कल फाइनेंसियल एक्शन टास्क फाॅर्स का एक डेलीगेशन पाकिस्तान का evalution करने के लिए आया, ताकि यह तय हो सके की पाकिस्तान ने FATF की recommendation के ऊपर कैसे जमीं पर कदम उठाये हैं.

अब पाकिस्तान के सामने केवल दो विकल्प हैं, या तो वह FATF की ब्लैक लिस्ट पर जायेगा, या वाइट लिस्ट पर.

पाकिस्तान का क्या हर्श होगा, हमें कुछ महीनो में पता लगेगा, लेकिन FATF की ब्लैक लिस्ट में शामिल होना, पाकिस्तान के लिए कोई नया नहीं है. चार साल पहले, उसे FATF की ब्लैक लिस्ट में शामिल होने का गौरव प्राप्त हुआ था.

जबकि FATF पाकिस्तान का इवैल्यूएशन कर रहा है, 26 और 28 मार्च के बीच, एशिया पसिफ़िक ग्रुप on मनी लॉन्डरिंग भी पाकिस्तान का evalution करने जा रहा है, ताकि पता लग सके, की मनी लॉन्डरिंग और टेरर फाइनेंसिंग के छेत्र में पाकिस्तान कितना पानी में है.

 Asia Pacific ग्रुप भी Financial Action task फाॅर्स की तरह ही काम करता है, और एशिया पैसिफिक रीजन के 41 देश इस समूह के सदस्य हैं.

रोचक बात यह है, हालाँकि APG और FATF दो अलग अलग वाच डॉग्स हैं, लेकिन उनका इवैल्यूएशन का तरीका लगभग मिलता जुलता है.

पाकिस्तान के अधिकारी के अनुसार, पाकिस्तान के सामने बड़ा खतरा है, की उसे APG की गाइडलाइन्स का पालन ना करने वाला देश घोसित कर दिया जाये.

पाकिस्तान के अख़बार एक्सप्रेस ट्रिब्यून के अनुसार, 70% नॉन कंप्लायंस के साथ, पाकिस्तान APG की  ग्रे लिस्ट में शामिल होने के कगार पर है.

पाकिस्तान की परीक्षा का परिणाम कुछ महीनो में निकलेगा, लेकिन इस बात की सम्भावना बढ़ गयी है, की जल्द ही पाकिस्तान FATF की ब्लैक लिस्ट पर होगा, और APG की ग्रे लिस्ट पर.

पाकिस्तान अपने आपको आतंकवाद का सबसे बड़ा शिकार बताता है, लेकिन ऐसा क्यों हो रहा है, की एक साथ दोनों APG  और FATF पाकिस्तान के घर में घुसकर तफ्तीश कर रहे हैं.

पाकिस्तान के नेता अपनी इस बुरी हालत के लिए किसी को भी जिम्मेदार ठहरा सकते हैं, लेकिन यदि पाकिस्तान को दुनिया के दो बड़े वाच डॉग्स अपनी नॉन compliant लिस्ट में शामिल कर लेते हैं, तो पाकिस्तान को अपनी गरेबान में झांकना चाहिए.

इसी बीच आपको पता है, चीन ने पाकिस्तान को २ बिलियन डॉलर और दे दिए है. ऐसा लगता है, चीन को कोई फ़र्क़ नहीं पड़ता है, पाकिस्तान FATF और APG के किस लिस्ट में बैठा हुआ है.

बेसिक question यह है, यदि पिछले साल जून में पाकिस्तान को FATF की ग्रे लिस्ट में शामिल किया जा चूका है, तो पाकिस्तान को बार बार फंडिंग मुहैया करवाने के लिए क्या चीन को ग्रे लिस्ट में शामिल नहीं किया जाना चाहिए.

जबकि पाकिस्तान की फंडिंग के सारे श्रोत बंद हो चुके हैं, तो चीन पाकिस्तान की लगातार मदद करके यह निश्चित कर रहा है, की पाकिस्तान आतंकवाद के ऊपर पैसा लगा सके.

सायद समय आ चुका है, FATF और APG अपनी आँखे खोलें, इन ग्रे और वाइट लिस्ट का मतलब ही क्या है, जब चीन इनमे शामिल देशो के ऊपर डॉलर्स की बारिश करता रहे?

इस लिस्ट में किसी देश को शामिल ही इसलिए किया जाता है, ताकि उसके फंडिंग और इन्वेस्टमेंट के सोर्स बंद करा के, उसे आतंकवाद को फाइनेंसिंग उपलब्ध कराने के लिए दंड दिया जा सके.


