still holding stakes.
In this bid, there were two contestants, Since second bidder was disqualified on technical grounds, its financial bid was not considered.
Therefore only one group's bid was opened, and it obviously got the project as well.
Rather curiously, This adviser of Imran Khan has been criticizing China for CPEC investment in Pakistan, but company of his family formed a group with Chinese companies and easily won the bid of the project.
Now, you can see the return of all weather friendship with Pakistan, Chinese company had to form a group to win a project in Pakistan. Now its up to you, whether you consider Chinese president Xi Jinping as smart or fool.
Thanks to corruption controversy, much awaited inauguration ceremony of this Mohmand dam has been postponed two times in first 15 days of this month. The dam project is still waiting for inauguration.
Hopefully, the inauguration of this corruption tainted dam will be held sooner or later, but its good to know that Russian firm is ready to invest in the project for which contract has already been granted. It can happen only in Pakistan.
You see, Given that Russian state firm is so eager to give its 2 Billion dollar money to Pakistan, Perhaps Pakistan will find time for this Russian firm, only after President Putin signs a cheque of 20 Billion Dollar in favor of Pakistan.
Meanwhile people of Pakistan are feeling very proud about money flowing in from all directions.
And Indians are feeling bad about growing friendship in between Russia and Pakistan.
Amid all this, Somewhere in Rawalpindi someone might be laughing for this amazing propaganda.
Having said that, we sincerely hope, soon Russia will invest 2 Billion Dollars in Pakistan.
