इस वीडियो को देखने के बाद हमारे एक रेगुलर पाकिस्तानी व्यूअर ने खुसी के साथ कमेंट किया, की इतनी गर्मी में ड्राई फ्रूट कौन खाता है, इसलिए इतने गर्म वातबरण में ड्राई फ्रूट बेच कर अफ़ग़ानिस्तान ने भारत को चूना लगा दिया है.
इस कमेंट को पढ़कर आपको समझ आ गया होगा, की पाकिस्तान के लोग इंडिया ईरान और अफ़ग़ानिस्तान को कितने हलके में लेकर मजाक उड़ाते हैं.
अफ़ग़ानिस्तान से भारत को ड्राई फ्रूट के शिपमेंट के बारे में परेशां न होकर, अच्छा होगा, यदि पाकिस्तानी इस बात की चिंता करें, की वह भविस्य में अपने सफ़ेद हाथी पाक आर्मी को कैसे खिलाएंगे. क्योकि आर्मी के बजट कट के बाद तो ऐसा लगता है, की IMF के 22 वे bailout के लिए पूरा पाकिस्तान ही गिरबी रख दिया गया है.
Anyways उनके कमेंट के जवाब में हमने तो यही सवाल पूछा, की क्या पाकिस्तान में ड्राई फ्रूट के लिए स्टोरेज फैसिलिटी नहीं होती है ?
जैसा की आप सभी को विस्वास हैं, की भारत में अफ़ग़ानिस्तान से आने वाले ड्राई फ्रूट्स को गर्मी से बचाने के लिए कोल्ड स्टोरेज की फैसिलिटी होगी.
लेकिन एक वाजिब सवाल भी खड़ा होता है, की आखिर इतनी गर्मी में ड्राई फ्रूट के शिपमेंट ने बिना ख़राब हुए कैसे इतना लम्बा सफर तय किया.
इसका जवाब तो आज चाबहार के शहीद कलान्तरि पोर्ट के हेड ने दे दिया है.
कृषि और मछली उत्पादों के एक्सपोर्ट के लिए हाल ही में चाबहार पोर्ट पर रेफ्रिजरेटेड कंटेनर की सुविधा का विकास कर लिया गया है.
और अफ़ग़ान ट्रेडर भी इस सुविधा का लाभ उठा सकते हैं. तो इस प्रकार अफ़ग़ान ड्राई फ्रूट का शिपमेंट रेफ्रिजरेटेड कंटेनर्स में चाबहार पोर्ट से भारत लाया गया है.
इसलिए पाकिस्तानी दर्शको को दुःख पहुंचाते हुए , इतनी गर्मी में अफ़ग़ान ड्राई फ्रूट का शिपमेंट बिना ख़राब हुए भारत आ गया है.
अमेरिकी आर्थिक प्रतिबंधों के बाबजूद, ईरान का रेफ्रिजरेटेड कंटेनर की फैसिलिटी का निर्माण पूरा कर पाना और उसका अफ़ग़ान ट्रेडर के द्वारा प्रयोग किया जाना एक शुभ संकेत माना जा सकता है.
लेकिन हमें यह अनुमान नहीं लगाना चाहिए, की अमेरिकी आर्थिक प्रतिबंधों के प्रभाव से चाबहार पोर्ट पूरी तरह अछूता है.
आपको याद होगा, पिछले साल दिसंबर महीने में, भारत की कंपनी इंडियन पोर्ट्स ग्लोबल लिमिटेड को चाबहार के शहीद बहेसती पोर्ट का ऑपरेशनल कण्ट्रोल मिल गया था.
चाबहार पोर्ट टर्मिनल के सञ्चालन में सहयोग के लिए इंडियन पोर्ट ग्लोबल कंपनी ने पार्टनर की तलाश के लिए टेंडर निकाला था.
हालाँकि चाबहार पोर्ट को अमेरिकी आर्थिक प्रतिबंधों से ढिलाई मिली हुई है, लेकीन इस बात में पूरी क्लैरिटी नहीं है, की चाबहार पोर्ट के फ्यूचर डेवलपमेंट पर अमेरिकी प्रतिबंधों पर क्या प्रभाव पड़ेगा.
साथ ही कोई भी ग्लोबल कंपनी अमेरिकी आर्थिक प्रतिबंधों की राह में आने से डरती है.
यही कारण था , की इंडियन कंपनी के टेंडर के लिए बहुत कम रिस्पांस आएंगे, इस बात का डर था . इसलिए इंडियन पोर्ट्स ग्लोबल कंपनी ने पार्टनर को खोजने के लिए निकाला गया अपना टेंडर आज वापस ले लिया.
