आपको याद होगा, पिछले साल सत्ता में आते ही, मलेशिया के नए प्रधानमंत्री ने बेल्ट एंड रोड इनिशिएटिव के अंतर्गत ईस्ट कोस्ट रेल लिंक प्रोजेक्ट पर ब्रेक लगा दिए थे.

वर्ष 2017 में इस रेलवे लाइन प्रोजेक्ट पर काम चालू हो गया था, यह रेलवे लाइन मलेशिया के पूर्वी और पश्चिमी तट को आपस में जोड़ने वाली है.

उस समय इस रेलवे लाइन को 15.9 बिलियन डॉलर की कीमत पर बनाया जाना था. लेकिन मलेशिया के नए प्रधान मंत्री के अनुसार उनके सामने दो ही विकल्प थे. या तो प्रोजेक्ट की कीमत कम की जाये अथवा इस प्रोजेक्ट को कैंसिल ही कर दिया जाये. नहीं तो इतनी ऊँची कीमत पर पैदा हुआ यह सफ़ेद हाथी पुरे मलेशिया को अपने पैरों तले कुचल देता.


पिछले कुछ महीनो से, बैचेन होकर चीन इस प्रोजेक्ट को बचाने के लिए मलेशिया के साथ निगोशिएट कर रहा था.

मलेशिया के प्रधान मंत्री कार्यालय के अनुसार, अब ईस्ट कॉस्ट रेलवे लाइन की कीमत में 33 फ़ीसदी की भारी कमी आयी है.

पहले की 15.9  बिलियन डॉलर की कीमत की तुलना में, अब इस रेलवे लाइन को 10.6  बिलियन डॉलर की कीमत पर बनाया जायेगा.

कीमत को इतना कम करने के लिए, रेलवे लाइन की लम्बाई सिर्फ 40 किलोमीटर घटाई गयी है.

लेकिन रोचक बात यह है, रेलवे लाइन के हर एक किलोमीटर को बनाने की कीमत में भी 30 फ़ीसदी की भारी कमी आयी है.

दुनिया भर के एक्सपर्ट मानते हैं, की Chinese से मोल भाव में कोई नहीं जीत सकता है. अच्छी बात यह है, अगर मलेशिया ने चीन से भी कीमत कम करवा ली है.

अच्छा होगा,अगली बार मिलते समय, पाकिस्तान के प्रधान मंत्री मोल भाव करने की कला मलेशिया के प्रधान मंत्री से सीख लें. हम जानते हैं, पैसा उधार मांगना बहुत आसान होता है, लेकिन चीन के खिलाफ इस्तेमाल करने के लिए पाकिस्तान मोल भाव करने की कला थोड़ी सी मलेशिया से सीख ही सकता है.

यह बात साफ हो जाती है, की चीन इस प्रोजेक्ट को बचाने के लिए बैचेन था, लेकिन यह बात भी सिद्ध हो जाती है, की चीन की गोदी में बैठी हुई पिछली मलेशिया के सरकार ने चीन से बहुत महँगी डील की थी.

लेकिन एक बड़ा सवाल यह भी है, की चीन जैसे अमीर सेठ ने मलेशिया जैसे गरीब देश का खून चूसने की कोसिस क्यों की?

खुदा ना खास्ता, पिछले साल अगर मलेशिया के लोगों ने सरकार नहीं बदली होती, तो मलेशिया में यही रेलवे लाइन 15.9  बिलियन डॉलर की कीमत पर बनायीं जाती, जो की नयी 10.6 बिलियन डॉलर कीमत की तुलना में 50 फ़ीसदी अधिक होती.

मलेशिया के प्रोजेक्ट की कीमत में आयी यह भारी कमी फिर से दर्शाती है, की प्रोजेक्ट की डिटेल्स में पारदर्शिता क्यों रखी जानी चाहिए. और प्रोजेक्ट के लिए खुले में competitive बिडिंग क्यों होनी चाहिए.

इसके अलावा, मलेशिया का यह केस, बेल्ट एंड रोड इनिशिएटिव में शामिल देशों के लिए एक example बन सकता है, उन्हें भी चीन के प्रोजेक्ट में कीमत कम करने का प्रयाश जोरों से करना चाहिए.

यद्यपि, इस सफलता के लिए मलेसिआ की सरकार आज खुश हो सकती है, लेकिन उन्हें भविस्य में अभी अपनी आँखें खुली रखनी चाहिए, क्योकि चीन की कथनी और करनी में जमीन आसमान का फ़र्क़ होता है.

साथ ही इस कम कीमत वाले एग्रीमेंट की टाइमिंग का बड़ा महत्व है, आप तो जानते हैं, बहुत जल्दी चीन में दूसरी बेल्ट एंड रोड फोरम का आयोजन होना है.

इस लिए अपना उदार चेहरा दुनिया को दिखाकर, हो सकता है चीन सकारात्मक माहौल बनाने की कोसिस कर रहा हो.

