वन चाइना की पॉलिसी का पालन करने के लिए चीन ने इन सभी देशों से कहा, कि उन्हें ताइवान के इस संवेदनशील प्रोजेक्ट में शामिल होने से होने वाले नुकसान के बारे में अंदाजा लगा लेना चाहिए.



चीन ने साफ तौर पर कहा है, इनमें से किसी भी देश ने अपनी कंपनी को ताइवान के सबमरीन प्रोजेक्ट में शामिल नहीं होने देना चाहिए. नहीं तो चीन के साथ उस देश के संबंधों पर बहुत बुरा प्रभाव पड़ेगा. और ताइवान strait में शांति और स्थायित्व को भी खतरा पहुंच जाएगा.



इस न्यूज़ आइटम को भारत की मीडिया में व्यापक तौर पर प्रकाशित किया गया. लेकिन किसी ने यह पूछने का साहस नहीं दिखाया, की  एक छोटे से देश ताइवान के सबमरीन प्रोजेक्ट को लेकर आखिर चीन के पेट में दर्द क्यों हो रहा है?



दुर्भाग्यवश हमारी मीडिया में किसी ने भी भारत के ताइवान के सबमरीन प्रोजेक्ट में शामिल होने की प्रशंसा नहीं की. शायद चीन के द्वारा दी जाने वाली चेतावनी को प्रकाशित करना उनके लिए ज्यादा महत्वपूर्ण था.



कोई बात नहीं, आइए थोड़ा इतिहास को देखते हैं.



ताइवान के पास बुड़ी पुरानी चाल सबमरीन है, जो की वर्ष 2030 तक किसी न किसी प्रकार से काम कर पाएंगी.



ताइवान की समुद्री पानी के अंदर लड़ाई लड़ने की क्षमता का विकास करने के लिए, अमेरिकी राष्ट्रपति बुश ने वर्ष 2001 में ताइवान की 8 diesel powered सबमरीन खरीदने में मदद करने की घोषणा की थी.



लेकिन अमेरिका ने 1950 के दशक में ही ऐसी पनडुब्बी का विकास और उत्पादन करना बंद कर दिया था, साथ ही ताइवान को मदद देने की घोषणा करने के पहले अमेरिकी राष्ट्रपति अन्य मित्र देशों से यह पूछना भूल गए, कि क्या वह ताइवान को सबमरीन बेचने  का साहस जुटा पाएंगे.



उसके बाद से सभी देशों ने चीन का तुष्टिकरण करने की नीति अपना ली. और किसी ने भी ताइवान को पनडुब्बी बेचने के प्रति रुझान नहीं दिखाया.



पूरी दुनिया ने शायद यह मान लिया था, कि चीन का सस्ता माल खरीदने से चीन के व्यवहार में सकारात्मक परिवर्तन हो जाएगा. लेकिन समय ने यह बात सिद्ध की है, की सभी लोकतांत्रिक देशों को चीन ने अकेले मूर्ख बनाया है.



मानव जाति के इतिहास में, शायद पहली बार किसी देश ने दूसरे देशों को बहुत कम लाभ  देकर बहुत अधिक लाभ कमाया है.



आप ही बताइए, आखिर इतने सारे खरीदार लोकतांत्रिक देश चीन जैसे व्यापारी के आगे कैसे झुक गए?



पिछले दशकों में दूसरे देशों को सस्ता माल अगर चीन ने निर्यात नहीं किया होता, तो आप ही बताइए, आज चीन कहां पर होता?



लोकतांत्रिक देशों ने अपने व्यापक बाजार की मांग के ऊपर चीन से मोल भाव नहीं किया. और सभी ने वन चाइना पॉलिसी को मान लिया. जबकि पूरी दुनिया देखती रही और चीन ने  पूरे दक्षिण चीन सागर पर अपना कब्जा स्थापित कर लिया.



ताइवान को सबमरीन बेचना संभव नहीं हो पाएगा जब अमेरिका को यह बात पता लग गई, तो पिछले वर्ष की शुरुआत में अमेरिका ने ताइवान को पनडुब्बी की प्रौद्योगिकी ट्रांसफर करने का निर्णय लिया.



