रोचक बात यह है, पिछले साथ सितम्बर में चीन के राजा ने अफ्रीका महाद्वीप में 60 बिलियन डॉलर का निवेश करने का वादा किया था , तो केन्या के राष्ट्रपति ने सोचा होगा, की चलो बहती गंगा में हम भी हाथ धो लेते हैं.

लेकिंग फंडिंग देने से मना करते हुए, चीन ने केन्या की सर्कार से पूरी रेलवे लाइन की कमर्शियल viability  स्टडी करने को कहा.

इस खबर को ऐसे प्रचारित किया गया, मानो की केन्या में सफ़ेद हाथी पैदा करके अब चीन को डर लगने लगा है. लेकिन यहाँ पर ना भूलने वाली बात यह है, की केन्या ने चीन से आधी  ग्रांट मांगी थी, और वाकि का लोन माँगा था .

ऐसा लगता है, जैसे ही केन्या ने ग्रांट मांगी, शयाने चीन को यह सोचना पड़ गया, की इस रेलवे लाइन से प्रॉफिट होगा या नहीं.

जबकि केन्या के राष्ट्रपति को रेलवे लाइन के तीसरे चरण के लिए फंडिंग की आसा है, केन्या के अन्य लीडर्स भगवान से प्रार्थना कर रहे हैं, की वह चीन को सद्बुध्दि दे, और वह इस नए वाइट एलीफैंट में अपना पैसा ना लगाए.

चलिए जल्दी से, केन्या की रेलवे लाइन के पहले चरण के बारे में बात करते हैं, जिसके लिए चीन ने वर्ष 2014 में ३.6 बिलियन डॉलर की फंडिंग मुहैया करवाई थी.

इस रेलवे लाइन का पिछले दो सालों का ट्रैफिक देख कर, केन्या के एक्सपर्ट को लगता है, की इसे लाभ कमाने में अभी 20 साल और लगेंगे.

इस प्रोजेक्ट की शुरुआत में केन्या की सरकार की अनुमान के मुताबिक, इस रेलवे लाइन ने केन्या की जीडीपी में 1 बिलियन डॉलर का इजाफा करना था.

लेकिन अभी तो इस रेलवे लाइन को चलाने के लिए, केन्या के taxpayers को ही १० मिलियन की सब्सिडी देनी पड़ रही है. अभी हम चीन का कर्जा चुकाने की तो बात ही नहीं कर रहे है.

चीन ने इस रेलवे लाइन के लिए फंडिंग दे दी, लेकिंग सपोर्टिंग इंफ्रास्ट्रक्चर के लिए व्यवस्था नहीं की गयी, यही कारन है, की रेलवे से यात्रा सस्ती पड़ती है, लेकिन केन्या के व्यापारी रोड पर यात्रा को ज्यादा सुविधा जनक मानते हैं.

कोई बात नहीं, हम भी आसा करते हैं. यह रेलवे लाइन जल्दी ही प्रॉफिटेबल बने.

इस सफ़ेद हाथी को आगे खींचने के लिए, चीन से फंडिंग लेकर केन्या की सरकार दूसरे सफ़ेद हाथी को पैदा करने का सपना देख रही है.

यद्यपि हमें डिटेल्स के बारे में ज्यादा पता नहीं लगेगा, लेकिन फिर भी देखते हैं, चीन कितना लोन और कितनी ग्रांट केन्या को देता है.

जबकि इटली गर्व के साथ, बेल्ट एंड रोड फोरम में भाग लेगा, आइये जल्दी से चर्चा करते हैं, केन्या की रेलवे लाइन की कीमत कैसे केन्या के मछुआरे चुका रहे है.

पिछले साल जून महीने में, केन्या के मछुआरों ने देखा, की केन्या के मछली बाज़ारों में सस्ती चीनी मछली की बाढ़ आयी हुई है.

लोकल फिशर मेन की रक्षा करने के लिए , पिछले साल अक्टूबर में केन्या की सरकार ने इस साल जनवरी से चीन से मछली के आयत पर रोक लगा दी.

चीन दुनिया को दिखाने की कोसिस करता है, की वह बड़ा ही मेहरबान देश है, लेकिन केन्या में चीनी मछली के ऊपर ban लगने के खिलाफ चीन ने केन्या में रेलवे लाइन के लिए फंडिंग रोकने की धमकी दे डाली.

और लोमड़ी चीन ने केन्या के द्वारा अपने गरीब मछुआरों की रक्षा के लिए उठाये गए कदम की तुलना, धनि अमेरिका के द्वारा चीन पर लगाए ट्रेड tarrif से कर डाली.

जैसे चीन ने अमेरिका के खिलाफ ट्रैड tarrif लगाके जबाबी कार्यवाही की थी, उसी प्रकार के एक्शन की धमकी केन्या को भी दी गयी.

