जब भी कभी हम चीन पाकिस्तान इकोनामिक कॉरिडोर की बात करते हैं, तो हमारे ध्यान में सिर्फ यही आता है, कि यह चीन के काश्गर को पाकिस्तान के  ग्वादर से जोड़ने वाला रास्ता है.



व्यापक तौर पर इसकी चर्चा है, कि सीपैक चीन को अरब सागर के गर्म पानी तक पहुंचने का  छोटा रास्ता उपलब्ध करवाता है. और इसके बाद चीन को इस बात का कोई भी डर नहीं रहेगा, कि भविष्य में विवाद के दौरान अमेरिका मलक्का स्ट्रेट से जाने वाले चीन के सकरे रास्ते को बंद कर सकता है.



शायद आप जानते हो, पश्चिमी रूट चीन पाकिस्तान इकोनामिक कॉरिडोर को ग्वादर बंदरगाह से जोड़ता है.



वर्ष 2015 में पाकिस्तान के प्रधानमंत्री नवाज शरीफ ने चीन पाकिस्तान इकोनामिक कॉरिडोर के अंतर्गत पश्चिमी रूट का इनॉग्रेशन किया था.



अभी से, बलूचिस्तान के लोग इस बात का सपना संजोए बैठे हैं, कि सीपैक से वहां पर समृद्धि और खुशहाली आएगी.



लेकिन दिसंबर 2018 में बलूचिस्तान कैबिनेट की मीटिंग में सीपैक प्रोजेक्ट की प्रगति का रिव्यू करते समय, कैबिनेट के मेंबर्स को यह जानकर धक्का लगा, कि सीपैक प्रोजेक्ट के अंतर्गत ग्वादर शहर के बाहर कोई भी विकास कार्य नहीं हुआ है.



पूरी दुनिया के दिमाग पर केवल ग्वादर बंदरगाह सवार था, शायद इसीलिए किसी ने यह सवाल नहीं पूछा, की आखिर कौन सी सड़क ग्वादर बंदरगाह को चीन पाकिस्तान इकोनामिक कॉरिडोर की मुख्यधारा से जोड़ेगी.



स्थिति को और अधिक खराब करते हुए, बलूचिस्तान में शासन कर रही बलूचिस्तान आवामी पार्टी के Founder के अनुसार, , पाकिस्तान की केंद्रीय सरकार के योजना मंत्री के अनुसार पश्चिमी रूट अब सीपैक  का हिस्सा है ही नहीं.



सरकार के बदलने मात्र से, अब पश्चिमी रूट सीपैक   का हिस्सा नहीं है, अथवा यह भी हो सकता है, की पिछली सरकार बलूचिस्तान की आम जनता को धोखा देने की कोशिश कर रही थी.



अब सवाल यही सामने है, कि चीन ने इतना पैसा अपने पश्चिमी प्रांत को ग्वादर से जोड़ने के लिए खर्च किया है, लेकिन ग्वादर को सीपैक  से जोड़ने वाली सड़क अब सीपैक  का हिस्सा नहीं है.



बिना रोड नेटवर्क के ग्वादर बंदरगाह कैसे काम करेगा, इसके बारे में तो स्मार्ट शी जिनपिंग ही पूरी दुनिया को ज्ञान दे पाएंगे.



अब हम किसी एक ऐसी रिपोर्ट की चर्चा नहीं करेंगे, जिसे पश्चिमी देशों के अखबारों ने छापा है. बल्कि बलूचिस्तान की विधानसभा ने 21 दिसंबर 2018 को सर्वसम्मति से एक प्रस्ताव पारित किया है.



यह बात समझ में आती है, पाकिस्तानी सेना के 600 टैंक खरीदने की खबर से भारतीय मीडिया हम सभी को डराने की कोशिश करने में बिजी थी, इसलिए उन्हें इस बात का समय नहीं मिला, की वह यह बता पाएं, कि बलूचिस्तान की विधानसभा सीपैक  में बलूचिस्तान के साथ हुए अन्याय के खिलाफ उठ खड़ी हुई है.



हर कोई यह बात जानता है, कि बलूचिस्तान पाकिस्तान का सबसे बड़ा और सबसे गरीब प्रांत है. लेकिन सीपैक  में बलूचिस्तान का हिस्सा मात्र 4.5 फ़ीसदी है. और अगर इसमें से ग्वादर बंदरगाह और रिहायशी प्रोजेक्ट को निकाल दिया जाए, तो पूरे बलूचिस्तान का हिस्सा सीपैक  का मात्र 1% हो जाता है.



पैसा चीन से तो आया, लेकिन उसका उपयोग पश्चिमी पाकिस्तान के ऊपर नहीं किया गया, बल्कि ज्यादातर पैसा पूर्वी पाकिस्तान के हिस्सों पर खर्च किया गया. जो कि पहले से ही ज्यादा समृद्ध है.



