हमारे देश में ऐसे एक्सपर्ट भरे पड़े है, जिन्हे लगता है, की भारत ने भोले भाले पाकिस्तान के साथ आपसी व्यापार को बढ़ाने के लिए ट्रेड एंड पीस एग्रीमेंट तो कर ही लेना चाहिए.
यदि आप अफ़ग़ानिस्तान पाकिस्तान ट्रांजिट एग्रीमेंट को देखें, जिसपर इन दोनों देशो ने वर्ष 2010 में साइन किये थे. लेकिन आज तक इस एग्रीमेंट को कागज़ी आसमानो से जमीन पर उतारा नहीं गया है.
इस एग्रीमेंट के मुताबिक, पाकिस्तान ने अफ़ग़ान माल को वागा बॉर्डर से भारत तक पहुंचने का रास्ता देना था. कहने की जरूरत नहीं है, इस एग्रीमेंट में भारत के माल को अफ़ग़ानिस्तान के बाजार तक पहुंचने के लिए रास्ता नहीं दिया गया था.
लेकिन वर्ष 2017 में अफ़ग़ानिस्तान के राष्ट्रपति को यहाँ तक कहना पड़ गया, की यदि पाकिस्तान अफ़ग़ानिस्तान को भारत तक पहुंच नहीं देता है, तो अफ़ग़ानिस्तान पाकिस्तान को भी सेंट्रल एशिया तक जाने का रास्ता नहीं देगा.
लेकिन इस सबके बाबजूद, पाकिस्तान ने अफ़ग़ानिस्तान को सुविधाएं मुहैया नहीं करवाई, परिणाम यह हुआ, की अफ़ग़ानिस्तान का भारत को निर्यात कभी नहीं फल फूल पाया.
आपको तो पता है, इस पाकिस्तानी ब्लॉकेड के कारण ही, अफ़ग़ानिस्तान से व्यापार करने के लिए, भारत को चाबहार पोर्ट और एयर कॉरिडोर का रास्ता खोजना पड़ा.
लेकिन पाकिस्तान को भी अपने बर्ताव की बड़ी कीमत चुकानी पड़ी है, एक समय पाकिस्तान और अफ़ग़ानिस्तान के बीच 3 बिलियन डॉलर का व्यापार आज १ बिलियन डॉलर के निचले स्तर तक पहुंच गया है.
इस प्रकार 9 साल बीतने को है, लेकिन अफ़ग़ानिस्तान पाकिस्तान ट्रांजिट एग्रीमेंट पर जमीनी अमल पूरी तरह से आज तक नहीं किया गया, इसी बीच अपनी हाल की पाकिस्तान यात्रा के दौरान, अफगानी राष्ट्रपति ने पाकिस्तान के शहंसाह आर्मी चीफ और कठ पुतली प्राइम मिनिस्टर से मुलाक़ात करि.
इस बार फिर पाकिस्तान के नेताओं ने प्रॉमिस किया, की वह अफ़ग़ान माल को भारत तक पहुंचने का वागाह बॉर्डर से रास्ता दे देंगे, और इसके बदले में अफ़्ग़ानिस्तान पाकिस्तान के लिए सेंट्रल एशिया तक पहुंचने का रास्ता खोल देगा.
पाकिस्तान की जमीं पर अफ़ग़ानिस्तान के राष्ट्रपति ऐसी बातें दे रहे थे, लेकिन पाकिस्तान की तरफ से ऐसी कोई भी आधिकारिक घोसणा नहीं की गयी.
यहाँ तक की अफ़ग़ान राष्ट्रपति की पाकिस्तान यात्रा के बाद कोई जॉइंट स्टेटमेंट तक जारी नहीं किया गया.
हम यह नहीं कह रहे हैं, की अफगानी राष्ट्रपति झूठ बोल रहे थे की पाकिस्तान से होकर इंडिया तक पहुंचने का रास्ता उन्हें मिल गया है, हो सकता है, अफ़ग़ान राष्ट्रपति के मजे लेने के लिए पाकिस्तान के लीडर्स ने हवा में यह बातें मोखिक रूप से कह दी हों.
आप सभी समझदार हैं, इन मोखिक वादों का कोई मतलब नहीं होता है. वैसे भी पाकिस्तान और अफ़ग़ानिस्तान के बीच किसी नए एग्रीमेंट की कोई जरूरत है ही नहीं, उन्हें तो केवल वर्ष 2010 के एग्रीमेंट पर जमीनी अमल करके दिखाना है.