15 दिनों में, केन्या की  सरकार लाइन पर आ गयी, और उसने चीन से आ रही सस्ती मछली के ऊपर से ban लगने का प्रस्ताव पीछे कर लिया.

चीन की सस्ती मछलियों के कारण, केन्या के मछली व्यापारी ज्यादा पैसा कमाने से खुस है, केन्या के लोग सस्ती मछली खरीद कर पैसा बचाकर खुस है, लेकिन इस बीच केन्या के मछुआरों के चूले पर पानी गिर गया है.

देख लीजिये, इस तरह चीन अपने दोस्तों से दोस्ताना निभाता है. लगता है केन्या ने इस मछली एपिसोड से कुछ नहीं सीखा, और वह चीन से और लोन लेने की जुगाड़ में लगा है.


जब बेहद अकल्मन्द इटली केन्या के अनुभव से कुछ नहीं सीखा है, तो यह अपेक्छा करना हमारी मूर्खता होगी, की गरीब केन्या अपने ही अनुभव से कुछ सीखेगा.

केन्या के लिए, पुराने कर्जे को चुकाने के लिए नए कर्जे लेना ही अमीर बनने का एक मात्र तरीका है.

कोई बात नहीं, देखते है, बेल्ट एंड रोड फोरम में चीन कितना लोन और कितनी ग्रांट केन्या को देता है. केन्या इस कर्जे को कैसे चुकाएगा, यह तो आने वाला वक़्त ही बताएगा. लेकिन हो सकता है, की केन्या अपना सबसे बड़ा मोम्बासा पोर्ट ही चीन को 99 वर्षो के लिए लीज पर दे दे.

Since China is about to welcome representatives of 100 countries in Belt and road forum, we will quickly discuss about Kenya, which has taken loans from China to build infrastructure, long before Belt and Road initiative came into existence.



Kenyan president is participating in this belt and road forum expecting to get 3 Billion Dollar funding for third phase of Standard gauge railway line.



Interestingly, Last year In September when Chinese president announced his plan to invest 60 Billion Dollars for the infrastructure development in Africa, Kenyan president asked for same funding.



Refusing any new funding, China asked Kenyan government to do commercial viability study of entire railway line.



Though it was reported as if China has woken up to danger of building white elephants in Kenya. Yet important reason for Chinese rejection was that Kenya was asking around 1.5 Billion Dollar as grant from China.



It appears, the moment, Kenya asked for grant, China started thinking about commercial viability of railway line project.



President of Kenya is very hopeful to get funding for third phase of railway line, but other leaders of Kenya are praying from the Gods that China should refuse to fund this new white elephant in Kenya.



Lets quickly discuss about first phase of railway line, for which China provided 3.6 Billion Dollar funding in the year 2014.



Looking at the initial Operations of this railway, The economist of Kenya believe that this project will take another 20 years to pick up.



Government of Kenya has promised that after completion, this railway line would add almost 1 Billion dollar in the GDP of Kenya.



But right now, Kenyan taxpayers are providing 10 Million Subsidy to make this railway line operational.



China has funded to build a railway line, but supporting infrastructure has been missing here as well. The result is, though travel on railway is cheaper, Trader of Kenya prefer road travel due to convenience.



Hopefully, in  next 20 years, this railway turns profitable.


In order to make one white elephant walk, Kenyan government is seeking Chinese funding to give birth to another white elephant.



Though we would not be able to know the details, but it would be interesting to see how much grant China provides to Kenya this time.



While Italy is going to proudly participate in the belt and road forum, lets quickly discuss, how the price of this railway line is being paid by fisherman of Kenya.



In June last year, Kenyan fisherman noticed that Cheap Chinese fishes have flooded local market.



In order to protect local fisherman, In October Last Year Kenya banned import of fish from China from January this year.



China which claims to be so nice to whole world, immediately threatened to stop funding for Railway line in Kenya.



In addition, China considered Kenyan attempt to protect poor fishermen similar to Trade tariffs imposed by rich America.



As China retaliated by imposing trade tariff on America, threat of similar action was issued to Kenya.



With in 15 days, Kenyan government vowed to Chinese pressure and lifted the ban from Chinese fishes.



Thanks to Cheap Chinese fishes, Kenyan traders are earning more money, Kenyan people are saving more money, but Kenyan fishermen have lost the source of living.



This is how China treats its friendly countries. Kenya has not learnt from this episode, and looking for more loans from China.



When intelligent Italy cannot learn from the experience of Kenya, its foolish to expect that Poor Kenya will learn anything from its own experience.



For them, Taking new loans to repay old loans is the only path to prosperity.



Anyways, lets see how much loan or grant china provides to Kenya, and How Kenya will repay the old loans in future. Sooner than later, It may also end up giving its major Mombasa port on 99 Years lease to China.