तब शायद ताइवान के पनडुब्बी प्रोजेक्ट को लेकर अमेरिका के द्वारा किए जा रहे सहयोग को देख कर चीन ने हंसकर उसे इग्नोर कर दिया होगा.



लेकिन चीजें वहीं पर नहीं रुकी, पिछले वर्ष जुलाई महीने तक ऐसी खबरें आने लगी, कि यूरोप की दो कंपनियों अमेरिका की दो कंपनियों, जापान और भारत की एक एक कंपनी ने पनडुब्बी को लेकर अपनी डिजाइन ताइवान  को सौंप दी है.



मार्च 2019 तक अमेरिकी कॉन्ट्रैक्टर की मदद से ताइवान एक डिजाइन का चुनाव कर लेगा, और वर्ष 2020 तक पनडुब्बी का निर्माण कार्य चालू हो जाएगा.



अब चूंकि ताइवान विदेशी कॉन्ट्रैक्टर की घोषणा करने के निकट आ चुका था, तो विदेशी कौनट्रैक्टरों के इस प्रोजेक्ट में शामिल होने का चीन ने विरोध करना चालू कर दिया. लगता है, चीन ने बहुत छोटी सी प्रतिक्रिया देने में बहुत लंबा समय लगा दिया.



अब सवाल यह खड़ा होता है, कि ताइवान के पास नई पनडुब्बी के आ जाने की कल्पना मात्र से चीन में बेचैनी क्यों बढ़ गई है?



 भारत में हम इस worst case scenario के बारे में चर्चा करते हैं, कि पाकिस्तान और चीन इकट्ठे होकर दोनों ओर से भारत पर आक्रमण कर सकते हैं. उसी तरह चीन का worst case scenario यह है, कि यदि चीन ने ताइवान पर आक्रमण किया, तो हो सकता है, भारत और अमेरिका जवाबी कार्रवाई करते हुए चीन पर दो तरफ से हमला बोल दे. और अन्य छोटे छोटे देश भी चीन के खिलाफ खड़े हो जाएं.



इसलिए अगर ताइवान भी अपनी सैन्य क्षमता को मजबूत करने लगे, तो चीन के कानों का खड़ा होना स्वाभाविक है.



ताइवान  को इस बात का अंदाजा है, कि उस पर चीन का हमला केवल वक्त की बात है. ताइवान के द्वारा बनाई जाने वाली यह नई पनडुब्बी समुद्री पानी में चीन के जहाजों का इंतजार करेंगी, अगर चीन ने ताइवान strait से होकर ताइवान पर आक्रमण करने की कोशिश की, तो मौका पड़ने पर यह पनडुब्बी चीन के जहाजों को मार गिरा देंगी.



हालांकि हाल के कुछ वर्षों में चीन की नौसेना की शक्ति बहुत अधिक बढ़ चुकी है, लेकिन जहां तक एंटी सबमरीन war fare कैपेबिलिटी का सवाल है, वहां पर चीन अभी भी थोड़ा सा कमजोर है.



इसलिए चीन को यह स्थिति बिलकुल भी स्वीकार नहीं होगी, कि जिस क्षेत्र में वह कमजोर है, उसी क्षेत्र में ताइवान अधिक शक्ति प्राप्त कर ले.



शक्तिशाली ताइवान निश्चित करेगा, की आक्रमण करने के लिए चीन को ताइवान के कमजोर होने का इंतजार करना पड़े.



अब चूंकि चीन ने ताइवान के सबमरीन प्रोजेक्ट का औपचारिक रूप से विरोध कर दिया है, इस प्रोजेक्ट का भविष्य देखना रोचक होगा.



इस बात की पूरी संभावना है, की ताइवान एक कांट्रेक्टर का चुनाव कर ले. लेकिन जिस किसी भी कांट्रेक्टर का चुनाव किया जाएगा, चीन उस पर अधिक से अधिक दबाव बनाने की कोशिश करेगा.



वैसे चीन का दबाव तो काम नहीं करेगा, जब तक वह देश मूर्खतापूर्ण तरीके से यह ना मान ले, कि चीन का सस्ता माल खरीदने से उसे भविष्य में ज्यादा लाभ होगा.



