आप तो जानते हैं, दिसंबर महीने के अंतिम दूसरे सप्ताह में पाकिस्तान ने चीनी कर्ज़े की जानकारी औपचारिक रूप से आईएमएफ के हवाले कर दी.

इसके बाद दिसंबर महीने के आखिरी सप्ताह में, पाकिस्तान के अखबार एक्सप्रेस ट्रिब्यून को पाकिस्तान के मंत्रालय के द्वारा तैयार किए गए ऐस्टीमेट की जानकारी लग गई.

आइए जल्दी से इस बात की चर्चा करते हैं, कैसे अचानक से प्रोजेक्ट की वैल्यू 62 बिलियन डॉलर से घट कर  26.5 बिलियन डॉलर तक आ गई.

केवल कंपलीट और इन प्रोग्रेस प्रोजेक्ट को शामिल करते हुए, पाकिस्तान इस निष्कर्ष पर पहुंचा था, कि उसके ऊपर चीन का 26.5 बिलियन डॉलर का कर्ज़ा चढ़ा हुआ है.

क्योंकि पाकिस्तान ने शुरुआत ही चीन के कर्ज़े की कम मात्रा से की है, अगले 20 वर्षों के दौरान पाकिस्तान ने चीन को 39.8 यानी कि 40 बिलियन डॉलर लौटाने होंगे.
आईएमएफ से bailout प्राप्त करने के लिए, यह पाकिस्तान के द्वारा बताया गया सच था.

अब हम इससे पहले कि चीन के सच के बारे में जानकारी प्राप्त करें, हमें यह याद करना जरूरी होगा, पाकिस्तान और चीन एक दूसरे के सदाबहार दोस्त हैं, इनके बीच की दोस्ती अरब  सागर से भी गहरी और  हिमालय पर्वत से भी ऊंची है.

पाकिस्तानी अखबारों में चीनी कर्ज़े को लेकर जो खबरें प्रकाशित हुई है, उनका पाकिस्तानी अधिकारियों ने खंडन  नहीं किया है, लेकिन पाकिस्तान में चीन के राजदूतावास ने औपचारिक रूप से लिखित में वक्तव्य जारी किया है, जिसके अनुसार 40 बिलियन डॉलर का आंकड़ा गलत है, और धोखा देने वाला है.

चीन बात तो सही कह रहा है, लेकिन सवाल यह है, आखिर पाकिस्तान किसे धोखा देने की कोशिश कर रहा है.

कोई बात नहीं, कंपलीट और इन प्रोग्रेस प्रोजेक्ट को ही शामिल करते हुए, चीन कि पाकिस्तान में एंबेसी के अनुसार चीन ने पाकिस्तान में 18.9 बिलियन डॉलर का निवेश किया हुआ है.

लेकिन जब पाकिस्तान के योजना और विकास मंत्रालय ने कंपलीट और इन प्रोग्रेस प्रोजेक्ट को शामिल किया, तो वह 26.5 बिलियन डॉलर के आंकड़े तक पहुंचा.

इस  प्रकार पाकिस्तान और चीन के सच के बीच में 7.6 बिलियन डॉलर का भारी अंतर है.

अब यह पब्लिक पर निर्भर करता है, उसे ही समझना होगा कि आखिर पाकिस्तान और चीन के बीच चल क्या रहा है. अब जनता को ही तय करना होगा, वह चीन के सच पर भरोसा करे अथवा पाकिस्तान के.

1 महीने पहले यह आंकड़ा 62 बिलियन डॉलर का था, 2 सप्ताह पहले यह आंकड़ा 26.5 बिलियन डॉलर का हो गया और 2 दिन पहले यह आंकड़ा  सिमट कर 18.9 बिलियन डॉलर तक पहुंच गया.

इस प्रकार से साफ़ दिखाई देता है, कि पाकिस्तान और चीन के बीच हलचल और बेचैनी का माहौल बना हुआ है. आईएमएफ के साथ आंकड़ों को साझा करने के पहले, अच्छा होता अगर दिसंबर की सर्दियों में यह  दो सदाबहार दोस्त आपस में बात कर लेते.

बात बहुत सीधी  है, झूठ के कई रूप होते हैं, लेकिन सच का केवल एक रूप होता है.

यह भी संभव हो सकता है, कि ना तो पाकिस्तान और ना ही चीन सच बोल रहा हो, और दोनों ही आईएमएफ को धोखा देने की जुगाड़ लगा रहे हो.

