While conceptualizing the Belt and Road initiative, he might have smartly thought that these white elephants will run over the countries of their berth. But you all know, one day will come, when these all white elephants will be tied to his own neck.
Hambantota and Gwadar Port are two examples of these infrastructural white elephants.
In the past we have discussed that Addis Ababa–Djibouti Railway line is also turning into white elephant for China.
This railway line connects land locked Ethiopia with the ports of Djibouti.
China has provided 4.2 Billion Dollar funding for this railway line, which is considered as first electrified railway line in Africa.
Thanks to media, In whole world China has created this false image that it can build world class infrastructure at cheapest possible cost.
But consider this railway line, china has built first electric railway line in Africa without assured electricity supply.
before this railway line was inaugurated in January 2018, due to shortage of electricity, the trial runs met with multiple failures.
One and half year has passed, this railway line is still struggling with power supply issue.
As per finance minister of Djibouti, due to lack of power supply, now this train could be blocked for a whole day of operations.
Now that railway has come to stop, China is working with the government of Djibouti on power projects
The basic question is, When there was lack of power supply, Why didn't china opt for diesel powered railway line?
Now, Its like digging a well when Chinese house is on fire. Still world over China is appreciated for its ability to plan and build mega infrastructure.
Please consider this, when this railway line was built, nobody thought about who will pay in case of train runs over the camels.
Now local people are demanding the compensation for their dead camels, but no body knows, who will pay here.
Chinese king roams around whole world saying that he has this magical medicine to eliminate poverty by building infrastructure in poor countries.
Now, Chinese king must answer, by not compensating the local people for the dead camels, is China making them rich or poor?
When this railway line was planned, it was designed to run for three times a day, but due to power shortage and other issues, its now running empty only once a day.
You tell,, when commercial train is running at its one third capacity, will it be able to pay back for huge chinese loans?
The result is both Ethiopia and Djibouti are working with China to restructure the old loans, or seeking more loans so that old projects can be completed and made profitable.
Its like China throwing good money behind saving bad money.
You might now say, that smart China will take control of these infrastructural assets.
China would be most foolish nation on earth, if it ever tries to do so in Africa.
Please consider this, in Last January, due to border dispute in between Ethiopia and Somali states, protestres have halted the train service for half a day.
you tell, like peaceful Sri Lankan people, will such local people smile and allow china to take over their project?
Moreover, even if China takes over them, it will not be able to make them profitable in anytime soon.
These are the questions, which can be answered only by the time, but for now, China funded African railway line is facing the danger of complete stop due to power shortage.
