आप सभी जानते हैं, चीन पाकिस्तान इकनोमिक कॉरिडोर का डिंडोरा ऐसे पीटा गया, जैसे की यह अचानक जादुई तरीके से गरीब पाकिस्तान को अमीर बना देगा.
इस मेगा प्रोजेक्ट के अंतर्गत, पाकिस्तान में 14 पावर प्लांट लगाए जाने हैं. ताकि पाकिस्तान के बिजली के संकट की समस्या हो solve किया जा सके, और पाकिस्तान तेज रफ़्तार से विकास कर पाए.
इन 14 पावर प्रोजेक्ट्स में से, पोर्ट क़ासिम पावर प्लांट ऐसा पहला प्रोजेक्ट था, जिसने पिछले साल अप्रैल महीने में धूम धाम के साथ काम करना चालू किया.
कहने की जरूरत नहीं है, इस नए पावर प्लांट से पाकिस्तान में बिजली का उत्पादन तो बढ़ गया, लेकिन काम करते हुए १ साल पूरा करने के साथ साथ इस पावर प्लांट को फाइनेंसियल डिफीकल्टीज का सामना करना पड़ रहा है.
इस पावर प्लांट के chinese चेयर मन के मुताबिक, 150 मिलियन डॉलर के लेट पेमेंट की प्रॉब्लम इसके सामने खड़ी हो गयी है.
यह फंसा हुआ पैमेंट इस पावर प्लांट के तीन महीनो के revenue के बराबर है.
आप शायद जानते हों, पाकिस्तान का पावर सेक्टर सर्कुलर डेब्ट की प्रॉब्लम से परेशान चल रहा है. पावर प्लांट की इस सप्लाई चैन में हर पार्टी के ऊपर दूसरी पार्टी का कर्जा होता है. लेकिन ये पार्टियां एक दूसरे को समय पर पेमेंट नहीं कर पा रही हैं.
Example के लिए, इस पोर्ट क़ासिम पावर प्लांट को बिजली के उत्पादन के लिए इम्पोर्टेड कोयला बाजार से खरीदना होता है, जिसके लिए इस प्लांट को बैंक्स से लोन लेना होता है. सर्कार के इलेक्ट्रिसिटी बोर्ड इस पावर प्लांट से बिजली खरीद कर आम लोगों को बेचते हैं, लेकिन इस चैन में पेमेंट एडवांस में नहीं होता है.
इसी बीच खान साहिब की इज्जत से ज्यादा पाकिस्तान के रुपये की औकात पिछले 6 महीनो में 34 फ़ीसदी गिर चुकी है. परिणाम यह हुआ है, की इम्पोर्टेड कोयला और महंगा हो गया है. लेकिन नए पाकिस्तान की सर्कार पुरानी सरकारों की तरह जनता से ज्यादा पैसा वसूलना नहीं चाहती है. परिणाम यह हुआ, सर्कार पावर प्लांट को अब पेमेंट नहीं कर पा रही है.
क्योकि यहाँ चैन टूट चुकी है, पेमेंट्स नहीं हो पा रहे है, और सीपेक के अंतर्गत बना पहला पावर प्लांट भी पाकिस्तान के सर्कुलर डेब्ट के भंवर जाल में फंस गया है.
अब देखिये, लेट पैमेंट की प्रॉब्लम से निपटने के लिए, पावर प्लांट ने बिजली का उत्पादन और बड़ा दिया, ताकि उसका सर्कार से पेमेंट और बढ़ जाये.
लेकिन आप बताएं, क्या इस कदम के लिए इस प्लांट को महंगा कोयला और नहीं खरीदना पड़ेगा. इशू भी यही है, पावर प्लांट अगले कुछ महीनो के लिए अपने आप को बस चालू रखना चाहता है. किसी का ध्यान प्रॉब्लम के पापा पर नहीं है.
Chinese रोकड़े के दम पर पाकिस्तान में बिजली के संकट पर लगाम लगेगी, लेकिन अब ऐसा लगता है, सीपेक के इस पहले पावर प्लांट में भी अँधेरा कायम होने वाला है.
यह हमें फिर सेंट्रल पॉइंट की तरफ लेकर आता है, क्या चीन चम्पू नहीं है, कमजोर पाकिस्तान की बीमारी का जड़ से इलाज किये बिना, उसने पाकिस्तान को घी पिलाकर क्या सही काम किया है?