आप तो जानते हैं, पाकिस्तान के आईएमएफ से 22बे  bailout  के लिए बातचीत की शुरुआत करने के पहले, जब भी कोई पाकिस्तानी नेता अपना मुंह खोलता था, तो सीपेक प्रोजेक्ट में चीनी निवेश का आकार अपने आप बढ़ता चला जाता था.

सीपैक प्रोजेक्ट की वैल्यू को लेकर वर्ष 2015 में 46 बिलीयन डॉलर का आंकड़ा, मात्र 2 वर्षों के अंदर 62 बिलीयन डॉलर तक  पहुंच गया.

इससे पहले कि आईएमएफ के बेलआउट के लिए दूसरे चरण की बातचीत चालू हो, सीपैक  प्रोजेक्ट के पीछे  चीनी निवेश का आकार घटकर 18.9 बिलियन डॉलर रह गया.

देखा जाए तो चीन एक कदम और आगे बढ़ गया है, 18.9 बिलियन डॉलर  के आंकड़े में, चीनी सरकार ने मात्र 6 बिलियन डॉलर दो परसेंट ब्याज दर पर पाकिस्तान को दिया है, और शेष 12.8 बिलियन डॉलर चीन की कंपनियों और व्यवसायिक बैंकों ने 5% की ब्याज दर पर पाकिस्तान को उपलब्ध कराया है.

इसलिए अगले 30 से 25 वर्षों के दौरान पाकिस्तान ने चीन की सरकार का केवल 6 बिलियन डॉलर का कर्जा लौट आना है.

शेष 12.8 बिलियन डॉलर के लिए चीन की प्राइवेट कंपनियां और व्यवसायिक बैंक अपने लाभ हानि और कर्ज़े की वसूली के लिए जिम्मेदार होंगे.

इस प्रकार चीन की सरकार ने बड़ी अक्लमन्दी से पाकिस्तान पर चढ़े अपने कर्ज़े को सरकारी और प्राइवेट दो हिस्सों में बांट दिया.

लेकिन सबको पता है, चीन में सभी प्राइवेट कंपनियों पर भी एक तरह से सरकार का कब्जा है, क्या चीन की प्राइवेट कंपनियां और व्यवसायिक बैंक कम्युनिस्ट पार्टी से स्वतंत्र होकर अपना निर्णय ले सकते हैं?

इसलिए हम कम से कम यह अनुमान लगा सकते हैं, की चीन के अनुमान के मुताबिक, पाकिस्तान के ऊपर 18.9 बिलियन डॉलर का कर्जा चढ़ा हुआ है.

अंग्रेजी के अखबार ब्लूमबर्ग में अगस्त 2018 में छपे विश्लेषण के अनुसार, पिछले 13 महीनों में पाकिस्तान ने चीन से 6 बिलियन डॉलर प्राप्त किए हैं, ताकि वह अपने बैलेंस ऑफ पेमेंट क्राइसिस से निपट सके.

आपको याद होगा, चुनाव के पहले और बाद में चीन ने नगद पैसा पाकिस्तान के बैंक में जमा कराया था, ताकि पाकिस्तान का विदेशी मुद्रा भंडार जमीन पर ना गिर पड़े, जब की पाकिस्तान का विदेशी मुद्रा भंडार मुख्य रूप से चीन की ओर से बढ़ रहे आयात के कारण ही खत्म हो रहा था.

इसलिए सवाल यह उठता है, चीन ने क्या 6 बिलियन डॉलर पाकिस्तान को दान में दिए थे, या भीख में?

ऐसा लग रहा है, पाकिस्तान और चीन के बीच race चल रही है, ताकि यह दिखाया जा सके, कि पाकिस्तान पर चीन का कम से कम कर्जा  चढ़ा हुआ है, और पाकिस्तान को जल्दी से आईएमएफ से बेलआउट मिल जाए.

आम तौर पर सभी लोग जानते हैं, चीन की तरफ से पाकिस्तान आईएमएफ के बेलआउट की जुगाड़ लगा रहा है.

लगता है, चीन को इस बात की भनक लग गई है, कि वह पाकिस्तान के मौत के जाल में फंस चुका है, ना तो वह पाकिस्तान को कर्ज चुकाने के लिए मजबूर कर सकता है, और ना ही वह श्रीलंका की तरह पाकिस्तान के इंफ्रास्ट्रक्चर पर कब्जा कर सकता है.

