इसी बीच हमारे दो दर्शकों यशदीप शुक्ला और बिग बॉस ने हमसे इस विषय पर वीडियो बनाने के लिए कहा. वीडियो का टॉपिक suggest करने के लिए आप दोनों को धन्यवाद्.
कल पाकिस्तान की यात्रा पर गए हुए, ईरान के विदेश मंत्री ने कहा, की वह चाबहार पोर्ट को ग्वादर पोर्ट से कनेक्ट करने का प्रस्ताव लेकर पाकिस्तान आये हैं. क्योकि ये दोनों पोर्ट एक दूसरे को कॉम्पलिमेंट भी करते हैं.
ईरान के विदेश मंत्री के अनुसार, इन दोनों पोर्ट के जुड़ जाने के बाद, ग्वादर पोर्ट ईरान के रेल और रोड से जुड़ जायेगा. जिससे पागल पाकिस्तान ईरान से होकर घूमते हुए सेंट्रल एशिया में भी जा पायेगा.
यहाँ पर ध्यान देने वाली बात यह है, की ईरान के विदेश मंत्री ने बिलकुल नहीं कहा है, की ईरान भारत को पाकिस्तान से रिप्लेस कर रहा है. लेकिन इसके ठीक विपरीत बात सायद पाकिस्तान के लोगों ने अपने सपने में सुन ली होगी.
सबसे पहले तो इस प्रस्ताव में बिलकुल कुछ भी नया नहीं है. हाँ अगर, पाकिस्तानी दर्शकों की याददास्त खो गयी है, तो वह आज ख़ुशी मना सकते हैं.
जैसे ही वर्ष 2016 में भारत और अफ़ग़ानिस्तान ने ईरान के साथ चाहबर पोर्ट को लेकर डील की. डरे हुए पाकिस्तान के पाँव कांपने लगे. क्योकि ये दोनों पोर्ट एक दूसरे के निकट मौजूद हैं.
तभी से पाकिस्तानी लोगों को समझाया जा रहा है, की इन दोनों पोर्ट के बीच दुश्मनी नहीं है. ये तो एक दूसरे को हेल्प करेंगे.
यहाँ तक की मई 2016 में ही पाकिस्तान में ईरान के राजदूत ने कहा था, की भारत के शामिल हो जाने से चाबहार का प्रोजेक्ट ख़तम नहीं हो गया है, इस पोर्ट प्रोजेक्ट में शामिल होने के लिए चीन और पाकिस्तान का हमेशा स्वागत किया जायेगा.
और पीछे जाएँ तो वर्ष 2014 में ही ग्वादर पोर्ट ने सिस्टर पोर्ट मेमोरेंडम ऑफ़ understanding चाबहार पोर्ट के साथ साइन किया था.
इसलिए ग्वादर और चाबहार पोर्ट के बीच सहयोग का यह आईडिया कम से कम 5 साल पुराना है. तभी से लेकर कई बार इस बात को लेकर खबरें छापी गयी है, इस बारे में आप खुद गूगल सर्च कर सकते हैं.
इस बीच वर्ष 2017 में भारत ने चाबहार पोर्ट से होते हुए अफ़ग़ानिस्तान को गेंहू का पहला शिपमेंट भेजा. और पिछले साल भारत ने चाबहार पोर्ट का ऑपरेशन अपने हाथों में ले लिया.
ईरान के विदेश मंत्री के प्रस्ताव को लेकर ख़ुशी मानाने के साथ साथ, पाकिस्तानियों को अफ़सोस के साथ यह छोटा सा सवाल करना चाहिए, आखिर पिछले 5 सालों में इन दो पोर्ट को कनेक्ट करने को लेकर जमीन पर कोई बात आगे क्यों नहीं बड़ी?
कभी ईरानी पक्ष ने तो कभी पाकिस्तानी पक्ष ने अपनी बात को आगे बढ़ाने के लिए इस बारे में चर्चा की है, लेकिंग इस प्रोपोजल पर काम चालू नहीं हो पाया.
इन दोनों पोर्ट को जोड़ने का यह आईडिया क्या केवल प्रचार के लिए ही है?
यह हमें सेंट्रल पॉइंट की तरफ लेकर आता है, ईरान ने चाबहार को लेकर पाकिस्तान को जो प्रस्ताव दिया है, उसके बारे में धीरज खोने की हमें कोई जरूरत नहीं है
हमें नहीं लगता की ईरान के विदेश मंत्री इतने बेवक़ूफ़ होंगे, की उन्हें ये लगता होगा, की वह पाकिस्तान में पुरानी बोतल में पुरानी दारु बेचेंगे, और भारत की परेशानी बड़ जाएगी.
वैसे भी भारत इस पोर्ट प्रोजेक्ट के एक छोटे पार्ट को सम्हाल रहा है. जब तक ईरान के साथ एग्रीमेंट के अनुसार हमारे ऑपरेशन में कोई दिक्कत नहीं हो रही है. तब तक ईरान को चाबहार पोर्ट में क्या करना है, इसका निर्णय करने का पूरा अधिकार ईरान का है.
अभी चाबहार पोर्ट को अमेरिकी आर्थिक प्रतिबंधों से मिली छूट का ईरान मजा ले रहा है. लेकिन इसका बहुत बड़ा श्रेय भारत और अफ़ग़ानिस्तान को भी जाता है.
पॉइंट सिंपल है, हमें रक्षात्मक होने की जरूरत नहीं है, की ईरान चाबहार पोर्ट को ग्वादर पोर्ट से जोड़ रहा है, क्योकि भारत ने ईरान से तेल खरीदना बंद कर दिया है.
