You might be knowing that India has formally approached Iran for the release of 18 Indians, who were among the crew on board a British Ship, which has been seized by Iranian revolutionary guards.
You see, this is how India is receiving collateral damage in this Global Conflict.
Anyways, last week a good news came, when Iranian ambassador to India has confirmed that Iran is ready to invest in the expansion of refinery in south India.
More importantly, Iran has repeated commitment towards their joint ventures with India.
Here we are talking about Chennai Petroleum Corporation Limited, in which Naftiran has 15.4% stake, which is second highest after 51.89% stake of Indian oil corporation limited.
You might know Naftiran is Swiss subsidiary of National Iranian oil company, with which India has entered into joint venture way back in the year 1965.
Iranian revolution has changed the regime of Iran, but Iran remained committed to Indian joint venture over many year.
Right now, Chennai Petroleum Corporation has two refineries.
In September 2017, Indian oil board decided to dismantal small Nagapattinam refinery and set up much bigger modern refinery there.
Before funding this massive expansion project, Indian oil corporation decided to merge Chennai Petroleum Corporation with itself.
However, When Iranian company agreed to invest in the expansion project in October 2017, Indian oil corporation dropped merger idea.
This bigger refinery is supposed to meet growing demand of cleaner fuel in South India. This refinery is planned to become operational in the year 2024.
We have gone through the history of this project, only to suggest that this refinery project is an old Indian engagement with Iran.
American sanctions on Iran should not be allowed to impact long term Iranian investment in India.
Needless to say, Indian oil corporation is looking into how American sanctions can impact refinery expansion project due to involvement of Iran.
our point is simple, India can stop short term purchase of Iranian oil, but long term capacity building project with Iran should not be affected.
Iran and India have been working on activating the rupee based payment mechanism, hopefully some smart way will be found so that Iran can invest in this refinery project in Indian rupees.
Needless to say, detail about the payment procedure is yet to be worked out. But as we all know, where there is will, there is a way.
Few days ago, we have discussed, how China continue to import Iranian oil, and America has not punished China.
No sanctions can work if they are not imposed equally on all. Hence, With Chinese violation, India has valid case to restart oil import from Iran with payment in Rupees..
More than oil import, American sanctions cannot be allowed to delay Indian refinery expansion plan.
When we are asking Iran to treat Indian sailors friendly and release them, Should we say No to them, when they are ready to spend money in India.