इसलिए एक ही रास्ता बाहर की ओर जाता है, कि किसी तरह पाकिस्तान को आईएमएफ का 22 वा बेलआउट मिल जाए, ताकि दुनिया की अन्य संस्थाएं सस्ती ब्याज दर पर पाकिस्तान को कर्जा देने के लिए आगे आएं.

पाकिस्तान का दिवालियापन रोकना चीन के लिए सबसे अच्छा होगा, क्योकि केवल आईएमएफ की मदद से चीन पाकिस्तान को दिया अपना कर्जा वसूल पाएगा.

अब आप पाकिस्तान होने की सुंदरता देखिए, एक ओर अफगानिस्तान बेलआउट के लिए अमेरिका पाकिस्तान को आईएमएफ बेलआउट देने की कोशिश कर रहा है, तो दूसरी ओर सीपेक  बेलआउट  के लिए चीन पाकिस्तान को IMF bail out दिलवाने के लिए मदद करने की कोशिश कर रहा है.

पाकिस्तान  में चीन के राजदुतावास ने जो आधिकारिक वक्तव्य जारी किया है, वह सिद्ध करता है, की हताश होकर चीन ने आईएमएफ को अपने कर्ज़े को लेकर सुनहरी पिक्चर दिखाने की कोशिश करी है.

अच्छा होता, आईएमएफ को कर्जे की डिटेल को दिखाने के पहले पाकिस्तान के अधिकारियों ने वह डाटा पाकिस्तान में चीन के एंबेस्डर को दिखा दिया होता.

अब तो यह अंतर्राष्ट्रीय मुद्रा कोष पर निर्भर करता है, कि वह पाकिस्तान के द्वारा जमा किए गए Data पर भरोसा करे, अथवा चीन कि पाकिस्तान में एंबेसी के द्वारा छापे गए वक्तव्य पर भरोसा करें.

ऐसा लगता है, सीपेक   में पारदर्शिता का अभाव अपने आप नहीं हुआ है, यह चीन और पाकिस्तान ने जानबूझकर फैलाया है.

चलिए छोड़िए, पाकिस्तान के पास अपने वेट सोल्जर को एलओसी के पार भेजने का तो समय है, लेकिन उनके पास इतना साहस नहीं है, कि वह उनके शबों को वापस ले सके.

भारतीय सैन्य बल अगर आतंकियों का ठीक से आत्म संस्कार करें, तो भी  वह बहुत बुरे हैं, लेकिन भारत के मानवाधिकार रक्षकों के अनुसार अपने सैनिकों के शबों को अंतिम संस्कार के लिए वापस ना लेने वाला पाकिस्तान एक शांतिप्रिय और बेचारा देश है.

इसलिए कम से कम पाकिस्तान से तो सच की अपेक्षा हमें नहीं करनी चाहिए.

लेकिन इसी बीच चीन के मुर्गे को पाकिस्तान ने मौत के जाल में फांस लिया है. चीन अपनी एंबेसी की वेबसाइट पर कुछ भी पब्लिश करता रहे, उसे पाकिस्तान से बदले में 1 रुपया ना तो आज मिलेगा, और ना 20 सालों बाद.

You know, in the second last week of December, Pakistan has officially shared Chinese debt details with IMF.



In the last week of December, Pakistani news paper Express Tribune got access to the estimate of Pakistan's Ministry of Planning and development.



Lets quickly discuss how the worth of CPEC projects has suddenly come down from 62 Billion dollars to 26.5 Billion Dollars.



As per this estimate, Considering completed and in progress project, Pakistan has Chinese debt of only 26.5 Billion Dollars as of now.



Now that Pakistan has decided to begin with lower debt amount, Pakistan was required to pay only 39.83 or 40 Billion Dollars to China over a period of 20 years.



This was Pakistani version of truth shared with IMF to get quick bailout.



Before discussing Chinese version of truth, we must recall, Pakistan and China are all weather friends and their friendship is deeper than Arabian sea and higher than Himalayan mountain.





While Pakistani authorities have not refuted the Chinese debt details published in Pakistani News papers, Chinese embassy in Pakistan has published official statement saying , this number of 40 Billion dollar is wrong and misleading.



China is correct, but the question is, whom Pakistan has been trying to mislead?



Anyways, As per the list of completed and under construction projects, Chinese embassy has stated  total investment for Cpec project is of 18.9 Billion Dollars.



