रूस के द्वारा पाकिस्तान में किए जा रहे कुल निवेश में 10 बिलियन डॉलर की Offshore गैस पाइपलाइन, 2.5 बिलियन डॉलर की नॉर्थ साउथ गैस पाइपलाइन, और शेष बचे 1.5 बिलियन डॉलर से पाकिस्तान में गैस को स्टोरेज करने के लिए व्यवस्था का विकास किया जाएगा.
इस न्यूज़ रिपोर्ट को व्यापक तौर पर भारतीय मीडिया में भी cover किया गया है, और रूस के द्वारा कि गए इस बड़ी घोषणा को लेकर हम अपने पाकिस्तानी मित्रों को बधाइयां भी देना चाहते हैं.
चीन पाकिस्तान इकोनॉमिक कॉरिडोर के अंतर्गत कई billion dollar चीन से वसूलने के बाद, अब रूस पाकिस्तान इकोनॉमिक कॉरिडोर के कारण पाकिस्तान के ऊपर कई और billion-dollar की बारिश होने जा रही है.
यहां पर ध्यान देने वाली रोचक बात यह है, पाकिस्तान के अखबार एक्सप्रेस ट्रिब्यून के अनुसार जब रूस के इतने बड़े निवेश की घोषणा की गई, उसी के दौरान 6 फरवरी 2019 को रूस और पाकिस्तान 10 बिलियन डॉलर की Offshore गैस पाइपलाइन के लिए प्रारंभिक अध्ययन करने के लिए सहमति पर पहुंचे. यह गैस पाइपलाइन रूस की गैस को ईरान से निकाल कर पाकिस्तान के बाजार तक लेकर आएगी.
लेकिन यदि आप अपने आप गूगल पर थोड़ी सी रिसर्च करें, तो आप आसानी से पाएंगे, पाकिस्तान के इसी अखबार एक्सप्रेस ट्रिब्यून के अनुसार, 27 सितंबर 2018 को इस 10 बिलियन डॉलर की गैस पाइपलाइन के संबंध में प्रारंभिक अध्ययन की शुरुआत करने को लेकर रूस और पाकिस्तान एक सहमति पर पहुंचे थे. ताकि रूस पाकिस्तान के एनर्जी सेक्टर पर कब्जा कर सके.
देखा जाए तो, एक ही एग्रीमेंट के ऊपर सितंबर 2018 और फरवरी 2019 में दो बार हस्ताक्षर किए गए. इन दोनों इवेंट्स में अंतर सिर्फ इतना है, कि पिछले सितंबर में एग्रीमेंट पर हस्ताक्षर रूस में किए गए थे, और इस महीने हस्ताक्षर पाकिस्तान में किए गए हैं.
दोनों ही बार रूस और पाकिस्तान के बीच में हुए इस समझौते को एक बड़ी उपलब्धि के रूप में बतलाया गया था.
पाकिस्तान के अखबार एक्सप्रेस ट्रिब्यून के द्वारा दी जा रही न्यूजफीड को मूर्खतापूर्ण ढंग से कंज्यूम करते समय, किसी ने भी यह मूलभूत सवाल नहीं पूछा, कि एक ही प्रोजेक्ट पर प्रारंभिक अध्ययन के संबंध में रूस और पाकिस्तान 5 महीने के दौरान दो बार एक सहमति पर कैसे पहुंचे.
इस बात की पूरी संभावना है, अगले तीन-चार महीनों में इसी एक एग्रीमेंट पर रूस और पाकिस्तान एक बार फिर से साइन करने के लिए तैयार हो जाएं.
अब आप इस बात पर विचार कीजिए, पाकिस्तान में 14 बिलियन डॉलर के निवेश की घोषणा पाकिस्तान के प्रधानमंत्री की अनुपस्थिति में की गई.
यहां तक कि प्रधान मंत्री कार्यालय में भी इस इवेंट का आयोजन करने की परमिशन नहीं दी गई.