हमें दिल से नहीं दिमाग से सोचना चाहिए. वैसे भी डिप्लोमेटिक रिलेशनशिप और रोमांटिक रिलेशनशिप को अलग तरीके से हैंडल करना चाहिए.
भारत तो ईरान से आज भी तेल खरीद लेगा. लेकिन ज्यादा अच्छा होगा, की ईरान पहले अमेरिका के साथ बात चीत करके एक परमानेंट सोल्युशन तक पहुँच जाये.
भावनाओं में बहकर अगर हमने ईरान से तेल खरीद लिया, तो भारत की कंपनियों को अमेरिकी सैंक्शंस का सामना करना पड़ेगा. हमे ईरान का तेल खरीदना है, ईरान से आर्थिक परेशानिया और नुक्सान नहीं खरीदना है.
इसके अलावा आप सभी भूले नहीं होंगे, की वर्ष 2015 में अमेरिका के साथ नुक्लेअर डील के होते ही, ईरान ने भी रंग बदलना चालू कर दिया था. बात साफ़ है, जब ईरान दोस्ती में दिमाग का इस्तेमाल करता है, तो भारत ने भी दोस्ती में दिल का इस्तेमाल नहीं करना चाहिए.
मैन टॉपिक पर लौटते हुए, जब चाबहार और ग्वादर पोर्ट को जोड़ने का प्रपोजल अभी तक पांच सालों में उड़ नहीं पाया है, तो इस बात की सम्भावना कम है, की यह प्रोजेक्ट जल्द ही दौड़ने लगेगा.
अच्छा होगा, की इन दोनों प्रोजेक्ट के जुड़ने को लेकर खुश होने के बजाय, पाकिस्तान ग्वादर पोर्ट की सुरक्षा का पुख्ता इंतजाम करे. और ग्वादर पोर्ट को पूरी तरह commercially ऑपरेशनल जल्दी से बनाये.
पाकिस्तान और चीन दोनों से अकेला एक ग्वादर पोर्ट तो संभल नहीं रहा है, कोई बात नहीं, दोनों को गुड लक, चाबहार पोर्ट को और जोड़ लीजिये उन्हें बलोचिस्तान में और मजा आने लगेगा.

Yesterday during his Pakistani visit, Iranian foreign minister has said that he came to Pakistan with a proposal to connect chabahar and Gwadar port, because they can complement each other.
As per Iranian foreign minister, after these ports are connected, Gwadar will be integrated with entire iranian rail road system including north corridor joining Iran with central Asian countries.
Here, its interesting to note, Iranian Foreign minister has not said that Iran is replacing India with Pakistan in chabahar port project. Nevertheless dreaming Pakistanis have heard so.
First of all, there is absolutely nothing new in this proposal. If Pakistani viewers have lost their memory, they can feel happy about it.
As soon as India signed the deal with Iran and Afghanistan for Chabahar port in the year 2016, Panicky Pakistan has been feeling insecure. because both Gwadar and Chabahar ports are located 100 Kilometers apart.
Since then talks have been going about no rivalry in between these two ports. Rather They can complement each other.
In fact, in May 2016, Iranian ambassador to Pakistan has said that With Indian involvement Chabahar port project was not over, China and Pakistan were welcome to join it anytime.
Rather back in the year 2014, Gwadar Port signed a sister port memorandum of understanding with Chabahar port.
Therefore this idea of Gwadar and Chabahar port complementing each other is four year old and multiple news reports have been published on it. you can yourself google search about it.
Meanwhile, India sent first wheat shipment to Afghanistan via Chabahar port in the year 2017, and India took over control of this port's operations last year.
Rather than feeling happy on the proposal of Iranian foreign minister, our Pakistani viewers should ask this simple question, why after four years, only talks are going on connecting these ports.
Some time Iranian authorities talk about it, other times Pakistani authorities talk about it, but nothing has actually moved on the ground.
It appears, this idea of sister port is just a propaganda tool.
This brings us to the central point, That India need not worry about what proposal Iranian foreign minister has given to Pakistan regarding Chabahar port.
We don't think, Iranian foreign minister will be so foolish, that he thinks, he can threaten India by selling the old wine in old bottle to Pakistan.
We are handling operations of small part of this port project. as long as our operations are not getting impacted, what Iran wants to do with larger Chabahar port, we should let Iran decide about it.
Moreover, right now Iranian Chabahar port is enjoying waiver from American sanctions. To a large extent credit goes to India and Afghanistan.
The point is simple, we must not play on defensive wicket that Iran is connecting Chabahar port with Gwadar port, because India has stopped buying oil from Iran.
We should think in mind not in heart. There is difference in between Diplomatic and Romantic relationship.
We are ready to buy Iranian oil today, but for that Iran should negotiate with America to find lasting solution.
By being emotional, if we buy Iranian oil, we will invite american sanctions on India. we want to buy oil from Iran, not economic pain and problems.
Moreover we Indians have not forgot that Iran has started changing colors as soon as nuclear deal was signed in the year 2015. The point is, When Iran uses its mind, we should also use our mind while making diplomatic choices.
Again returning to the topic, When this Chabahar and Gwadar sister port proposal has not flown in last four years, there is little possibility it will walk anytime soon.
Moreover, Rather than feeling happy about connecting with Chabahar port, Pakistan would do better to ensure safety to Gwadar port and make it commercially operational.
Pakistan and China are not able to manage Gwadar Port alone, we wish them good luck for the connection with Chabahar port as well.
