एक अनुमान के मुताबिक, हर साल अमेरिका अफगानिस्तान के ऊपर 60 बिलियन डॉलर खर्च करता है. इसलिए कोशिश इस खर्चे को कम करने की है.
इससे भी अधिक रोचक बात यह है, अफगानिस्तान के राष्ट्रपति के अनुसार, अफगानिस्तान में शांति की चाबी सिर्फ काबुल में मिलेगी, लेकिन इस्लामाबाद में तो केवल अफगानिस्तान में युद्ध की चाबी ही मिलेगी.
अब यह अमेरिकियों पर निर्भर करता है, कि वह कौन सी चाबी का इस्तेमाल करना चाहते हैं.
अफगानिस्तान के जैकपॉट में अमेरिका के हाथ क्या लगेगा, यह इस बात पर निर्भर करता है कि वह कौन सी चाबी यूज करेगा.
पहले जब भी कभी अमेरिका और तालिबान के बीच बातचीत हुई, उसकी तुलना में हाल की बातचीत में काफी प्रगति हुई है.
लेकिन एक ओर हमारे भारतीय विद्वान भारत सरकार को सलाह देने के लिए उतावले हो रहे हैं, कि इससे पहले कि बहुत देरी हो जाए, भारत को जल्दी से जल्दी तालिबान के साथ बातचीत चालू कर देनी चाहिए.
तो दूसरी ओर, हमारे पाकिस्तानी दर्शक अफगानिस्तान से अमेरिकी सैनिकों के पीछे हटने का सपना दिन में देख रहे हैं. कुछ पाकिस्तानी लोगों ने तो अफगानिस्तान में अपनी जीत की घोषणा भी करना चालू कर दिया है.
लेकिन दोस्तों पिछले 18 वर्षों में यह कोई पहली बार नहीं है, जब अमेरिका और तालिबान ने बातचीत चालू करी है.
आप तो जानते हैं, किसी भी मोलभाव में, जिस किसी भी पार्टी को डील करने की तेजाइ ज्यादा होती है, मोलभाव में सबसे अधिक नुकसान भी उसी पार्टी को उठाना पड़ता है.
इसलिए अभी कई और चरणों की बातचीत होने वाली है, इस बात की संभावना प्रबल है, एक बार फिर अमेरिका और तालिबान की बातचीत टूट जाए.
हालांकि हम शांति की हर एक पहल का स्वागत करते हैं, लेकिन अमेरिका और तालिबान की बातचीत से जमीनी हालात सुधरेंगे, इस बात की संभावना बहुत कम है.
वर्तमान में अमेरिका और तालिबान के बीच जो बातचीत चल रही है, वह असफल इसलिए होगी, की जबकि अमेरिका और तालिबान को एक डील के निष्कर्ष तक अभी पहुंचना बाकी है. लेकिन पाकिस्तान के लोगों ने जीत का जश्न मनाना चालू कर दिया है, और वह तो इस जीत का क्रेडिट भी खुलेआम ले रहे हैं.
आइए जल्दी से इस बात पर विचार करते हैं, पिछले साल जून महीने में अमेरिकी राष्ट्रपति ट्रंप और उत्तरी कोरिया के नेता किम के बीच ऐतिहासिक शिखर वार्ता हुई थी.
उस समय ट्रंप और किम की मुलाकात को राष्ट्रपति ट्रंप के लिए बहुत बड़ी सफलता के रूप में दिखाया गया था.
लेकिन पिछले 8 महीनों में कई चरणों की बातचीत के बावजूद, जमीनी हालात में रत्ती भर परिवर्तन नहीं आया है. लेकिन अब फिर से अमेरिका और उत्तरी कोरिया के बीच शिखर वार्ता का आयोजन करने को लेकर बातचीत होने लगी है.
हो सकता है जल्दी ही अमेरिका और उत्तरी कोरिया के बीच एक और Summit का आयोजन किया जाए. लेकिन अमेरिका की उत्तरी कोरिया समस्या का समाधान अचानक से आसमान से टूट कर गिरने वाला नहीं है.
जैसा कि आपको यह बात भली-भांति पता है, की अमेरिका की अफगानिस्तान की समस्या उसकी उत्तरी कोरिया की समस्या से कहीं ज्यादा complex है.
अब यह आपके विवेक पर निर्भर करता है, कि आप अमेरिका तालिबान के बीच चल रही बातचीत से अफगानिस्तान में शांति की स्थापना जल्दी होगी, इसकी आशा लगाते हैं या नहीं.
जहां तक अमेरिका और तालिबान की बातचीत का भारत पर पड़ने वाले प्रभाव का सवाल है, तो हमें अपना धीरज नहीं खोना चाहिए, और हड़बड़ी में यह अनुमान नहीं लगा लेना चाहिए, कि अमेरिकी अपनी हार स्वीकार करके हमेशा के लिए अफगानिस्तान से भाग खड़े होंगे.
वैसे भी, अगर आप भारत के विद्वान नहीं हैं, तो आपको अंदाजा होगा, की 40 साल से चल रही समस्या का समाधान 4 महीनों की बातचीत से निकाला जाना बड़ा मुश्किल है.

While There is possibility of next round of America Taliban talks in this month, Government in Afghanistan has developed cold feet and its now begging American troops to stay in there for longer period of time.
Afghan president has wrote letter to President trump offering negotiation to minimize the cost of keeping american troops in Afghanistan.
Though there is no specific proposal on how the american cost can be reduced, yet there is focus on achieving maximum effectiveness with higher efficiency.
As per one of the estimates, annually America is spending 60 Billion Dollars in Afghanistan. The idea is to somehow reduce this amount.
Rather interestingly, Afghan president has clearly said, the keys to peace in Afghanistan lies in Kabul but the keys to war in Afghanistan lies in Islamabad.
Now, its up to Americans, which key they want to use.
The key they choose now, will determine what they will get in the Afghan Jackpot.
America Taliban talks have certainly matured little in comparison to the similar efforts in the past.
But On the one hand Indian experts are in hurry to suggest that India should enter into talks with Taliban before its too late.
On the another hand, our Pakistani viewers are also dreaming about american troops withdrawal from Afghanistan, and they have even started claiming victory in Afghanistan.
But this is not the first time, America and Taliban have been talking in last 18 years.
As you understand, In any negotiation, the side which is in hurry to reach the deal often end up losing the most.
Therefore many more rounds of talks will be required, its quite possible that talks fail once again.
Though we support any peace initiative, yet its very unlikely that these talks will result into any thing substantial.
The current round of talks in between America and Taliban are bound to fail because even before America and Taliban can reach the deal, its Pakistan, which is feeling the real joy of victory and claiming the credit.
Lets quickly consider this, Last year in June 2018, Historical summit in between President Trump and North Korean leader Kim happened.
At that time, it was widely publicized as big success for President Trump.
However, in last 8 months nothing moved effectively on the ground. Anyways, talks about second round of summit level meeting are going on.
Very soon, President Trump may again meet with North Korean leader. but the solution of American north Korean problem is not going to fall suddenly from Sky.
As you might understand, the American Afghan problem is way more complex than its North Korean problem.
Now, its up to you, if you want to hope for deal in between America and Taliban any time soon.
so far as impact of America Taliban Talks on India is concerned, we should hold the nerve and should not assume that American will simply accept defeat and run away from Afghanistan.
After all its not so easy to end 40 years old war in just four months talks.
Moreover The experience of Iraq and Syria suggests, even after withdrawal of troops, America can fast redeploy its troops, if there is any threat to its national security.