इसलिए सिंपल सा सवाल यह खड़ा होता है, यदि रूस पाकिस्तान में 14 बिलियन डॉलर का भारी-भरकम निवेश करने के लिए तैयार बैठा है, तो पाकिस्तान के प्रधानमंत्री इवेंट में शामिल होने के लिए 14 मिनट का समय क्यों नहीं निकाल पाए.
हो सकता है प्रधानमंत्री कार्यालय को भी यह बात पता हो, की रूस और पाकिस्तान मिलकर एक ही एग्रीमेंट पर बार-बार हस्ताक्षर कर रहे हैं.
बिना किसी जमीनी आधार के बड़ी-बड़ी घोषणाएं करके, पाकिस्तान पर हो रही billion-dollar की बारिश के बारे में सोच कर पाकिस्तान की जनता घमंड के मारे फूली नहीं समा रही है, तो दूसरी ओर रूस पाकिस्तान के बीच बढ़ती हुई दोस्ती को देख कर भारतीय जनता के बीच बेचैनी बढ़ती चली जा रही है.
दोनों ही संदर्भों में, रूस बड़े आनंद के साथ इस नाटक में अपनी भूमिका निभा रहा है, पाकिस्तान के साथ बढ़ती हुई दोस्ती का खतरा दिखाकर, रूस डिफेंसिव इंडिया से डिफेंस के बड़े-बड़े कॉन्ट्रैक्ट जीत रहा है.

You might have read in newspapers about Russia Planning to invest 14 Billion Dollars in Pakistan's energy sector.
Russian investment will cover 10 Billion Dollar Offshore Gas pipeline project, 2.5 Billion Dollar North South gas Pipeline Project and remaining 1.5 Billion Dollars will be spent on building underground energy storage capacity in Pakistan.
While this news report has been widely circulated in Indian media, and our Pakistani friends must be congratulated for this huge announcement.
After getting billions of dollars under China Pakistan Economic Corridor, Billions of dollars will rain on Pakistan, Thanks to Russia Pakistan Economic Corridor.
What is interesting to note here, while making this big announcement, as per Pakistani News Paper Express Tribune, On 6th of February 2019, Pakistan and Russia have signed an agreement to conduct a feasibility study of 10 billion Dollar Offshore gas pipeline, which is supposed to supply Russian gas from Iran to Pakistan.
However, if you do little google search on your own, you would easily find that Same Pakistani News Paper Express Tribune has published news report on 27th September 2018, as per which Russia and Pakistan agreed to conduct feasibility study on this 10 Billion Dollar gas pipe line project, so that Russia can capture energy market in Pakistan.
Basically, The same agreement has been signed in September 2018 and 6 February 2019. Only the difference is simple, In September last year, the agreement was signed in Russia and in February this year, the same agreement has been signed in Pakistan.
Both times, signing of same agreement has been publicized as major breakthrough.
Foolishly consuming the feed from Pakistani News paper Express Tribune, no body asked this simple question, why same agreement to conduct feasibility study has been signed two times in last 5 months?
Its quite possible that in next two or three months, same agreement will be signed again.
Now, please consider this, here an announcement of 14 Billion Dollar Investment in Pakistan was made in the absence of Pakistani Prime Minister.
Even The permission for making this announcement at Pakistani Prime minister office has been declined.
Now the simple question is, when Russia is ready to invest whopping 14 Billion Dollars in Pakistan, why Pakistani Prime minister was not ready to give his 14 Minutes.
The point is simple, everyone in the prime minister office knows, They are again signing already signed agreement.
Making such big announcement without any substance, ensures that domestic audience feel proud about the rain of billions of Dollars, and external audience feel sad about Increasing friendship in between Russia and Pakistan.
In both cases, Russia seem to be playing along because threat of friendship with Pakistan, helps Russia win big defense contracts from defensive India.
The point is simple, Pakistan is lie making machine, its up to you if you want to believe in what they say or how they act.
There is oceanic difference in between what they say and what they do.