इसके अलावा, चाबहार पोर्ट के लिए नई क्रेन खरीदने के लिए भी निकाला गया टेंडर वापस ले लिया गया है.
अब हमें रियलिटी का सामना करना होगा, की अमेरिकी प्रतिबंधों के कारण चाबहार पोर्ट के डेवलपमेंट में और देरी होना तय है.
अच्छी बात यह है, की इंडिया ईरान और अफ़ग़ानिस्तान ने अब तक की गयी प्रगति का लाभ उठाने की पूरी कोसिस कर रहे हैं.
इन दोनों टेंडर के कैंसिल हो जाने के बाद, चाबहार पोर्ट पर ऑपरेशन्स को चालू रखना और भी महत्वपूर्ण हो गया है.
जैसा के प्रेजिडेंट ट्रम्प ने अभी साफ़ किया है, की उन्हें न तो ईरान में सत्ता परिवर्तन चाहिए, और न ही ईरान के साथ युद्ध चाहिए.
इसी बीच जापान ने प्रधान मंत्री आबे की अगले सप्ताह ईरान की यात्रा की तैयारी शुरू कर दी है.
अपनी यात्रा के दौरान जापान के प्रधान मंत्री आबे ईरान के सुप्रीम लीडर और ईरान के राष्ट्रपति से मिलेंगे.
हम आशा कर सकते हैं, की जापानी लीडर के ठन्डे दिमाग का ईरान और अमेरिका पर प्रभाव पड़ेगा, और शांतिपूर्ण भविस्य के लिए कोई रास्ता निकलेगा.
चलिए जापान के प्रधान मंत्री की ईरान यात्रा का इन्तजार करते हैं, लेकिन हमें आशा है, की इस महीने के अंत तक अफ़ग़ानिस्तान से दूसरा बड़ा शिपमेंट चाबहार पोर्ट से होता हुआ भारत जल्द आएगा.

After watching that video, one of our regular Pakistani viewers smartly commented that in such a hot summer, who eats dry fruits. Afghan traders have cheated India by selling dry fruits in summers.
With this comment, you can understand how Pakistani people are designed to mock what ever India and Afghanistan do together.
Rather than worrying about Dry fruit shipment from Afghanistan to India, Pakistani people will do better to worry about how they will feed their army in future. Because it appears, whole Pakistan has been put as collateral to get 22nd IMF bailout.
Anyways, to his comment our question was if Pakistan doesn't have dry fruit storage facility for hot weather.
While you all know, India has cold storage infrastructure to store dry fruits coming from Afghanistan.
However, valid question remains, how in such a hot summer, dry fruits have been transported from Afghanistan to India via Chabahar port.
To this question, answer has been provided by the head of Chabahar's Shahid Kalantari Port.
For the export of agricultural and fishery products, the facility of refrigerated containers has been constructed in Chabahar port.
This facility has been extended for Afghan traders as well. In these several refrigerated containers dry fruits from Afghanistan have been forwarded to India.
Therefore, for the sadness of our Pakistani viewers, across the supply chain of dry fruits from Afghanistan to India, we have taken care of hot summer.
Taking this point forward, despite american sanctions, Iran has continued construction of modern all weather facilities in Chabahar port so that Afghan traders can take advantage of Chabahar port.
However, we must not assume here, that American sanctions are not impacting chabahar port at all.
You might remember, in last December, Indian Company Indian Ports Global Limited got the operational control of Chabahar's Shahid Bahesti Port.
Indian Ports Global had issued a tender to select its strategic partner to manager operate and maintain Chabahar port terminal in Iran.
Though Chabahar port operations have got waiver from American sanctions. there is still no clarity about how American sanctions will impact future development plan.
Moreover, other companies are wary of getting into Iran due to american sanctions.
Due to these reasons, number of bidders were expected to be less, therefore Indian ports global has scrapped the tender and decided to wait for some more time..
In addition, another tender to purchase new cranes for Chabahar Port has also been scrapped.
Lets face the reality, for some time in future, the development plan of chabahar port will suffer for sure.
But the good point is, India Iran and Afghanistan are taking advantage of all the progress made in the past.
Amid cancellation of tenders, the continuity of operations at chabahar port is certainly more important.
Given President Trump has said that he wants neither war nor regime change in Iran.
Japan is arranging for Prime Minister Abe's visit to Iran in next week.
Prime minister Abe is scheduled to meet supreme leader of Iran along with Iranian President.
We can hope, with the help of cool Japanese head, better sense will prevail.
