बेल्ट एंड रोड इनिशिएटिव में भी कुल मिलाकर यही तमाशा चल रहा है. पहले भी हमने कई बार इस बारे में चर्चा की है, की चीन ने दोनों हाथों से गरीब देशों में इतना पैसा लुटाया है, की वह दिन कभी न कभी तो आएगा, जब खुसी खुसी लोन लेने वाले देशों के बजाये चीन को कर्जा वसूल करने को लेकर चिंता करनी पड़ेगी.
बेल्ट एंड रोड इनिशिएटिव की मार्केटिंग तो अभी हाल में चालू हुई है, लेकिन चीन पर पैसे की गर्मी तो कई सालों से चढ़ी हुई है. लेकिन चीन के राजा की छोटी छोटी बंद ऑंखें अब खुल रही है, इसलिए उन्हें लोन देने में भी अकल का इस्तेमाल करना होता है, ऐसा समझ आ रहा है.
कुछ सालों पहले तक, कौन सा देश कितने पानी में है, यह देखने के लिए IMF और वर्ल्ड बैंक की रिपोर्ट्स का सहारा लिया जाता था.
बिना पारदर्शिता के चीन ने जबसे पैसा लुटाना चालू किया है. आज कल IMF और वर्ल्ड बैंक को भी पता नहीं लग पा रहा है, की बेल्ट एंड रोड में शामिल देशों के ऊपर कितने बड़े कर्ज का बोझ चढ़ा हुआ है.
हालत तो यहाँ तक पहुंच रही है, की चीन को भी नहीं पता, की उसने इन गरीब देशों को कितना लोन दे रखा है.
ग्लोबल स्टडीज में निकल कर आया है, की 24 देशों को लोन चुकाने में दिक्कत का सामना करना पड़ रहा है. और दुनिया के सबसे अमीर देश पाकिस्तान को मिलाकर 8 देश ऐसे हैं, जो दिवालिया होने के कगार पर खड़े हैं.
यह बात सही है, की इन देशों की तंग हाली का ठीकरा चीन के मासूम राजा के सर पर नहीं फोड़ा जा सकता है, लेकिन ऐसा क्यों है, की यह सभी देश बड़ी मात्रा में चीन से भी कर्जा लिए हुए है?
अमेरिकन रोडियम ग्रुप ने वर्ष 2007 से लेकर आज तक ऐसे 40 chinese केसेस पर रिसर्च करि है, जिनमे चीन को कर्ज की शर्ते बाद में दोबारा बदलनी पड़ी.
यह 40 केसेस 50 बिलियन डॉलर के लोन को कवर करते हैं, जिनमे ज्यादातर केसेस में चीन को या तो लोन माफ़ करना पड़ा, अथवा लोन चुकाने का समय आगे बढ़ाना पड़ा.
इन 40 केसेस में श्री लंका का हम्बनटोटा पोर्ट भी शामिल है, जिसे चीन ने 99 वर्षो के लिए हथिया लिया है.
अगर आप हमें कहने दे, तो हम्बनटोटा पोर्ट को हड़पने से चीन का मुँह दुनिया में इतना काला हो चुका था, की वह पिछले कुछ समय में अन्य देशो में एसेट को हड़प नहीं पाया. जैसे की केन्या का मोम्बासा पोर्ट, जिसे एनाकोंडा चीन चाह कर भी निगल नहीं पाया है.
इथियोपिया का example अभी तजा तरीन है, बेल्ट एंड रोड में फंसे इस देश के ऊपर चढ़े कर्ज का व्याज उदार चीन ने गरीबों के मेले में माफ़ कर दिया.
यहाँ पर आप ध्यान दीजिये, इस रिसर्च में ऐसे ही प्रोजेक्ट शामिल थे, जिन पर इनफार्मेशन सार्वजानिक रूप से उपलब्ध है.
ऐसा भी हो सकता है, की चीन ने कई सो बिलियन डॉलर के कर्जे की शर्तों को दोबारा हाल में ही बदल दिया हो.
आप तो जानते हैं, चीन की इकॉनमी केवल चीन की रिपोर्ट्स में ही फलती फूलती है. यह एक ऐसा सत्यवादी देश है, जो अपने ऊपर चढ़े कर्जे को कम करके दिखाता है, और अपनी विकास दर को बढ़ा चढ़ा कर बतलाता है.
दुर्भाग्य वश, चीन फेक डाटा पब्लिश करता चला जा रहा है, और फाइनेंसियल कम्पनीज चीन के मार्केट में पैसा दना दन डालती चली जा रही है. जबकि उनको भी शक है, की जिस डेटा के आधार पर उन्होने डिसिशन लिया है, वह फेक हो सकता है.
जिस पार्टी में सबको मजा आ रहा हो, उस पार्टी में पुलिस कौन बुलाएगा.
चीन के टुकड़ो पर पलने वाली मीडिया में जैसा दिखाया जाता है, बेल्ट एंड रोड की राह उतनी सुहावनी तो दिखाई नहीं दे रही है.
सबसे बड़ा सबूत तो यही है, की चीन के राजा अब बेल्ट एंड रोड में शामिल देशो को लोन देने के पहले अकल का इस्तेमाल करने को लेकर प्रवचन देने लगे हैं.
चीन के राजा इन बातों का बाजा ही बजायेंगे, या अमल भी करेंगे, यह तो आगे आने वाला समय ही बताएगा . लेकिन गरीब देशो में लाल चीन ने जिन सफ़ेद हाथियों को बड़ी संख्या में पैदा किया है, ऐसा ना हो, की ये सरे सफ़ेद हाथी लाल चीन के गले में बाँध दिए जाये.

After giving loans worth billions of dollars under Belt and Road initiative, Chinese king finally has woken up to the need of giving sustainable loans wisely.
Few years ago, whenever we need to know about debt on country, we used to look at the reports of International Monitory fund and World bank.
With China lending money to every other country with no transparency at all. now a days, even IMF and World bank are not sure about the debt burden any belt and road country is carrying on its head.
Making matter worse, even China doesn't know, how much it has loaned to different poor countries.
As per Global studies, around 24 countries are struggling to repay the debt. and eight countries including richest nation on earth Pakistan are facing the danger of default.
Though Chinese loan cannot be solely responsible for the economic mess these 32 countries are in, yet the reality is majority of these countries owe a lot of money to China as well.
American Rhodium Group has done extensive research in 40 cases, where china has dons debt renegotiation since year 2007.
These 40 cases covered loans worth massive 50 Billion Dollars. In most of the cases, the loans have either been written off or payment was deferred.
Among these 40 cases ,one case was of Sri Lankan Hambantota port, which China has taken on lease for next 99 years.
if you allow us to say, The bad publicity of Hambantota port seizure, has effectively prevented China from taking over assets in other countries, for example Mombasa port in Kenya.
Latest example is Ethiopia, China had to forgive interest owed on belt and road loans until now.
Please keep in mind, this research covered only publicly available data about Chinese debt renegotiation with belt and road countries.
Its quite possible, China might have renegotiated loans hundreds of Billions of Dollars.
Chinese economy thrives only in the Chinese reports. Here is a country, which knowingly deflates its total debt amount, and inflates its growth rates.
Unfortunately, China continues to fake data, but companies reward china by investing more money in the Chinese market, despite knowing fully well that their decision was based on fake data.
As these reports suggests, that Belt and road is not at going as good as its portrayed in the china sponsored media.
The biggest evidence is Chinese king finally talking about giving loans wisely to belt and road countries.
How much Chinese king implement on his words, only time will be able to tell. Otherwise, all these white elephants Red China has given berth in poor countries, will bring down red China.