अति महत्वाकांक्षी कम्युनिस्ट चीन के खिलाफ यह सबमरीन प्रोजेक्ट लोकतांत्रिक ताइवान के जिंदा रहने से जुड़ा हुआ प्रोजेक्ट है.



ताइवान के पास वह सभी शक्तियां मौजूद होनी चाहिए, ताकि वह ताइवान स्ट्रेट को चीनी जहाजों का कब्रिस्तान बना दे.





इसलिए इस बात का महत्व बहुत अधिक है, कि इससे पहले ताइवान की पुरानी सबमरीन रिटायर हो जाएं, ताइवान  के पास नई पनडुब्बी आ जानी चाहिए.

Yesterday, Chinese foreign ministry opposed participation of United States, Europe, Japan and India in Taiwan's submarine project.



Asking all countries to follow One China policy, China has urged all concerned countries to fully understand how sensitive and harmful this matter is.



China has advised them not to allow their enterprise to take part in Taiwan's submarine project to ensure that relationship with China is not adversely impacted, and peace and stability remains in the Taiwan strait.



This news item has been widely reported in Indian media, but perhaps no body dared to ask, why China has suddenly woken up to Taiwan's submarine project?


Unfortunately none in our media appreciated Indian participation in this project. For them spreading Chinese warning is more important.


Anyways, lets quickly look at history.



Taiwan has four old submarines, which will somehow survive till year 2030.



In order to strengthen Taiwan's underwater combat capability, Bush Administration pledged to help Taiwan acquire eight diesel powered submarines in the year 2001.



America stopped making such submarines in the decade of 1950s, but before making such announcement American president forget to check with other friendly countries if they would sell submarine to Taiwan.



Afterwards, everyone had gone into China Appeasement mode, and no one dared to sell submarines to Taiwan.



Whole world assumed that buying cheap Chinese goods will change Chinese behavior, but time has proved all of these democratic countries fooled by China.



Never in the history of man kind, a country has taken so much by giving so little.



You tell, how come all democratic buyers capitulated to demand of a single communist Chinese seller?



You tell, Without export led growth of past decades, where would China have been today?



Democratic countries didn't utilize bargaining power of their big market, and they all remain committed to One China policy, even when China has effectively taken whole South China sea in its control.



Realizing that purchase of Submarine is not possible, early last year, America approved transfer of technology that will allow Taiwan to produce its own submarine.



Then mighty china would perhaps have laughed at and ignored American support to Taiwan.



However things didn't stop there, last year in July, news reports have come out that two European, two american as well as one Indian and one Japanese firms have submitted bids with their design to Taiwan.



By March 2019, with the help of American contractors, Taiwan was supposed to select one of the submitted submarine design to begin construction before 2020.



Now that Taiwan is close to announce the selection of foreign contractor, China had decided to oppose their participation in the project. Chinese reaction appears too late, too little.



Now the question arises, Why mere possibility of Taiwan having new submarines have sent china in Panic mode?



In India, we discuss about a worst case scenario, when India would be attacked by both Pakistan and China, similar to that Chinese worst case scenario is, when it will attack on Taiwan, America and India may retaliate on it from two sides and other small countries would also join in.



Therefore China loses sleep when Taiwan starts building its own military capability.



Taiwan has realized that Chinese invasion is just a matter of time, and these submarines are primarily supposed to lie in wait and sink Chinese war and transport ships in Taiwan strait, whenever China attacks over Taiwan.



Though recently Chinese navy has gained a lot of power but its anti submarine warfare capabilities have traditionally been fairly weak.



Perhaps that's why China cannot accept the scenario, when Taiwan gains strength in the domain where china is relatively weak.



Strong Taiwan will ensure that China will have to wait more to attack till Taiwan becomes weak.



Now that China has formally opposed Taiwanese submarine project, it would be interesting to see the future of This project.



In most likelihood, Taiwan will select one bidder, but China would certainly pressurize that selected country to leave this project.



Chinese pressure cannot work, as long as selected country doesn't foolishly think that appeasing china will work for its advantage.



This submarine project is linked to the survival of democratic Taiwan against over ambitious communist China.



Taiwan must have all capabilities, so that it can turn Taiwan strait as the graveyard of Chinese ships.



Therefore its very important that Taiwan gets new submarines well before old submarines are retired.