अफगानी राष्ट्रपति की पाकिस्तान यात्रा के बाद, अमेरिका ने तालिबान के साथ अगले चरण की बात चीत चालू कर दी.
दोहा में एक कमरे में चल रही इस शांति वार्ता के बाबजूद, अफ़ग़ानिस्तान में जमीं पर शांति का कोई नामो निशान तक नहीं है.
दोस्तों, असल बात तो आप सभी को मालूम है, पाकिस्तान बड़ी बेसब्री से अमेरिकी सेनाओं के अफ़ग़ानिस्तान से भागने का इंतजार कर रहा है, तब वर्तमान अफ़ग़ान रेजीम भी अपने आप कब्र में दफ़न हो जाएगी.
जबकि पाकिस्तान को उस दिन का बड़ी बेसब्री से इंतजार है, यह संभव ही नहीं है, की अफ़ग़ान सरकार जिसके पाँव कब्र में लटक रहे हैं, पाकिस्तान उसे भारत तक जाने का रास्ता देगा.
पाकिस्तान इस दिन की राह पिछले 20 सालों से देख रहा है, इसलिए पाकिस्तान अब सांस तोड़ देगा, यह अनुमान लगाना थोड़ी सी नादानी होगी.
इसलिए पाकिस्तानी नेताओं से मुलाक़ात के बाद अफगानी राष्ट्रपति कुछ भी हवा बाजी करते रहे , हमें पाकिस्तानी जमीनी रास्ते से इंडिया अफ़ग़ान ट्रेड के होने को लेकर सपने नहीं देखने चाहिए.

There are many Indian experts, who support India forming peace agreement with Pakistan.
if you look at the Afghanistan Pakistan Transit agreement, on which both countries have signed in the year 2010. however this agreement has never been implemented on the ground.
As per this agreement, Pakistan was to allow export of Afghan goods to India via Wagah border. Needless to say, as per this agreement, Afghanistan was not allow to import Indian goods.
Anyways, in the year 2017, Afghani president has said, if Pakistan stops Afghanistan's access to India via wagah border, Afghanistan will also stop Pakistan's access to Central Asia.
However, Pakistan never provided facilities to Afghanistan, due to which Afghanistan export to India has never realized its potential.
you all know, due to Pakistani blockade, India had to look at Chabahar port and air corridors to trade with Afghanistan.
Needless to say, Pakistan has also paid the heavy price of its own behavior. Trade volume in between Afghanistan and Pakistan has got reduced from 3 Billion Dollar to just 1 Billion Dollar.
Thus 9 years have passed, but Afghanistan Pakistan transit agreement has never been implemented on the ground. However, during his latest Pakistan visit, Afghan president met Pakistan Army Chief and Prime Minister,
Once again Pakistani leaders have promised to allow afghan trucks to cross Wagah border to have direct access to India. In response, Afghanistan will also allow Pakistan to connect with Central Asia.
While Afghanistan president was making such statement on the Pakistani soil, there was no confirmation from Pakistani side.
In fact, after the Pakistan visit of Afghan president, no joint statement was issued.
We are not saying, that Afghanistan president was lying when he said to have gain access to India via Pakistan. Rather its quite possible that Pakistani leaders might have given positive verbal confirmation to Afghan president during meetings.
You all know, such verbal assurances don't hold any value. Rather there is no need for a new agreement in between Pakistan and Afghanistan. All Pakistan has to do is to implement the transit agreement of year 2010.
Amid Pakistan visit of Afghanistan president, America started another round of talks with Taliban in Qatar.
Despite peace talks going on in the closed rooms in Qatar, there is no peace on the ground in Afghanistan.
The point we are trying to make is simple, since talks with Taliban is going on, Pakistan is eagerly waiting for the day, when Americans will soon run away from Afghanistan, and current afghan government will fall.
With so high hopes, its impossible that Pakistan would have allowed falling Afghan regime to trade to India via wagah border.
When Pakistan has waited for 20 years for this government to fall, its not possible that Pakistan will lose its patience now.
Therefore despite what Afghan president has said after his meeting with Pakistani authorities, we should not hope for Pakistan allowing Afghan trade with India via its land route.
Given talks in between America and Taliban is on advanced stage now, lets see what comes out of it.