But with the criteria of completed and in progress projects, Ministry of Planning and development in Pakistan has arrived at figure of 26.5 Billion Dollars.



Therefore the difference in between Pakistani Truth and Chinese truth is of whopping 7.6 Billion Dollars.



Now, its up to public to determine, what is really going on in between China and Pakistan. What is the exact Chinese investment or loan behind CPEC Project.



Is it 62 Billion Dollar one month back, 26.5 Billion Dollars 2 weeks back, or 18.9 Billion Dollars two days back.



This clearly shows the state of panic in between Pakistan and China. before sharing details with IMF, would it not be better if these two all weather friends had discussed with each other in winter of December.



The point is simple, Lie can have many versions , but Truth has only one version.



Its quite possible that neither Pakistan nor China is speaking truth and both are trying to mislead IMF.



You all know, before Pakistan entered Into negotiations for 22nd IMF bailout, each time Pakistani leaders used to open mouth, Chinese investment in CPEC used to increase.



From 46 Billion Dollars in the year 2015, worth of CPEC project went up to 62 Billion Dollars with in two years.



Anyways, before second round of talks with IMF can start in the mid of this month, Chinese debt for CPEC project has gone down to 18.9 Billion Dollar.



In fact, China has gone ahead with the clarification that out of 18.9 Billion Dollars, debt of Chinese government is only 6 Billion Dollars at the interest rate of 2%.  and rest 12.8 Billion Dollars have come from Chinese companies and commercial banks at the interest rate of 5%



Therefore Pakistan is supposed to repay only 6 Billion Dollars to Chinese government over the period of next 20 to 25 years.



For  rest 12.8 Billion Dollars, Chinese companies and commercial banks are responsible for their own profits and losses and repayment of loans.



While Chinese government has smartly tried to separate the loan given to Pakistan in two Chinese government and private bucket.



But everyone knows, China has this model of state owned capitalism. Can these Chinese companies and commercial banks work independently from Communist party of china.



Therefore, we can safely assume that as per Chinese estimate, at least CPEC has Chinese debt  of 18.9 Billion Dollars.



As per the estimate of Bloomberg published in August 2018, In last 13 months, Pakistan received Chinese loans worth 6 Billion Dollars to survive its balance of payment crisis.



You may recall, before and after the election this year in Pakistan, China has deposited hard cash in Pakistani banks to maintain its currency reserves, which has been getting depleted again and again, thanks to rising import of Chinese goods.



The question is, those 6 Billion dollars given to Pakistan by China was Chinese donation or beggary to Pakistan.



It appears, there is race in between China and Pakistan to showcase that Pakistan owed less Chinese money so that Pakistan can get IMF loan quickly in this month.



Its widely accepted fact, Pakistan is seeking IMF Bailout on behalf of China.


China has perhaps realized the death trap of Pakistan, that it can neither force Pakistan to repay loan, nor it can grab assets in Pakistan as it famously did in Sri Lanka.



Therefore only possible way out is that Pakistan comes under 22nd IMF program, so that other global lending agencies also start providing cheap loan to Pakistan.



Preventing default of Pakistan government is in Chinese best interest. Only IMF can help China to get its money repaid.



Now look at the beauty of being Pakistan, in order to get Afghanistan bailout, on one side America is trying to provide IMF bailout to Pakistan.



On the other hand, In order to get CPEC bailout, China is also helping Pakistan to get IMF bailout.



Official statement published by Chinese embassy in Pakistan confirm the disparate and late attempt of China to showcase rosy picture to IMF.



it would have been better, before showing Chinese debt details to IMF, if Pakistan has shown that data sheet to Chinese ambassador in Pakistan.



More importantly, its now up to International monitory fund ,if it wants to rely on the data submitted by Pakistan or the statement published by Chinese embassy.



It appears, lack of transparency in CPEC project is not by default, its by design of China and Pakistan.



Anyways, when Pakistan  has time to send its BAT soldiers across the L O C, but cannot dare to take their dead bodies. its waste to expect truth from them.


For Indian human right activists,  Indian security forces perform last rites of terrorists, they are very bad, but when Pakistan doesn't even accept dead bodies of its soldiers, Pakistan is very poor and peaceful country.

So far as Chinese rooster is concerned, its caught in Pakistan death trap. it can publish whatever debt details in its website, its not going to get anything in return now or 20 years afterwards