बलूचिस्तान के मुख्यमंत्री के अनुसार, पिछले 5 वर्षों के दौरान इस्लामाबाद ने बलूचिस्तान की उपेक्षा की है. और उन्होंने इस पूरे प्रोजेक्ट में और अधिक पारदर्शिता की अपेक्षा की है. साथ ही उन्होंने मांग की है, कि भविष्य में सीपैक  के अंतर्गत होने वाले सभी समझौतों को लेकर बलूचिस्तान को विश्वास में लिया जाना चाहिए.





सीपैक  प्रोजेक्ट में बलूचिस्तान की हो रही उपेक्षा का विरोध करने के लिए, उन्होंने पिछले महीने  joint coordination committee की बैठक में हिस्सा नहीं लिया. यह कमेटी सीपैक  की निर्णय लेने वाली सबसे बड़ी संस्था है.



सीपैक  के प्रति अपने असंतोष को दर्ज कराने के लिए, अब वहां की सरकार चीन के लिए महत्वपूर्ण प्रोजेक्ट्स में अड़ंगा भी अटकाने लगी है.



कृपया इस बात पर विचार कीजिए, विश्व प्रसिद्ध ग्वादर बंदरगाह बिजली की आपूर्ति के लिए ईरान पर निर्भर करता है.



सीपैक के अंतर्गत 13 ऊर्जा  के प्रोजेक्ट हैं, जिनमें से ज्यादातर कंप्लीट होने वाले हैं,लेकिन  बलूचिस्तान के ऊर्जा और पर्यावरण मंत्रालय के कारण ग्वादर पावर प्लांट पर काम अभी तक चालू नहीं हो पाया है.



पाकिस्तान में चीन के राजदूत ने पिछले अक्टूबर महीने में झल्ला कर बलूचिस्तान के मुख्यमंत्री के साथ अच्छा बर्ताव नहीं किया.



अंत में पिछले महीने, बलूचिस्तान की सरकार ने पावर प्लांट को लेकर अपनी मंजूरी दे दी, लेकिन अभी भी इस पावरप्लांट का काम पूरा होने में 2022 तक का समय लगेगा. इसलिए अगले 3 वर्षों तक ग्वादर बंदरगाह और उसके आसपास चीन के शहर को बिजली की पर्याप्त आपूर्ति नहीं हो पाएगी.



दुनिया भर की मीडिया की ग्वादर बंदरगाह को लेकर नींद हराम हो गई थी, वहां पर चीन का बंदरगाह, चीन का शहर और चीन का सैन्य अड्डा बनाया जाने वाला है. लेकिन किसी ने यह  छोटा सा सवाल नहीं पूछा, कि आखिर इन सब के लिए बिजली कहां से आएगी.



शायद स्मार्ट शी जिनपिंग यह राज जानते हैं, कि बिना बिजली के कैसे एक बंदरगाह और एक शहर को चलाया जा सकता है.



चीन और पाकिस्तान ने बड़ी शिद्दत के साथ सीपैक के सपने को पूरी दुनिया के सामने बेचा है, और हम सब ने बड़ी खुशी के साथ उसे खरीदा और हमेशा उससे  डरते रहते हैं.



बलूचिस्तान को लेकर बढ़रहे असंतोष को ध्यान में रखते हुए, सामाजिक उत्थान के कार्यक्रमों के लिए चीन ने पाकिस्तान को एक विलियन डॉलर उपलब्ध कराने का निर्णय लिया है. इसमें से आधा धन सिर्फ बलूचिस्तान के ऊपर खर्च किया जाएगा.



भगवान जाने, सामाजिक उत्थान के इस महान प्रोजेक्ट का हश्र क्या होगा.



 इसी बीच अखबारों में इस प्रकार की खबरें आने लगी है, पाकिस्तान का विदेशी मुद्रा भंडार खत्म ना हो, इसलिए चीन पाकिस्तान को 2 बिलियन डालर और उपलब्ध कराने वाला है.



पाकिस्तान में आम चुनाव के पहले और बाद में चीन ने पाकिस्तान को हार्ड कैश उपलब्ध कराया था, और उसके बाद सऊदी अरब और यूएई से भी पाकिस्तान की ओर पैसा बहना चालू हो गया है.



लेकिन आप तो जानते हैं, पाकिस्तान पैसा जलाने की मशीन है, इसलिए दिवालियापन को रोकने के लिए चीन पाकिस्तान को 2 बिलियन डॉलर और उपलब्ध कराएगा.



इस बात की पूरी संभावना है, आईएमएफ जल्दी ही पाकिस्तान को बेलआउट उपलब्ध करा देगा. लेकिन सवाल यह है, आखिर किन शर्तों के आधार पर यह बेलआउट दिया जाएगा.



पाकिस्तान को जब २२ वाँ bailout मिलने वाला है, तो अमेरिका को अफगानिस्तान बेलआउट की आशा लगी हुई है, और चीन सीपेक बेलआउट के सपने देख रहा है.



लेकिन, शातिर पाकिस्तान का कमाल है, अमेरिका की आशाएं और चीन के सपने  कभी सफल नहीं होंगे. आप ही बताइए, पाकिस्तान क्यों सोने के अंडे देने वाली 2 मुर्गियों को मारकर खाएगा.