लगता तो ऐसा है, की अपनी इमेज मैनेजमेंट के लिए इस डील को बचाना मलेशिया की तुलना में चीन के लिए ज्यादा इम्पोर्टेन्ट था.

प्रोजेक्ट की बाद की फेज में कीमत कैसे बड़ाई जाती है, यह तो चीन को बहुत अच्छे से आता है.

ऐसा भी संभव है, की रेलवे लाइन को विछाने की कीमत आज कम हो गयी है, लेकिन जब रेलवे लाइन के साथ का Important सपोर्टिंग इंफ्रास्ट्रक्चर बनाना होगा, तो चीन उन प्रोजेक्ट के लिए ऊँची कीमत मांग लेगा.

ऐसा भी हो सकता है, की चीन मलेशिया की नयी सरकार का हाथ मरोड़कर दूसरे इंफ्रास्ट्रक्चर के प्रोजेक्ट को अधिक कीमत पर हांसिल कर ले.

दोस्तों लगता तो ऐसा है, की इस प्रोजेक्ट को निगोशिएट करते समय मलेशिया ने शार्ट टर्म व्यू लिया है, लेकिन चीन ने लॉन्ग टर्म व्यू लिया है.

आप तो जानते हैं, चीन अगले 100 सालों का षड़यंत्र बनाता है, चीन आज जो करता है, उसे समझने में एक्सपर्ट लोगों को 20 साल लग जाते हैं.

कोई बात नहीं, हमें इस प्रोजेक्ट की कम कीमत को लेकर नकारात्मक होने की आज जरूरत नहीं है. देखते हैं, कम कीमत के कमिटमेंट पर चीन के राजा कितने खरे उतरते हैं.

अभी तो मलेशिया के नए प्रधान मंत्री को श्रेय दिया जाना चाहिए, की उन्होंने चीन के राजा से भी 5 बिलियन डॉलर कीमत कम करा ली.

लेकिन हमें इस प्रोजेक्ट पर नजर बनाये रखनी होगी, की आने वाले पांच सालों में मलेशिया रियलिटी में कितने बिलियन डॉलर इस रेलवे प्रोजेक्ट में बचा पता है.

Last year, after coming to power, Prime Minister of Malaysia had put on hold East coast rail link project under belt and road initiative.



This railway line project was launched in the year 2017, and it was to link Malaysian east and west coasts.



At that time, the total cost of this project was 16 Billion Dollars. But new Malaysian prime minister expressed his desire to either renegotiate or cancel this project, because this railway line would have ended up making Malaysia poorer.



Over last couple of months, China has been desperately negotiating to save this project.



Now, as per the Malaysian prime minister's office, the cost of east cost railway line has been reduced by 33 percent.



The railway line which was to be built at the cost of  15.9 Billion Dollar, will now be built at the cost of 10.6 Billion Dollars.



To achieve this lower cost, the length of railway line has been reduced by only 40 Kilometer.



but rather interestingly, the cost to build each kilometer of railway line has been reduced by massive 30 percent.



Its good that Malaysian were able to get reduced cost from Chinese, who are known world over as very hard bargainer.



Perhaps next time, Prime minister of Pakistan should learn bargaining skills from Malaysian prime minister. We know, Pakistan seeks only money, but sometimes its better to gain knowledge, if it can be used against China.



Though desperate china is able to save this important project, yet one thing is clear, previous Malaysian government cut a expensive deal with China.

Rather the question is, Why Rich China has asked higher price from poor Malaysia initially?
If Malaysian people had not changed the government, Malaysia would have got east coast railway line at the higher price of 15.9 Billion Dollars, which is 50% higher than the renegotiated price of 10.6 Billion Dollars.

This price renegotiation once again highlights the need to have transparency and competitive bidding for infrastructure projects.

Moreover, this Malaysian case may serve as example for other countries to negotiate hard with China to get cost substantially reduced.



While Malaysian government can feel happy now for getting lower price , but they will have to keep their eyes open, because Chinese are known for not acting on their words.





Moreover, timing of this new agreement is more important. You know, very Soon second belt and road forum is going to be organized.



Therefore China is looking to create a positive environment about its accommodative nature.



In comparison to Malaysia, it appears, saving this deal was more important for Chinese image management.



China knows it very well, how to renegotiate the project in later stages.



Its also quite possible that Cost of constructing railway line is reduced today, but tomorrow when China gets new project for supporting infrastructure, it may charge higher price.



Or simply China can arm twist the next government to get other projects in Malaysia at expensive price.



It appears, When Malaysia has taken short term view while renegotiating the project, but China has taken a long term view.



You all know, China makes conspiracy for next 100 years, people will take 20 years to understand, what China is doing today.



Anyways, we need not feel pessimism about renegotiated project with lower price. Lets see, how much China comes up to its commitment of lower price.



Right now, Malaysian prime minister deserves credit for saving 5 billion Dollars from the hands of Chinese king.



We will have to follow this project, to see how much Malaysia ends up saving after 5 years from now.