लेकिन चीन दिन दहाड़े FATF और APG के ग्रे और वाइट लिस्ट को बेमानी कर रहा है. आप ही बताएं, पाकिस्तान इन दो वाच डॉग्स  की बातों पर जमीनी अमल क्यों करे, जबकि उसे यह पता है, की चीन स्टेट बैंक ऑफ़ पाकिस्तान में बिलियन डॉलर्स बार बार जमा करता रहेगा, ताकि पाकिस्तान महीने दर महीने अपने लिए क्रूड आयल खरीद सके.

इसलिए फंडामेंटल सवाल यह है, यदि पाकिस्तान को इस साल के अंत में FATF की ब्लैक लिस्ट और APG की ग्रे लिस्ट में शामिल कर लिया जाता है, तो चीन को क्या लगातार इन दो वाच डॉग्स की वाइट लिस्ट में बने रहना चाहिए?

क्या इन दो वाच डॉग्स ने अपनी आँखें सिर्फ इसलिए बंद कर लेनी चाहिए, क्योकि चीन दुनिया की दूसरी सबसे बड़ी अर्थ व्यवस्था है?

पाकितान में कुछ समय के लिए टेरर फाइनेंसिंग बंद कराने से प्रॉब्लम जड़ से समाप्त नहीं होगी, पिछली बार पाकिस्तान ने इन दो लिस्ट में शामिल होने का गौरव 2012 और 2015 में प्राप्त किया था, और पिछले साल फिर वह FATF ग्रे लिस्ट में आ गया, और अब  घमंडी पाकिस्तान ब्लैक लिस्ट में शामिल होने का इंतजार कर रहा है.

पॉइंट यह है, FATF और APG पाकिस्तान का इवैल्यूएशन करके अपना टाइम बर्बाद कर रहे हैं. क्योकि यदि आप हमें कहने की अनुमति दें, तो आंतकवाद को एक्चुअली चीन ही फाइनेंसिंग उपलब्ध करा रहा है.

We all know, Pakistan is right now enjoying being part of grey list of Financial Action Task force.



Yesterday a delegation of Financial Action Task Force arrived in Pakistan to evaluate the measures taken by Pakistan to curb terror financing and money laundering.



Now, Pakistan is facing two options, either it will be put on FTAF black list or White list.



While we will soon get to know the fate of Pakistan. Anyways getting in to FATF blacklist is nothing new for Pakistan. Only four years back, it had privilege of being on FATF blacklist.



While Pakistan's FATF evaluation is going on, In between March 26 and 28 Asia Pacific Group on Money Laundering is also going to begin its  evaluation of Pakistan's compliance with anti money laundering and counter terror financing standards.



 Asia Pacific Group on Money Laundering is similar to Financial Action task Force, it includes only 41 countries of Asia Pacific region.



Interestingly, Though APG is separate from FATF, but their evaluation criteria is almost similar.





As per Pakistani government official, Pakistan is facing high degree of risk of being declared non compliant of APG guidelines



As per Pakistani news paper Express Tribune, With 70% non compliance, Pakistan is facing the danger of being grey listed.



While the out come of evaluation will be known in few months. There is high degree of possibility that soon Pakistan will be on black list of FATF and on Grey list of APG.



Pakistan calls itself biggest victim of Terrorism, why is it so that Pakistan is under evaluation of APG and FATF for financing terrorism simultaneously.



Pakistani leaders can blame anyone for getting on grey list, but if two global institutes place Pakistan on their respective non compliant list, Pakistan must look in the mirror first.



As you know, Pakistan has just got 2 Billion Dollars from China.  Apparently, China doesn't care about the FATF and APG status of Pakistan.



The basic question is, Pakistan has been placed on Grey list of FATF last year in June, Should China also not been placed on Grey list for Funding Pakistan?



After all, when funding from all other sources has been dried up, China giving loans to Pakistan so that Pakistan can finance global terrorism.



Perhaps Time has come, FATF and APG must look into this matter, what is the point of Putting any country on grey list or black list, when China is there to provide them funding.



Basic idea of these lists was to punish non compliant countries for their bad behavior by blocking their funding and investment sources.



But China is defeating the purpose of FATF and APG grey and black list.  You tell, why Pakistan will take steps to become compliant, when it knows that China is always there to deposit billion dollars in state bank of Pakistan, so that Pakistan can buy crude oil month after month.



That's why fundamental question is, if Pakistan lands in Black list of FATF and Grey List of APG later this year, How can China continue to remain on the white list of FATF and APG?



Should these two global watchdogs continue to close their eyes only because China is second largest economy in the world?



Fixing the terror financing issues in Pakistan will not solve the problem. Last time Pakistan was on these two list in between 2012 and 2015. Last year again it became proud member of Grey list and staring at entry of Black list.



The point is, FATF and APG will continue to waste their time by evaluating Pakistan and placing it on Grey or black list.  because if you allow us to say, the real source of terror financing is China.