जैसा कि अनुभव बताता है, जैसे ही 3 सालों के भीतर आईएमएफ का २२ वाँ प्रोग्राम समाप्त होगा, बेलआउट की लत लगे हुए पाकिस्तान के लिए 23वें प्रोग्राम के लिए भी बातचीत चालू हो जाएगी.

Whenever we talk about China Pakistan economic corridor, we assume by default that its a path connecting Chinese Kashgar to Pakistani Gwadar.



Its widely publicized that CPEC grants China access to warm water of Arabian sea, and it ensures that China will not have to worry about America imposing blockade on Malacca strait in future conflict situation.


Perhaps you know, western route connects Gwadar port to rest of the China Pakistan Economic corridor.


In fact, back in the year 2015, Pakistani prime minister Nawaz Sharif inaugurated the western route of the China Pakistan Economic corridor.







Since then People of Balochistan have been thinking of CPEC as last chance to bring prosperity in the region.



But during a meeting of the Balochistan cabinet in December 2018, while reviewing the progress of CPEC, Cabinet members left shocked to know that no progress has been made on any project outside Gwadar.



While Whole world was obsessed with Gwadar port, no one cared to look at the progress on the road network connecting Gwadar to rest of CPEC network.



Making matter worse, founder of ruling Balochistan Awami Party founder has been informed by federal minister for Planning that western route is not even part of CPEC.

With the change of government in Pakistan, Western route is no longer part of CPEC, or perhaps previous government was just trying to deceive people of Balochistan.

The question is China has pumped money into CPEC to connect its western province with Gwadar port, but now that connecting component is no longer part of CPEC.



Without proper road network, how Gwadar Port will function, perhaps the smart Xi Jinping will be able to tell whole world.



Now, we will not talk about the report published in some western newspaper, but about the unanimous resolution adopted by Balochistan Assembly on 21 December 2018.



Understandably, while Indian media has been busy to scare Indian public about bankrupt Pakistan planning to buy 600 tanks, they didn't get time when Balochistan Assembly stood against the CPEC injustice done to People of Balochistan.



Everyone knows, Balochistan is the largest and poorest province of Pakistan, but Balochistan's share in the CPEC is only 4.5 Percent. If Gwadar port and residential projects are removed, Balochistan's shared in CPEC is reduced to meager one percent.



The money came from China, but projects in western route of CPEC have been completely ignored, and money got spent to already relatively prosperous eastern route.



Chief Minister of Balochistan has clearly complained, that during last five years, their Province has been ignored by Islamabad, and called for more transparency in the project, and asked for taking provincial assembly to be taken into confidence regarding cpec related agreements.



Protesting against Balochistan being left out of bigger CPEC projects, Last month Chief minister refused to attend 8th meeting of the joint coordination committee, which is the top decision making body of CPEC



In order to express the dissatisfaction about CPEC, regional government has been delaying projects considered important to China.



Please consider the power plant project for world famous Gwadar port, which currently have an intermittent electricity supply from neighboring Iran.



There are 13 energy projects in CPEC, while most of them are about to complete, Thanks to Energy and environment department of Balochistan, the construction on Gwadar power plant could not be started.



Chinese ambassador to Pakistan got irritated, and behaved in bad manner with Chief Minister of Balochistan in October last year.



Finally Last month, regional government granted go ahead to the construction of the power plant, but if all things run on time. project will be completed by 2022. Hence for next three years, Gwadar port will not have an adequate power supply.



The global media has been loosing sleep over Gwadar port, Chinese city in Gwadar and Chinese military base in Gwadar, but no one cared to ask from where the electricity will come.

Perhaps, Smart Xi Jinping knows about making a port work and a city thrive without assured electricity supply.



China and Pakistan both were hard selling the dream of CPEC to whole world, and we were happily buying it and getting scared.



Realizing the growing unrest among the people of Balochistan against CPEC, China is going to provide 1 billion Dollar as Social uplift package, and half of this package will be dedicated for Balochistan.



God knows, what will be truth of this social uplift package few years down the line.



Meanwhile, it has been reported in multiple news papers, that China has agreed to lend at least 2 Billion Dollars to Pakistan to help it maintain its foreign currency reserves.



Months before and months after last general election, China gave hard cash to Pakistan, which has recently got money flowing in from Saudi Arabian and UAE.



But as you all know, Pakistan is a cash burning machine, therefore China has to again provide 2 Billion Dollars more to Pakistan to prevent its default.



In most likelihood, Pakistan will soon get IMF bailout, more important question is, on what conditions it will get IMF bailout.



While giving votes in favor of 22nd IMF bailout to Pakistan, America will hope for Afghanistan Bailout and China will dream for CPEC bailout.



But thanks to cunning Pakistan, American hopes and Chinese dreams will never be reality. You tell, By fulfilling their dreams, why Pakistan will kill the goose laying the golden eggs.



But as experience suggests, as soon as 22nd IMF program ends after three years, Bailout addict Pakistan will ask for 23rd IMF program.