जबकि पिछले 10 सालों से पाकिस्तान इस सर्कुलर डेब्ट की समस्या से झूझ रहा है. पाकिस्तान को इस बीमारी का इलाज़ करने के लिए कहने के बजाय, पाकिस्तान में बिजली के उत्पादन के लिए चीन ने पाकिस्तान में पैसा फेंकना चालू कर दिया. ये तो ऐसे हुआ, किसी आदमी को जुखाम और बुखार की प्रॉब्लम है, और उसे दबाई में आप आइस क्रीम खिला दो.
किसी ने नहीं सोचा, की ज्यादा बिजली का उत्पादन होने से ज्यादा पेमेंट अपने आप नहीं होने लगेगा.
कोई बात नहीं, चीन के चम्पू राजा को गुड लक. जैसे तैसे करके नए पाकिस्तान की सर्कार इस प्लांट को पेमेंट कर देगी. लेकिन अभी 13 पावर प्लांट के सफ़ेद हाथियों का जन्म होना वाकी है.
पॉइंट सिंपल है, जब एक पावर प्लांट को लाभकारी ढंग से चलाना मुश्किल हो रहा था, तो और लोस्स मेकिंग पावर प्लांट को लगाना कौन सी अक्लमंदी थी.
पाकिस्तान के लोगों ने चीन को ना जाने कौन सा रू आफ जा पिलाया, की उन्हें ऐसा लगने लगा की, पाकिस्तान की सर्कुलर डेब्ट की बीमारी पाकिस्तान में चीन के पावर प्लांट को नहीं लगेगी. कोई बात नहीं, अब चीन पेमेंट के लिए इंतजार करने का मजा ले सकता है.

As you all know, China Pakistan Economic Corridor project has always been presented as something which will magically transform poor Pakistan into a prosperous nation.
As part of this mega project, 14 projects have been identified in power sector, these projects were to make Pakistan energy sufficient and fuel economic growth there.
Out of these upcoming 14 projects, Port Qasim Power Plant was the first ever power project operationalized in April Last year.
Needless to say, with this additional capacity, the power production in Pakistan has improved. But with in one year of its operations, this CPEC project is now undergoing severe financial difficulties.
As per Chinese chairman of this power plant, the company is suffering from late payment worth 150 Million Dollars.
This stuck amount is equal to three months sales revenue of this company.
you might know, Entire Power sector of Pakistan is struggling with the problem of circular debt, which simply means, in power plant supply chain, each party owes something to another party, but payments are not happening properly on time.
For example, in this case of Port Qasim Power plant, it has to buy coal from the market by taking money on loan from banks. Government Electricity boards charges customers money for this electricity and pay the Port Qasim in return of power.
But here what happened, Pakistani rupee has got depreciated by 34% in last 6 months. Therefore, the Imported coal is more costly now, but government is not able to make payment to this power plant, because Government of new Pakistan doesn't want to charge more from customers.
Since the chain got broken, all parties owe something and payments are not happening. The result is first ever power plant in CPEC is having difficulty in its operation.
In order to solve the problem for late payments, foolish power plant has decided to produce more electricity so that it can earn more.
But will this step not lead to purchase of more imported coal. The issue is, no body wants to fix the root cause of problem, they just want to somehow run their power plant for one more month.
Chinese investment has helped Pakistan to drastically reduce power outages in Pakistan, but now it appears, Its going to be very difficult even for this first ever CPEC power plant to continue operation.
This once again brings us to central point, Was China not a fool, when it invested billion of dollars in Pakistan without fixing the structural issues in Pakistan.
For last 10 years, Pakistan has been suffering from circular debt problem, rather than working with Pakistan to fix this root cause, what China has done is to invest more money to produce more electricity in Pakistan.
No body thought carefully, more electricity production doesn't mean more payments.
Anyways, Good luck to China for operating this great power plant. Soon Pakistan will some how pay Chinese firms. But 13 more power plants are coming up under CPEC.
The point is when its not profitable to operate a power plant, what is the point to open more loss making power plant.
Somehow Smart chinese have foolishly thought that Pakistani circular debt problem will not affect Chinese power plants in Pakistan. Now, they can enjoy waiting for the payments.
